State of Washington Commits $5M to New $25M Investment Fund
The state of Washington's Governor Chris Gregoire announced the state will contribute $5 million to the W Fund, a new $25 million investment fund intended to spin more startups out of research labs at the University of Washington, Washington State University and other state research institutions. Administered by the Washington State Department of Commerce, key growth sectors targeted by the W Fund include biotech and clean tech. The fund intends to start considering investments in early 2012.
New Federal, University Agreements Established to Encourage Industry-Sponsored Research
Innovative companies involved in commercializing research with universities and federal agencies often cite complicated contracts and uncertainty surrounding the process as a barrier to bringing more technologies to the marketplace. In an effort to remove some of those hurdles, two new initiatives recently were announced from the University of Minnesota (UM) and the Department of Energy (DOE).
Additional Higher Ed Funding to Support Research, STEM Efforts in Virginia
To help meet the goals of Virginia's Top Jobs Act enacted earlier this year, Gov. Bob McDonnell proposed $200 million in additional higher education funding over the next two years. A large portion of the new funds would support cancer and high-tech research, competitive research grant awards, and efforts to graduate more science, technology, engineering, mathematics and healthcare (STEM-H) majors.
University of Wyoming Secures Public-Private Funding to Advance Energy Research
With buy-in from the state and private industry, the University of Wyoming (UW) School of Energy Resources will move forward with plans to build a major new energy and engineering research complex. The recently enacted 2014-16 biennial budget also includes $8 million in support of UW’s efforts to gain “Tier 1” status for the engineering school, matching funds to establish endowed chairs, and $15 million for a test center to study carbon sequestration.

Between FY2007-12, research and development (R&D) spending at U.S. universities grew 27.5 percent, from about $51.6 billion to $65.8 billion, according to the latest edition of the National Science Foundation’s (NSF) Higher Education Research and Development (HERD) survey. The survey provides a look at R&D spending at U.S. universities, with data broken down by state, institution, research area and funding sources.
WA Legislature Dismantles Longstanding TBED Initiative, Reduces Funds for Research
Just three years ago, lawmakers in Washington put into place a research and commercialization initiative designed as a public-private model to build on the work of two longstanding agencies and better serve the state’s innovation community. The program, Innovate Washington, was eliminated in the legislature during the 2014 session with the passage of HB 2029 and its responsibilities transferred to the state’s Department of Commerce. Funding to support research grants under the Life Sciences Discovery Fund is reduced in the supplemental budget agreement passed by lawmakers. Gov. Jay Inslee has until April 5 to act on the legislation.
NSF Accepting Applications for New I-Corps Sites
The National Science Foundation (NSF) announced a new round of funding for the Innovation Corps Sites (I-Corps Sites) Program. NSF will commit up to $1.5 million to establish up to 15 new I-Corps Sites at institutions of higher education. Applications are due June 27.
Award Winning TBED Groups Garner Praise, Support to Expand Reach
SSTI Excellence in TBED award winners produce real results that are changing the landscape of their communities, expanding infrastructure to grow high-tech sectors and improving the competitiveness of their regions. Their efforts haven’t gone unnoticed in the broader innovation community. Over the past couple of months, award winners have grabbed headlines – and funding – for their impressive work. U.S. Secretary of Commerce Penny Pritzker stopped by Clemson University’s Center for Automotive Research to tout its success in workforce development. In St. Louis, Monsanto recently awarded $2.5 million to BioSTL to support bioscience startups and, in Arizona, a $1 million grant will help fund ASU accelerator programs.

NY Budget Advances State’s Research, High-Tech Agenda
Many of the proposals put forth by Gov. Andrew Cuomo for growing New York’s innovation economy were fulfilled or received ongoing support in the enacted FY15 budget. This includes a final installment of $680 million to complete the Buffalo Billion initiative, new rounds of funding for the Regional Economic Development Councils, SUNY and CUNY challenge grants, and tax breaks for manufacturers. Lawmakers also approved funding for a new genomic medicine network and STEM scholarship program.

