The Economic Development Administration (EDA) recently announced it received more than 500 applications to its Build Back Better Regional Challenge (BBBRC. Applicants are competing for 50 to 60 Phase 1 awards of $500,000 each to support the planning of “bottom-up, middle-out” economic development projects designed to advance and accelerate an equitable economic recovery, create good-paying jobs, and build resilient regions across the country.

The United States Department of Agriculture (USDA) recently announced a $1.4 billion investment into rural areas of the U.S. for job training, business development, and technical assistance. These investments are granted through eight different programs to 751 awardees across 49 states, the U.S. Virgin Islands, and Puerto Rico. USDA estimates that the grants and loans provided by these awards will create or save at least 50,000 jobs in the rural United States.

Earlier this week, the U.S. Economic Development Administration (EDA) announced the phase I winners of the Build Back Better Regional Challenge. Each of the 60 awardees receive $500,000 to support their region and cluster — and begin the process of competing for one of the 20-30 phase II awards that can be up to $100 million each.

To expand the innovation capacity in the nation, the United States needs to leverage resources, creativity, and ingenuity from across all geographic regions. The National Science Foundation this week announced a new program in support of these efforts: the NSF Regional Innovation Engines, or NSF Engines program.

This week the Small Business Administration (SBA) released several funding opportunities to support and promote equitable and inclusive economic recovery for entrepreneurs and small businesses. The new Community Navigator Pilot Program will award $100 million to support regional “hub and spoke” networks in providing technical assistance, training, direct financial assistance, and other services to underserved small businesses.

This week, the U.S. Economic Development Administration announced that the Build to Scale program has opened for applications. The Build to Scale program provides operating funding for tech-based economic development initiatives in regional economies. This program has long been a top priority for SSTI’s Innovation Advocacy Council, and we are happy that our continued success in raising the program’s appropriation means this year’s funding opportunity will award $38 million in grants.

As the most ambitious innovation initiative that Europe has ever undertaken, the European Union (EU) recently launched the European Innovation Council (EIC) with a €10 billion (about $11.7 billion USD) fund that will provide both non-dilutive grants to and direct equity investments in innovative startups within the union. After a successful three-year pilot, the EIC is merging with the current Executive Agency for Small and Medium-sized Enterprises, and has already launched its first official program with a call for proposals worth €1.5 billion (approximately $1.8 billion USD).

Manufacturing, healthcare services, information technology, building and construction, and transportation, distribution and logistics are the top five industries by number of applications submitted to the U.S. Economic Development Administration’s Good Jobs Challenge, according to EDA.

Students and tech employers stand to benefit from a new initiative in Virginia that grew out of the Commonwealth’s proposal to Amazon, which is building its second headquarters in Northern Virginia. Last week, Gov. Ralph Northam announced that Virginia will invest in their tech talent pipeline to produce 31,000 new computer science graduates over 20 years.

Amid dwindling hope for a second stimulus package from Congress, the Federal Reserve has widened the terms of its Main Street lending program to better target support for small businesses. According to the new guidelines, the minimum loan size for three Main Street vehicles available to for-profit and non-profit borrowers has been reduced from $250,000 to $100,000. Corresponding fees have also been adjusted to encourage loan dispersal.

The Angel Capital Association has recently released its Angel Funders Report 2020, examining the angel investor landscape through a survey of 76 angel groups and investments made during 2019. While the survey results represent only a portion of the larger angel investment community, the ACA report does provide useful insights into the current trends within the angel funder sphere.

Thirty two industry-led workforce training partnerships from across the country were announced as the grant winners of the $500 million Good Jobs Challenge by the U.S. Economic Development Administration.

Early on Wednesday, the Senate passed a budget resolution that will serve as the framework for a human infrastructure bill. The current proposal is for $3.5 trillion in spending. This legislation, should it pass, seems likely to include substantial funding for regional innovation. More specifically, the Senate’s plans indicate that funding would support Regional Technology Hubs and other components of the US Innovation and Competition Act (USICA).

The NSF Directorate for Technology, Innovation, and Partnerships (TIP) is accepting EArly-concept Grants for Exploratory Research (EAGER) proposals that will advance the state of the art in assessing place-based innovation's societal and economic impacts. This funding opportunity aims to address gaps in publicly available data and associated knowledge to adequately and appropriately benchmark activities in place-based innovation grounded in integrating research and development, translation, and workforce development.

In 1862, during the Civil War, Congress passed the Land-Grant Agricultural and Mechanical College Act of 1862 (a.k.a. the Morrill Act of 1862). This legislation extended educational opportunities for many White working-class Americans. But it did little to extend education to Black people. The Morrill Act of 1890 passed 28 years later created new land grant institutions to address the issue of Black peoples’ access to higher education. But racial inequities between the two land-grant systems have persisted into the present day.

Have you ever wondered whether there is a federal program that supports tech-based economic development (TBED) strategies and initiatives--even if it doesn’t explicitly state that science, technology, innovation, or entrepreneurship are priority uses of funds? Actually, a wide variety of federal programs can support these programs. To help organizations identify sources of funding that could be useful, SSTI interviewed representatives from the Economic Development Administration (EDA) to understand better how they can use specific funding opportunities to support TBED activities.

Expanding U.S. innovation capacity sits at the heart of SSTI’s mission, and it was that driving force that guided our response to the Economic Development Administration’s request for information to inform the planning and design of the regional Technology and Innovation Hub (Tech Hubs) program last week. With $10 billion authorized for the program, and $500 million appropriated, the opportunity for growth in the nation demands a thoughtful and actionable plan.

A memo sent out last week by the Office of Management and Budget and the Office of Science and Technology Policy outlines this year’s R&D priorities. Federal science agencies will use this memo to design their budget requests for the fiscal year 2025.

Despite being hit with a recession brought on by the COVID-19 pandemic, the latest 5-year impact report from Ben Franklin Technology Partners (BFTP) shows even higher growth than the previous five years.

The U.S. Department of Treasury has announced approval of $635.6 million in State Small Business Credit Initiative (SSBCI) funding for Texas and Washington. The addition of these two states means 48 states and three territories have had their SSBCI programs approved.

On the closing days of the previous federal fiscal year and with an Oct. 21 deadline looming for new proposals, the National Science Foundation announced the first 24 awards for a new program to support “Pathways to Enable Open-Source Ecosystems” (OSE). NSF’s goal is to exploit the advantages of using open-source development to find technological solutions to problems of national and societal importance.
