However, the pressure of new priorities and level funding proposed for FY 2019 have yielded some surprising directions for the agency’s planned investments.

$1 billion awarded for 12 quantum information services and artificial intelligence research institutes
Over $1 billion has been awarded for the creation of 12 new quantum information services (QIS) and artificial intelligence (AI) research institutes across the country over the course of the next five years, according to an announcement from the White House Office of Science and Technology Policy, the Department of Energy (DOE) and the National Science Foundation.
US female workers with doctorates in science, engineering, and health fields increasing
The number of U.S.-trained female science, engineering, or health (SEH) doctorate holders residing and working in the U.S. has more than doubled, going from 119,350 in 1997 to 287,250 in 2017, according to a new report from the National Science Foundation (NSF). In 1997, less than one-fourth (23 percent) of the U.S.-trained SEH doctorate holders working in the U.S. were women. Twenty years later, that number had increased to 35 percent.

NSF piloting new convergence accelerator

NSF SBIR awards are the least concentrated of all federal agencies, as measured by share of awards going to firms with more than 10+ awards.

Senate approves new $10 billion program for regional technology hubs
This week, the Senate passed the U.S. Innovation and Competition Act, a legislative package that includes the Endless Frontier Act. The tech-based economic development community should be excited about many initiatives authorized in the bill, including $10 billion for regional technology hubs, $100 billion in new R&D-related activities, and an expansion of the Manufacturing Extension Partnership program.
NSF invests $18.8M in inaugural cohort of projects enabling experiential learning in key technologies
NSF recently announced the first Experiential Learning for Emerging and Novel Technologies (ExLENT) investment of $18.8 million to 27 teams at U.S. institutions of higher education, including teams led by minority-serving institutions and historically Black colleges and universities. Each team will receive up to $1 million for up to three years.

Despite the pandemic and accompanying global economic slowdown in 2020 and 2021, U.S. business spending on research and development (R&D) activities increased by nearly $65 billion (12%), rising from $538 billion in 2020 to $602 billion in 2021. This increase was led by a $61 billion, or 13% increase, in R&D paid for by the company, compared to a $3 billion, 5% increase, in R&D paid for by others.
NSF supports four new Science and Technology Centers with $120 Million
Created in 1987, the NSF Science & Technology Centers (STCs) program has supported exceptionally innovative, complex research and education projects that have opened up new areas of science and engineering and developed breakthrough technologies through integrative partnerships. The recent announcement of $120 Million in NSF funding for four new centers will bring the current active center portfolio to 17.
NSF announces Accelerating Research Translation awards
The National Science Foundation recently announced awarding more than $100 million to 18 teams at academic institutions across the nation through the Accelerating Research Translation (ART) program. An NSF press release states, “NSF's investment will enable academic institutions to accelerate the pace and scale of translational research that will grow the nation's economy.”

Congress to fund Commerce and Science agencies in first half of FY 2024 action
More than five months into fiscal year 2024, Congress has approved an agreement covering six of the twelve annual appropriations bills. Many tech-based economic development (TBED) programs received funding equal to the FY 2023 base appropriation—a strong sign of support for a year in which Congress agreed to return to FY 2022 overall spending levels and many programs across the federal government, therefore, saw cuts.
NSF and EDA sign MOU to coordinate work on regional innovation programs
The "CHIPS and Science Act" authorizes both the National Science Foundation (NSF) and the U.S. Economic Development Administration (EDA) to implement programs to enable regional technology development and economic and job growth through NSF Regional Innovation Engines (NSF Engines) and EDA Regional Technology and Innovation Hub (Tech Hubs) programs. To officially enable cooperation between the two agencies as they pursue these similar goals, NSF and EDA signed a memorandum of understanding MOU. The MOU allows for coordinating specific projects, programs, and facilities.

NSF Convergence Accelerator program expansion is intended to enable more research to address regional problems
The five-year-old NSF Convergence Accelerator, which has funded nationwide research projects to address major societal challenges, is adding 10 “anchors” to focus on regional challenges. The regional anchor organizations will engage in the same solution development for underserved, underrepresented organizations and communities as the current national program. However, as part of the regional expansion, NSF aims to reach more local communities to help solve challenges that are especially meaningful to a particular region.
NSF Regional Innovation Engines program selects 16 teams for the final round of competition
The National Science Foundation announced 16 finalists for the first-ever NSF Regional Innovation Engines (NSF Engines) competition, spanning a range of key technology areas and societal and economic challenges highlighted in the "CHIPS and Science Act." The NSF Engines will link up with local and regional partners to expand innovation nationwide and create collaborative and inclusive technology-driven innovation ecosystems.
