Earlier this month, President Clinton signed legislation designed to ease the transfer of federal technology by providing clarification on intellectual property rights and offering incentives to federal laboratories and their researchers. The National Technology Transfer and Advancement Act of 1995 (H.R. 2196) was sponsored by Rep. Morella (R-Md).
Pilot study of Defense labs’ R&D partnerships finds $23 billion economic impact
The Department of Defense commissioned a pilot study by TechLink of the economic impact of cooperative R&D agreements (CRADAs) at three Defense labs — U.S. Army Combat Capabilities Development Command Aviation & Missile Center, the Naval Surface Warfare Center Crane Division, and the Air Force Research Laboratory 711th Human Performance Wing.
NIST connecting entrepreneurs, industry and investors in the cloud
The U.S. Department of Commerce’s National Institute of Standards and Technology (NIST) is funding a program to better connect entrepreneurs, industry and investors with inventions from federally funded R&D. NIST has created a partnership with National Technical Information Service (NTIS) and will invest $1.7 million of its Lab to Market funding to complete the project.

DOE announces $24 million in funding for 75+ technology commercialization projects
The U.S. Department of Energy (DOE) has announced more than $24 million in funding for 77 projects through its Technology Commercialization Fund (TCF), which will be matched by funds from the private sector. Established by the Energy Policy Act of 2005 as a way to encourage energy innovation, each of the recently awarded TCF projects supports private sector efforts to commercialize technologies developed at DOE laboratories.
New grant program to help tech transfer launched
The New Mexico Economic Development Department is launching a new grant program to facilitate the transfer and commercialization of technologies developed in New Mexico national labs and universities to business startups. The New Mexico Technology Transfer Assistance Grants (NM-TAG) are designed to help offset the risk associated with licensing new technologies and assist the transfer and deployment of new innovative technologies.
NIST tech transfer recommendations a good starting point, more is needed
NIST released a draft paper in December making recommendations for improvements to federal technology transfer and commercialization policy. The agency’s ideas ranged from clarifying march-in rights to compelling agency participation in technology entrepreneurship development. Although NIST is one of the agencies affected by the shutdown, comments on the draft paper were due Jan. 9.
NIST recommends improvements for federal tech transfer, seeks comments
The National Institute of Standards and Technology has released a paper making recommendations to improve federal technology transfer. Recommendations are organized around five topics: regulation and administration, private-sector engagement, R&D workforce, tech transfer tools, and metrics and benchmarks. These recommendations — and the responses they generate — are expected to lead to regulatory and legislative proposals over the course of the next two years.
Express licensing accelerates tech transfer with Air Force labs
In an effort to move technologies into the commercial sector more quickly, Air Force Research Laboratory (AFRL) has introduced a one-stop shopping experience called Express Licensing. Interested innovators and entrepreneurs can visit a website featuring AFRL-developed technologies that are available for license and learn about pre-negotiated terms and pricing, eliminating the need for lengthy contract negotiations.
USDA announces I-FAST prize competition
The National Institute of Food and Agriculture (NIFA), USDA, is announcing the I-FAST prize competition to develop and implement the Innovations in Food and Agricultural Science and Technology (I-FAST) program. NIFA will partner with NSF Innovation Corps (I-Corps) to provide entrepreneurship training to NIFA grantees under this pilot program. The goals are to identify valuable product opportunities that can emerge from NIFA supported academic research. Over six months, the selected teams will learn what it will take to achieve an economic impact with their particular innovation.
New DOE partnering service provides simplified access to national labs
The U.S. Department of Energy has launched a new Lab Partnering Service (LPS) that provides an online, single access point platform for investors, innovators and institutions to identify, locate and obtain information on the department’s 17 national laboratories. The new tool is intended to provide industry with a more efficient way to harness technical expertise and intellectual property housed at DOE’s labs.

In a move designed to strengthen southwest Pennsylvania’s role in life sciences research, the University of Pittsburgh and Richard King Mellon Foundation last month announced a $100 million gift to help fund a bioresearch and development facility. The grant, which will be disbursed in $10 million increments over 10 years, will help build Pitt BioForge, a biomanufacturing facility that will leverage biomedical research conducted at Pitt and bring “an entirely new commercial manufacturing sector to Pittsburgh and, if all goes according to plan, increase the economic opportunity for residents and families in and around Hazelwood,” according to a Pitt press release.
AUTM reports increased patent activity in research institutions
The Association of University Technology Managers (AUTM) recently reported findings from its 2020 Licensing Activity Survey. The survey collects self-reported technology transfer activity volumes from universities, hospitals and other non-profit research institutions in the United States. The report highlighted a large increase in the number of patents issued in 2020 relative to 2019, with a growth rate of 15.6 percent. There was less clarity about changes in other metrics, however.
New DOE clean energy office to oversee $20B in investments, new tech developments
The U.S. Department of Energy (DOE) announced the establishment of a new Office of Clean Energy Demonstrations that will support projects in areas including clean hydrogen, carbon capture, grid-scale energy storage, small modular reactors, and more. The recently-signed Infrastructure Investment and Jobs Act provides $21.5 billion in funding for the office’s administration and projects through 2026.
More Universities Expand Beyond Tech Transfer to Generate Startups

Over the past 40 years, the number of women across the globe filing patents has risen fastest within academia compared to all other sectors of the innovation economy, according to a new study from researchers at Indiana University (IU). The researchers found that the overall percentage of patents with women's names attached rose from an average of 2 percent to 3 percent across all areas in 1976 to 18 percent in 2013 for female academics.
