APLU issues imperatives to improve economic development effectiveness
Recognizing that the global economic and science and engineering landscape is changing rapidly, the Association of Public and Land-grant Universities (APLU) yesterday issued a position paper in an effort to bring together universities and their federal partners and respond to the economic and community development needs of the nation.

In fact, SSTI analysis using data from the National Science Foundation’s National Center for Science and Engineering Statistics reveals that approximately 60 percent of all new funds for S&E R&D at colleges and universities from 2008 to 2016 went to institutions in just three states: Maryland, California and New York.

Kay Ivy announced the Alabama HBCU Co-Op Pilot Program to provide students at the state’s 14 Historically Black Colleges and Universities (HBCUs) with the opportunity for hands-on work experience in STEM fields as well as create greater collaboration between Alabama’s HBCUs, industry, and government. Participating students will be required to complete three co-op semesters with some of the state’s top companies in order to gain a sense of professional experience in the area of their majors.

North Carolina and Tennessee are implementing new initiatives to get students in their states the help they need to either complete degrees or training that will help improve workforce development in those states. North Carolina’s governor recently added a new line of grants dubbed “Finish Line” grants, to help students that are struggling with non-academic problems complete community college.

A new platform to match promising start-ups with experienced business executives, investors and startup mentors from participating school’s alumni ranks is reporting momentum. Following a year of development, the University of Kentucky last month announced the launch of the Southeast Executives-on-Roster (XOR) and the Midwest Executives-on-Roster (XOR) platforms, collaborations between regionally-partnered universities to broaden access to experienced entrepreneurial talent and match that talent to university-affiliated startups in need of executive management. SSTI learned more about the program through interviews with two of the universities involved.
EDA Awards Nearly $35M for Economic Prosperity in Several States, Coal-Impacted Communities
Over the last two months, the Economic Development Administration (EDA) has made nearly $35 million in investments intended to spur economic prosperity across the country including nearly $28 million for communities impacted by transformations in the energy industry. These efforts are intended to unlock the potential of regional assets including community members, local institutions of higher education, and regional industies by funding entrepreneurship, innovation, research and development (R&D) activities, and other capacity-building efforts.
Engineering Job Mismatch Spurs Study
More than 40 percent of people trained as scientists and engineers indicate they are either working outside their field of study or working in a field only somewhat related, according to a recent study. Findings reveal that the majority of those working outside their academic major choose to do so voluntarily, and they are more likely to become entrepreneurs. Less than 25 percent of educational mismatches occur because of labor market conditions. Instead, workers are choosing different jobs due to changing career interests or family obligations.
NY launches tuition-free college education for New Yorkers
On April 8, New York Gov. Andrew Cuomo announced that the Excelsior Scholarship program will be included in the state’s FY 2018 budget, after having been approved by the legislature. In its first year, the state will commit $163 million to provide tuition-free options for New Yorkers from ‘middle-class’ families at the state’s public institutions of higher education. Under the Excelsior Scholarship program, students can attend any of the colleges or universities that comprise the State University of New York and the City University of New York systems. After completing their degree, the scholarship requires that recipients must work or live in the state after graduation for the same number of years that they receive support. Cuomo contends that over 75 percent of the state’s 940,000 families with college-aged children would qualify for the program.
State grants, partnerships focus on workforce needs in several states
Noting a growing need for additional education to meet workforce needs, several states have announced programs focusing on education and workforce needs, channeling state funding to grants that will focus on aligning learning opportunities with business and industry needs, or creating new initiatives in the private sector. Reaching a higher educational attainment among a greater percentage of the workforce by 2025 is also a goal set by several of the states.
Universities announce investment funds for local startups
While many universities maintain startup investment funds targeted at growing university-affiliated startups, several universities are looking beyond their walls for investment opportunities that will create a return on investment (ROI), but also support economic prosperity. Through these investment funds, universities are able to make strategic investment in startups that will contribute to the future growth of their community, region and state. Massachusetts provides a recent example where MIT will invest $25 million in local startups.
Tennessee reconnects with adult students, aims to boost workforce
Adults in Tennessee seeking to return to the classroom will have a new option for free tuition at community colleges, part of an expansion of the Tennessee Promise scholarship program. The newly passed and expanded Tennessee Reconnect legislation extends eligibility for free tuition to persons who have been out of school for longer periods of time or who may have never attended college. It is part of Gov. Bill Haslam’s “Drive to 55” focus, where he hopes to increase the percentage of the state’s adults equipped with a college degree or certificate to 55 percent; it is currently closer to 30 percent in Tennessee.
MI’s research corridor spurs state economy
Michigan’s University Research Corridor, an alliance of Michigan State University, the University of Michigan and Wayne State University, conducted $1.2 billion in academic R&D in the life, medical and health sciences, and served as a stabilizing force to the state’s economy as one of the only sectors that grew during the 2000s. Those are among the findings of the 2017 URC sector report, which was prepared by Public Sector Consultants. The report, Leading Discovery: URC Contributions to the Life, Medical and Health Sciences, notes that employment in the life, medical and health sciences sector, which accounts for one in eight jobs in Michigan, is up 18.9 percent since 2000, compared to overall Michigan employment, which is down 9.3 percent.
$35.6 billion invested globally in university spinouts between 2013-2016
Over the past four years, 1,668 deals involving university spinout companies from across the globe attracted approximately $35.6 billion from 2013 to 2016, according to a new report from Global University Venturing. The report, however, highlights that global deals peaked in 2014 with 529 deals and total investments dollars peaked in 2015 with nearly $14 billion invested. As the authors highlighted, these global numbers were unsustainable and 2016 saw significant declines in both deals and dollars. In 2016, the total deals reported were 407 (21.6 percent decrease from 2015) and dollars invested was $6.4 billion (a 54.3 percent decrease from 2015).
Innovations solving higher education challenges
In a world where disruptive innovation can change an entire industry, higher education has remained largely unaffected, according to a recent paper from The Christensen Institute. Innovations in higher education traditionally have centered on changes that allowed the industry to remain competitive and meet new challenges by pushing forward along established trajectories, such as building new buildings or adding new majors. But with technological changes moving deeper into the higher education field, traditional institutions are facing a greater challenge. As those institutions face rising tuition costs, declining state support and affordability issues due to weak wage growth, their business model is vulnerable to threats from larger disruptions. How they choose to respond may determine their future success.

