U.S. companies investing in foreign R&D

U.S. companies spent 18 percent of their research and development dollars outside of the United States in 2013, according to data recently released by the NSF. The $73 billion in foreign R&D is concentrated in the information industry, pharmaceuticals, semiconductors, and automobiles and parts. Microbusinesses performed $5.6 billion of US R&D in 2020

New fiscal year (FY) 2021 Higher Education Research & Development (HERD) survey data released by the National Science Foundation (NSF) reveals a $3.4 billion (4%) increase in research and development (R&D) spending by institutions of higher education ($86.5 to $89.9 billion), driven almost entirely by a decades high federal government R&D funding increase of $3 billion.

State agencies' R&D sees slight increase in FY 2021

State government agencies’ expenditures for research and development totaled nearly $2.5 billion in FY 2021, an increase of 1.1% from FY 2020, but far below the year-over-year inflation of 6.4% when measured in February 2022. Each summer, the White House Office of Management and Budget and the Office of Science and Technology Policy distributes a memorandum to all of the executive departments and agencies that are planning to request any research and development funding for a future federal fiscal year that touches on issues or interests that cross multiple agencies. The memo outlines the highest R&D and innovation policy priorities for the administration.

The White House Office of Management and Budget and the Office of Science and Technology Policy jointly issued a memorandum to all federal agencies outlining an expanded list of research and development priorities. The document is intended to guide all executive branch offices and agencies as they put together their budget requests for fiscal year 2024. Nearly twice as long as the Biden administration's priority memo last year, the updated list includes more priorities and more details drilling deeper into the top concerns.

NCSES report finds that U.S. R&D increased by about $41 billion in 2020

Total R&D in the U.S. grew from $666.9 billion in 2019 to an estimated $708 billion in 2020, according to recent data from the National Science Foundation’s National Center for Science and Engineering Statistics (NCSES) examination of R&D performance in the United States over the past two decades. These findings follow additional trends in the report demonstrating the expanding R&D occurring in the U.S.

Continuing a streak lasting at least 10 years, the federal government was again the top funder of Higher Education R&D (HERD) in 2020. However, new SSTI analysis shows that the federal share of HERD funding has continued to decline nationally and in most states over the 10-year period from 2011 to 2020. This edition of SSTI’s Useful Stats provides an analysis of HERD funders by state in 2020, and an examination of 10-year trends for the period from 2011 to 2020 in HERD funding by source.

ISTC releases 2022 R&D Index

Building on previous SSTI analysis showing that Higher Education Research & Development (HERD) expenditures increased across the U.S. despite the onset of the COVID-19 pandemic, this edition of Useful Stats examines the distribution of R&D spending among the various fields of research at the nation’s colleges and universities.

Building on previous SSTI analysis showing that Higher Education Research & Development (HERD) expenditures increased across the U.S. despite the onset of the COVID-19 pandemic, this edition of Useful Stats examines the distribution of R&D spending among the various fields of research at the nation’s colleges and universities. Specifically, this analysis examines 2020 HERD expenditures by state and field of research, finding that the life sciences continued to dominate academic R&D activity, accounting for 57.5 percent ($49.6 billion) of total HERD spending. Engineering was the second most funded research field in 2020, accounting for 15.9 percent ($13.7 billion) of the national total. The third most funded research field was physical sciences, accounting for 6.6 percent ($5.7 billion) of total U.S. HERD expenditures.

As total Higher Education Research & Development (HERD) expenditures increased nationally and in most states from 2019 to 2020 despite the COVID-19 pandemic and global recession, HERD intensity also increased. HERD intensity is an indicator of the relative importance of R&D spending by colleges and universities to regional economies, and is calculated as HERD expenditures as a percentage of total gross domestic product (GDP).

An SSTI analysis of business R&D employment data from the National Science Foundation’s recently updated 2019 Business Enterprise R&D (BERD) Survey finds that nationally in 2019, R&D employment at private businesses accounted for 8.6 percent of total employment. The states where the business R&D employment shares of total employment were the greatest in 2019 were Washington (20.9 percent); Massachusetts (19.3 percent); California (17.7 percent); New Hampshire (14.7 percent); and Michigan (12.7 percent).

An SSTI analysis of business R&D employment data from the National Science Foundation’s recently updated 2019 Business Enterprise R&D (BERD) Survey finds that nationally in 2019, R&D employment at private businesses accounted for 8.6 percent of total employment.
