Across the nation, R&D at colleges and universities plays an important role in generating promising inventions, training our STEM talent pipeline, and supporting regional economic development. An SSTI analysis of National Science Foundation data finds that higher-education R&D (HERD) is a multi-billion dollar industry that directly employs nearly one million personnel on projects and grants in the United States. However, the locations of R&D projects and personnel differ greatly by state and region.

The total number of science and engineering (S&E) degrees awarded grew from 520,474 in 2000 to 955,401 in 2018, an increase of 83 percent, according to National Science Foundation (NSF) data. The portion of S&E degrees awarded compared to all degrees has increased as well, from a 2000 average of 31 percent of all degrees awarded to an average of 34 percent in 2018. S&E degrees includes bachelors, masters and doctoral degrees in areas such as life sciences, physical sciences and engineering.

This week’s edition of Useful Stats covers Higher Education Research & Development (HERD) expenditures at the metropolitan level, pulling from the recent NSF updates to its HERD performance data. High levels of college and university R&D activity is not surprisingly clustered heavily in the East Coast — ranging from the District of Columbia up to Boston — and on the West Coast in California.

This week’s edition of Useful Stats covers Higher Education Research & Development (HERD) expenditures at the metropolitan level, pulling from the recent NSF updates to its HERD performance data. High levels of college and university R&D activity is not surprisingly clustered heavily in the East Coast — ranging from the District of Columbia up to Boston — and on the West Coast in California. The 10-year average HERD expenditures were the greatest in the New York-Northern New Jersey metro area ($3.7 billion), Boston ($2.8 billion), Baltimore ($2.8 billion), Los Angeles ($2.6 billion), and Houston ($2.0 billion). These five metro areas account for nearly 21 percent of the nation’s total 10-year average R&D spending by universities and colleges. Of the 209 metro areas included in this analysis — and excluding nonmetropolitan areas — the top 15 metros account for approximately 45 percent of the 10-year average of total HERD expenditures.

Taking a deeper dive into R&D expenditures at U.S. institutions of higher education, this week’s edition of Useful Stats examines the fields in which this R&D was performed at the metropolitan level in 2018.

Taking a deeper dive into R&D expenditures at U.S. institutions of higher education, this week’s edition of Useful Stats examines the fields in which this R&D was performed at the metropolitan level in 2018. Expanding on a previous SSTI report showing that R&D activity at universities and colleges is clustered heavily on the coasts, this analysis uses the NSF’s Higher Education R&D (HERD) data on the research expenditures at individual institutions to determine how this funding is distributed among the various fields of study, with life sciences outpacing all other fields.

As shown in the map below, HERD expenditures in the life sciences (primarily the biological, biomedical, and health sciences) accounted for the vast majority of all higher education R&D activity in the U.S. — accounting for 57.8 percent ($45.8 billion) of the total performed in 2018. Engineering R&D was a distant second, accounting for 15.6 of the total.

Federal funding for S&E R&D grew by $7.2 billion from 2002 to 2016, reaching more than $31.6 billion. This represents a 29.4 percent increase during the period, or approximately 2.0 percent per year, according to an SSTI analysis of data from the National Science Foundation’s National Center for Science and Engineering Statistics.

Federal funding for science and engineering R&D at colleges and universities (S&E R&D) grew by $7.2 billion from 2002 to 2016, reaching more than $31.6 billion. This represents a 29.4 percent increase during the period, or approximately 2.0 percent per year, according to an SSTI analysis of data from the National Science Foundation’s National Center for Science and Engineering Statistics. Among states, California ($4.3 billion), New York ($2.4 billion), and Maryland ($2.3 billion) received the most in federal funds for S&E R&D in 2016, while Baltimore ($2.0 billion), New York City ($1.7 billion), and Boston ($1.3 billion) led among metropolitan areas.

Higher education R&D expenditures (HERD) grew by 38.9 percent from 2008 to 2017, an increase of more than $21 billion, according to an SSTI analysis of recently released data from the National Science Foundation’s National Center for Science and Engineering Statistics. From 2016 to 2017, HERD grew by $3.8 billion, the largest year-over-year increase since 2010-2011.

As explored in last week’s Digest, the presence of Eds and Meds institutions can positively influence the levels of human capital in a region, but the need to keep costs low can hinder their overall growth. SSTI’s analysis subsequently found that employment in Eds and Meds industries increased in every state from 2005 to 2015. This article looks at Eds and Meds employment for the largest metropolitan areas in the United States. Mid-sized regions in the Northeast like Rochester, New York (4.4 percentage points), New Haven, Connecticut (2.9 percentage points), and Harrisburg, Pennsylvania (2.3 percentage points) experienced the largest growth in per-capita employment in Eds and Meds industries between 2010 and 2015.

However, new SSTI analysis shows that the federal share of HERD funding has continued to decline nationally and in most states over the 10-year period from 2011 to 2020. This edition of SSTI’s Useful Stats provides an analysis of HERD funders by state in 2020, and an examination of 10-year trends for the period from 2011 to 2020 in HERD funding by source.