Indiana Gov. Mike Pence announced plans to invest $1 billion over the next 10 years to advance innovation and entrepreneurship in the state, and to ensure the Hoosier State plays a leading role in solving 21st century challenges, while supporting Indiana’s long-term economic growth, job creation and talent attraction.
Manufacturing Groups, Private Sector Tapped to Advance Delaware Workforce
Delaware Gov. Jack Markell outlined a FY15 budget proposal with further detail and funding levels for TBED priorities announced in his recent State of the State address. The budget would provide $1 million to create a faster path to degree or certificate completion in advanced manufacturing and establishes a $3 million cyber workforce initiative. Higher education institutions would be tapped as partners for the new initiatives, and also would receive an additional $2 million for federal R&D matching grants as part of the budget recommendations
Governors Prioritize Funding Toward High-Tech Facilities
Having world-class facilities to train workers or support research in fields most likely to benefit the state is a draw for many reasons. Attracting outside investment, retaining talent and generating buzz are just a few of the benefits. Last year, Connecticut lawmakers dedicated more than $2 billion to expand science and technology education on the campuses of the University of Connecticut, including construction of new STEM facilities and for building research and teaching labs. Michigan Gov. Rick Snyder is the latest state leader to announce funding proposals aimed at either constructing new facilities or making capital improvements for training students in high-wage, high-demand fields. Similar announcements were made earlier this year in Florida, Georgia, Rhode Island and Wyoming.

In the U.S., Georgetown University and Portland State University recently announced new initiatives to promote innovation that will address social issues. These universities join a growing number of institutions of higher education that are working to grow domestic social innovation, train a generation of social entrepreneurship and spur social impact investing.
