Serious birdwatchers know one finds the most variety in species where habitats collide, on the edges of domains. This also holds true for innovation, discovery, and scientific disciplines. Recent research shows that institutions that support interdisciplinary teams with strategic investments, institutional alignment, and collaborative ecosystems are more likely to create innovations that lead to patents, products, and companies.
Ohio recently awarded more than $97 million for the Northwest Ohio Glass Innovation Hub in Toledo, the onMain Innovation Hub in Dayton, and the Greater Akron Polymer Innovation Hub in Akron. These hubs are part of the recently created a $125 million Ohio Innovation Hubs Program.
With fewer than 1,000 Initial Public Offerings in any year, the most common exit strategy for investors in early-stage innovation firms is to find an acquisition opportunity. For the broader economic goal of encouraging innovation because it drives growth and societal progress, when large firms acquire smaller, innovative companies, does it promote innovation, or does it primarily help dominant players thwart possible competition and consolidate market power?
Note: The research careers for this year’s triple winners support the underlying arguments for public involvement in technology-based economic development. Well-designed and sustained public-private regional innovation initiatives—the work of SSTI and its member organizations—can make a positive difference for local competitiveness.
Massachusetts’ Gov. Maura Healey recently proposed a multi-year funding strategy (Five-Year Massachusetts Capital Investment Plan (CIP) [FYs 2026-2030] that would include investment of $890.4 million, including general obligation bonds and private sector contributions, for many of the state’s TBED and innovation initiatives (programs are outlined below).
As policymakers consider how to invest limited dollars to stimulate R&D across the U.S. while other countries increase their investments, it’s important to examine whether newer regional policy approaches have the potential to increase national competitiveness versus traditional individual programs.
In 1978, Massachusetts took a risk and made an $8.5 million investment into one of the earliest technology-based economic development (TBED) initiatives in the world. The commonwealth, among the states hard-hit by the global manufacturing restructuring underway at the time, which led to the deep recession of the early 80s, knew it needed to try something different to restore its economy and its long-term competitiveness.

Recognizing Louisiana’s lag in some prosperity metrics, loss of talent over the past decade, and need to build a more competitive economy among its southern state peers, the Louisiana Economic Development (LED) has created a strategic plan that emphasizes innovation, technology, and entrepreneurship as the means to address the challenges and opportunities it faces in creating a more robust and talent-attracting economy.
Regional cooperation economic development is believed to stimulate growth in various ways, including increased trade, enhanced movement of technologies from lab to market, and improved resource allocation. Federal support for innovation-driven growth has increasingly forced applicants to take integrated regional approaches. However, empirical evidence on the specific impacts of such cooperation is scant.

The Innovative Solutions Canada (ISC) program is often compared to the U.S. Small Business Innovative Research (SBIR) program. And, like the SBIR program, ISC has faced criticism from skeptics despite metrics that show the program delivers high returns on investment. When Canada’s Budget 2023 Initiative recommended reallocating 14.1 billion Canadian dollars (CAD) in federal spending, each Ministry was tasked to identify programs that did not address the government’s top priorities.
Eleven states and two territories, including Puerto Rico, are holding gubernatorial elections this November, with voters in eight of those states (Delaware, Indiana, Missouri, New Hampshire, North Carolina, North Dakota, Washington, and West Virginia) choosing a new governor to replace either a term-limited incumbent or governors who chose not to seek re-election. In Montana, Utah, and Vermont governors are seeking re-election.

The Department of Defense announced yesterday that it issued $238 million from "Creating Helpful Incentives to Produce Semiconductors (CHIPS) and Science Act" funding for the establishment of eight Microelectronics Commons (Commons) regional innovation hubs. Leaders within the largest city in the United States, and one of the most influential in the world, recognize the daunting challenges resulting from New York City’s vulnerability to climate change—evidenced already in violent storms, flooding, and rising sea levels—as well as the economic opportunity that comes in combating the negative impacts of that change and reducing the city’s contributions to further temperature rise.
Federally funded basic research conducted at American universities grew steadily from about $10 billion in 1991 to just under $50 billion in 2020 (in constant 2022 dollars). And since the passage of the Bayh-Dole Act in 1980, universities have played an increasing role in the patenting and commercialization of their discoveries. Patents to US universities increased from 440 in 1981 to 8706 in 2020. U.S. universities licensed or optioned more than 10,000 patented inventions to the private sector in 2020.
