Deputy Secretary of Commerce Don Graves called on business leaders to “lean into” partnerships with the public sector to strengthen the United States’ position as a global tech leader during remarks at a recent Information Technology Industry Council (ITI) summit.

For those readers who have seen their 53rd birthday, it was probably not a remarkable occasion. Perhaps it passed by without notice, and why should it? It isn’t regarded as a major milestone like 21, 50, 60 or 75.  What good is 53? It is often overlooked because we rarely run into it. We put 52 cards in a deck, but 53? We can’t deal with that.

Earth Day probably felt that way this year as Saturday, April 22, went by with fewer people marking its 53rd birthday than in previous years. Collectively, the gifts in its honor seem smaller, less meaningful.

Advances in science and technology have lifted the United States out of past economic downturns, and Americans are eager for a new commitment to research and innovation to be made now. Even at the outset of unprecedented economic conditions, more than 90 percent of the electorate supported expanded efforts to strengthen the key elements of a knowledge-driven economy.

These are among the findings of a recent poll conducted by GQR and TargetPoint Consulting for SSTI.

The latest Farm Bill, expected to be signed into law Thursday, contains provisions that could provide significant new tools for rural innovations. The two greatest opportunities are the Rural Innovation Stronger Economy (RISE) grant program, which creates an innovation cluster and strategy program for rural regions, and a change to allow the existing Community Facilities program to support incubators, makerspaces, and job training centers.

Strict balanced budget requirements, tax or expenditure limits and party control of a state legislature and governorship can influence innovation funding when states respond to deficits. As states face new political landscapes and decision makers in their legislatures, the implications of a recent study on the topic emphasize the importance of keeping innovation on a state’s agenda.

Tuesday’s elections resulted in a Democratic majority in the House, but the changes for the next Congress go far beyond this outcome. Flipping party control means new chairs for every committee in the House; many Senate Republicans in leadership positions are reaching their party’s term limits, yielding new committee seniority; and, retirements and incumbent losses yield further changes. For the bipartisan issues of science and innovation, this shake up will produce new opportunities and uncertainties.

With the 2018 elections less than three weeks away and 36 states facing gubernatorial races, this week we focus on how to make innovation a priority with your governor. SSTI spoke with C. Michael Cassidy, director of the new Emory Biomedical Catalyst, and Christine Smith, managing director of innovation, Rhode Island Commerce Corporation, about their experiences in working with their states’ governors over the years.

Maine voters approved a special referendum on June 13 that will issue $50 million in bonds to fund investment in research, development and commercialization in the state’s seven targeted technology sectors. The Maine Technology Institute will distribute $45 million of the funds for infrastructure, equipment and technology upgrades. The remaining $5 million will be used to recapitalize the Small Enterprise Growth Fund to create jobs and economic growth by lending to or investing in qualifying small businesses.

While traditional economic development within the states has shifted to an economy more reliant on innovation, many policy discussions remain mired in acknowledging just some of the more recognized tech-based regions, says the Information Technology and Innovation Foundation (ITIF) in its latest report. However, as economic indicators reveal that all states’ economies incorporate some degree of innovation as a driver of their economy, the 2017 State New Economy Index measures states’ capacities to function in this new economy.