Building on previous SSTI analysis showing that Higher Education Research & Development (HERD) expenditures increased across the U.S. despite the onset of the COVID-19 pandemic, this edition of Useful Stats examines the distribution of R&D spending among the various fields of research at the nation’s colleges and universities.

Building on previous SSTI analysis showing that Higher Education Research & Development (HERD) expenditures increased across the U.S. despite the onset of the COVID-19 pandemic, this edition of Useful Stats examines the distribution of R&D spending among the various fields of research at the nation’s colleges and universities. Specifically, this analysis examines 2020 HERD expenditures by state and field of research, finding that the life sciences continued to dominate academic R&D activity, accounting for 57.5 percent ($49.6 billion) of total HERD spending. Engineering was the second most funded research field in 2020, accounting for 15.9 percent ($13.7 billion) of the national total. The third most funded research field was physical sciences, accounting for 6.6 percent ($5.7 billion) of total U.S. HERD expenditures.

After declines in 2016 and 2017, the number of graduate students and postdoctoral appointees at the nation’s institutions of higher education increased nationally from 2018 to 2020, according to National Science Foundation (NSF) data from its Graduate Students and Postdoctorates in Science and Engineering (GSS) survey. However, this SSTI analysis shows considerable variation among the states over the five-year period from 2016 to 2020.

Federal funding is a major source of support for the science and engineering (S&E) activities of the nation’s institutions of higher education (IHEs). This week’s edition of Useful Stats shows that in 2019 (the most recent year for which data is available), the vast majority — 87.6 percent or $33.4 billion— of that federal support came from only three agencies: the Department of Health and Human Services (HHS), the National Science Foundation (NSF), and the Department of Defense (DoD).

Federal funds for science and engineering at American universities grew steadily from 2001 to 2008, jumped in 2009 and 2010 due to the American Reinvestment and Recovery Act (ARRA), and more or less returned to its original trajectory in 2011, according to survey data from the National Science Foundation (NSF). Federal S&E funding in most states followed a similar pattern. A few states, including Minnesota and Delaware, managed to sustain their level of federal S&E support after the Recovery Act funds ceased.

In FY 2013, the federal government obligated $25.9 billion for science and engineering research and development (S&E R&D) at colleges and universities, a decrease of $1.6 billion from FY 2012 (5.7 percent). Eight states (California, New York, Maryland, Pennsylvania, Massachusetts, Texas, North Carolina, and Illinois) each received more than $1 billion in funding during FY 2013, though each state also experienced a decrease from their FY 2012 total.

A total of $30.8 billion for science and engineering (S&E) was given by federal agencies to 1,073 academic institutions across the United States in FY 2012, according to new research from the National Science Foundation. Although these obligations are 2 percent less than they were the year before, commitments to science and engineering increased more than 9 percent from 2007 to 2012. During that same time, per capita commitments to academic S&E decreased 7 percent.

The objective of the Established Program to Stimulate Competitive Research (EPSCoR) is to help states receiving the least amount of federal research and development (R&D) funds within their postsecondary institutions improve their competitiveness for federal grants and awards. A measure of EPSCoR's effectiveness, then, is whether or not the state's academic research enterprise is capturing a larger share of federal R&D expenditures. This article utilizes data from the Higher Education Research and Development (HERD) survey, analyzing the total and federal HERD dollars for the 25 current EPSCoR eligible states compared to those not eligible, finding: 1) EPSCoR states are not receiving proportionately more federal HERD dollars and 2) EPSCoR states have an extremely large variation of total HERD dollars between states, inclusive of both the highest grossing states as well as all three states experiencing a decrease.

Fiscal Year (FY) 2021 saw higher education research and development (R&D) spending increase by a total of $3.43 billion (3.97%) over the prior year — a higher rate of growth than the 10-year average of +3.53% per year — and $23.99 billion (36.51%) over the past 10-years. Using data from the most recent release of the Higher Education Research and Development (HERD) survey, this article will analyze state-level trends on higher education R&D expenditures, revealing the aforementioned increased expenditures, although strong, are barely keeping pace with the nation’s overall economic growth.

State and local governments invested $3.8 billion in R&D at institutions of higher education in FY 2015, with the top ten states accounting for $2.3 billion – roughly 59.4 percent of overall spending, according to an SSTI analysis of NSF data. From FY 2011 to FY 2015, total spending remained relatively unchanged (0.1 percent decrease). Over that same period, colleges and universities in 25 states reported increased expenditures from state governments, while 25 and the District of Columbia reported declines.

North Carolina universities receive a larger share of research dollars from businesses than higher education institutions in any other state, according to the National Science Foundation’s (NSF) Higher Education Research and Development (HERD) survey. The most recent survey provides data on research expenditures by source for each state and territory for FY12. Wisconsin and the District of Columbia received the greatest share of R&D funding from nonprofits, while Wyoming, Maryland Guam and the Virgin Island receive the largest share of funding from the federal government.
