Underrepresented minorities' share of Science and Engineering (S&E) bachelor's and master's degrees has been rising since 1993, but their share of doctorates in these fields has flattened at about 7 percent from 2002 to 2012, according to the National Science Foundation’s (NSF) Women, Minorities, and Persons with Disabilities in Science and Engineering: 2015 report.

Federal funds for science and engineering at American universities grew steadily from 2001 to 2008, jumped in 2009 and 2010 due to the American Reinvestment and Recovery Act (ARRA), and more or less returned to its original trajectory in 2011, according to survey data from the National Science Foundation (NSF). Federal S&E funding in most states followed a similar pattern. A few states, including Minnesota and Delaware, managed to sustain their level of federal S&E support after the Recovery Act funds ceased.

Federal funding for basic research performed at universities and colleges decreased 0.3% between FY11 and FY12, according to a new National Science Foundation (NSF) Infobrief. In FY12, basic research at universities and colleges accounted for 11.4% of total R&D obligations, and is estimated to increase to 11.8 percent of total R&D obligations in FY13, and to 12.5 percent in FY14.
NSF Invites Universities and Colleges to Join I-Corps
The National Science Foundation (NSF) is soliciting proposals from institutions of higher education to join a network of Innovation Corps (I-Corps) regional nodes that will work cooperatively to establish, utilize and sustain a national innovation ecosystem that further enhances the development of technologies, products and processes that benefit society. NSF intends to commit approximately $2 million to establish four regional nodes that will be diverse in research areas, resources, tools, programs, capabilities, and in geographic locations.

In FY13, federal agencies obligated $29 billion to 995 academic institutions for science and engineering (S&E) activities, according to a recent National Science Foundation (NSF) InfoBrief. The FY13 federal obligation represented a 6 percent decrease in current dollars from the $31 billion that federal agencies obligated to 1,073 academic institutions in FY12 – the third year in a row of declining S&E funding to academic institutions.

Top 30 Research Universities Accounted for Over 40% of Total Academic R&D FY11 Spending
In FY11, the top 30 U.S. research universities accounted for over 40 percent (approximately $26.1 billion) of total academic R&D spending in 2011, according to survey data collected by the National Science Foundation. The other 882 universities surveyed accounted for approximately $39 billion of the total academic R&D spending for the 2011 fiscal year (approximately $65.1B billion). The Higher Education Research and Development Survey population also increased from 742 universities in 2010 to 912 in 2011.
U.S. S&E Graduate Enrollment Steady While Foreign Enrollment Rises, NSF Reports
In 2012, U.S. science and engineering graduate programs saw a small 1.7 percent drop in enrollment by U.S. citizens and permanent residents, according to data from the National Science Foundation (NSF). Enrollment by foreign students, however, rose by 4.3 percent. NSF notes that 2012 is the second year in a row that saw very little increase in citizen enrollment, following five years of growth in the range of 2-3 percent.

NSF’s 11 new AI institutes total $220M and expand reach to 40 states
The National Science Foundation has announced the establishment of 11 new NSF National Artificial Intelligence Research Institutes, reaching a combined investment of $220 million and including a total of 40 states when adding the original seven institutes announced last year. The institutes are expected to act as connections in a broader nationwide network and will be led by NSF in partnership with the U.S.
Institutions with limited federal funding have new access to R&D programs

Fiscal Year (FY) 2021 saw higher education research and development (R&D) spending increase by a total of $3.43 billion (3.97%) over the prior year — a higher rate of growth than the 10-year average of +3.53% per year — and $23.99 billion (36.51%) over the past 10-years. Using data from the most recent release of the Higher Education Research and Development (HERD) survey, this article will analyze state-level trends on higher education R&D expenditures, revealing the aforementioned increased expenditures, although strong, are barely keeping pace with the nation’s overall economic growth.

The objective of the Established Program to Stimulate Competitive Research (EPSCoR) is to help states receiving the least amount of federal research and development (R&D) funds within their postsecondary institutions improve their competitiveness for federal grants and awards. A measure of EPSCoR's effectiveness, then, is whether or not the state's academic research enterprise is capturing a larger share of federal R&D expenditures. This article utilizes data from the Higher Education Research and Development (HERD) survey, analyzing the total and federal HERD dollars for the 25 current EPSCoR eligible states compared to those not eligible, finding: 1) EPSCoR states are not receiving proportionately more federal HERD dollars and 2) EPSCoR states have an extremely large variation of total HERD dollars between states, inclusive of both the highest grossing states as well as all three states experiencing a decrease.
