As total Higher Education Research & Development (HERD) expenditures increased nationally and in most states from 2019 to 2020 despite the COVID-19 pandemic and global recession, HERD intensity also increased. HERD intensity is an indicator of the relative importance of R&D spending by colleges and universities to regional economies, and is calculated as HERD expenditures as a percentage of total gross domestic product (GDP).

Public perceptions of science & technology and higher education explored in recent reports
Two recent studies explored public perceptions of science and technology and higher education in the United States. The first study from the NSF National Science Board explores public perceptions and awareness of science and technology among American adults, and a separate report from New America analyzes attitudes on higher education, with a particular interest in the transition to online instruction in response to the COVID-19 pandemic.
‘Some College, No Credentials’ population rises to 39 million, report finds
The National Student Clearinghouse Research Center recently released the third report in its Some College, No Credentials (SCNC) series investigating the educational trajectory of U.S. adults who have left postsecondary education without receiving any credentials. This report addresses concerns about low student success rates across the nation and intends to identify opportunities where SCNC students can be encouraged to continue postsecondary programs and earn credentials.

Three data points are used to consider how R&D at institutions of higher education is impacting a region’s economy: NSF’s Higher Education R&D (HERD) data on expenditures at individual institutions; metro area Gross Domestic Product (GDP) data from the Bureau of Economic Analysis; and population estimates from the Census Bureau.

Spring college enrollment continues slide
Spring college enrollment figures released last week by the National Student Clearinghouse Research Center (Clearinghouse) showed a continued decline with postsecondary enrollment falling to 16.2 million, a 4.1 percent decline from the previous spring. Combined with the 3.5 percent drop in enrollment last spring, the Clearinghouse reported that the undergraduate student body is now 9.4 percent, or nearly 1.4 million students, smaller than before the pandemic.
Virginia tech talent initiative fueled by Amazon need
Students and tech employers stand to benefit from a new initiative in Virginia that grew out of the Commonwealth’s proposal to Amazon, which is building its second headquarters in Northern Virginia. Recent Research: Potential Impacts of University Incubators on Graduated Firms
A popular development strategy at the state and regional level, incubators seek to support economic growth by providing entrepreneurs with business assistance, access to capital, and networking. As of 2012, approximately one-third of the 1,250 business incubators in the United States were connected with universities, up from one-fifth in 2006, according to International (formerly National) Business Incubation Association data featured in The New York Times. Despite the proliferation of these programs at universities, there have been relatively few conclusions to date on the impacts of these incubators beyond anecdotes. Recent research from faculty at the University of Central Florida (UCF), however, finds evidence that firms in university incubators experience positive growth in number of employees and sales at a statistically significant rate compared to non-university incubated firms. On average, the authors find that university incubated firms were responsible for 3.965 more jobs than non-university incubated firms.

Budget Round Up: States Address Higher Ed Affordability, Research Capacity, Workforce
Several common themes surrounding higher education have emerged as governors across the country unveil investment priorities for the upcoming fiscal year or biennium. In many states, governors have proposed more funding to increase affordability by freezing tuition or creating new scholarship funds. Support for expanding research capacity, technology-related infrastructure and job training in high-demand industries are some of the proposed measures aimed at competitiveness.