MD Session Ends on High Note for Tech Sector, University-based Economic Development
The FY15 budget bill passed by Maryland lawmakers increases funding for three of the state’s high-tech tax credits and provides level funding for continued innovation-focused investments. Lawmakers also passed bills to fund endowed chairs, create zones to incentivize businesses, and establish a statewide internship program connecting students to small, technology businesses.

With Earth Day just around the corner, SSTI is taking a closer look at environmental science research spending in the states. Even as climate change emerged as a key political topic during the first decade of the millennium, spending on environmental research at American colleges and universities declined as a percentage of all R&D, according to data from the National Science Foundation (NSF) Higher Education Research and Development (HERD) Survey. Between 2003-12, environmental science expenditures fell from 5.3 percent of all R&D expenditures to 4.8 percent.
Tennessee reconnects with adult students, aims to boost workforce
Adults in Tennessee seeking to return to the classroom will have a new option for free tuition at community colleges, part of an expansion of the Tennessee Promise scholarship program. The newly passed and expanded Tennessee Reconnect legislation extends eligibility for free tuition to persons who have been out of school for longer periods of time or who may have never attended college. It is part of Gov. Bill Haslam’s “Drive to 55” focus, where he hopes to increase the percentage of the state’s adults equipped with a college degree or certificate to 55 percent; it is currently closer to 30 percent in Tennessee.
MI’s research corridor spurs state economy
Michigan’s University Research Corridor, an alliance of Michigan State University, the University of Michigan and Wayne State University, conducted $1.2 billion in academic R&D in the life, medical and health sciences, and served as a stabilizing force to the state’s economy as one of the only sectors that grew during the 2000s. Those are among the findings of the 2017 URC sector report, which was prepared by Public Sector Consultants. The report, Leading Discovery: URC Contributions to the Life, Medical and Health Sciences, notes that employment in the life, medical and health sciences sector, which accounts for one in eight jobs in Michigan, is up 18.9 percent since 2000, compared to overall Michigan employment, which is down 9.3 percent.
$35.6 billion invested globally in university spinouts between 2013-2016
Over the past four years, 1,668 deals involving university spinout companies from across the globe attracted approximately $35.6 billion from 2013 to 2016, according to a new report from Global University Venturing. The report, however, highlights that global deals peaked in 2014 with 529 deals and total investments dollars peaked in 2015 with nearly $14 billion invested. As the authors highlighted, these global numbers were unsustainable and 2016 saw significant declines in both deals and dollars. In 2016, the total deals reported were 407 (21.6 percent decrease from 2015) and dollars invested was $6.4 billion (a 54.3 percent decrease from 2015).

The report, The Future of Undergraduate Education, The Future of America, found that while nearly 90 percent of high school graduates expect to enroll in an undergraduate institution at some point, completion rates at those institutions average about 60 percent for students pursuing a bachelor's degree and 30 percent for students pursuing associate's degrees and certificates, with significant disparities within those categories by gender, race/ethnicity, and socioeconomic status. To address the problem, three national priorities are outlined: improving students' educational experience; boosting completion rates and reducing inequities; and controlling costs and ensuring affordability.

A number of states took action to increase the education and skills of their workforce by implementing free or greatly reduced tuition programs at either community colleges or state colleges. The move to increase access to higher education while not new, took up increased urgency this year. With Arkansas, Florida, Kentucky, New York, North Carolina, Rhode Island and Tennessee all taking action this past year, Maine and North Carolina were among others considering other options but as of today’s publication not moving the proposals forward.

Salary and debt from college majors revealed in new Texas tool
May 1 marks the deadline to choose a school for students considering their college options. A new tool developed by the University of Texas system and the U.S. Census Bureau can give a real sense of what students graduating from that system can expect to earn as well as the average debt graduates carry. The tool, seekUT, reveals the average earnings from each of the majors at the different schools and branch campuses one, five and 10 years after graduation.
