The White House has released reviews from the Departments of Commerce, Energy, Defense, and Health and Human Services in response to the president’s Executive Order on “America’s Supply Chains.” Vulnerabilities in supply chains were assessed in four key product areas: semiconductor manufacturing and advanced packaging; large capacity batteries; critical mineral and materials; and, pharmaceuticals and advanced pharm

The National Science and Technology Council (NSTC) has released a new request for information (RFI) related to a national strategic plan for advanced manufacturing, and the National Institutes of Health (NIH) are seeking information on how the scientific community uses public data tools. Both RFIs provide an opportunity for the tech-based economic development field to shape the future of federal innovation policy. 

The White House is seeking public input to help remove barriers to equity in the science and technology ecosystem.

The Biden administration announced the 30 members of the President’s Council of Advisors on Science and Technology (PCAST) this week. The panel, which is co-chaired by the president’s science advisor and external experts, exists to make science, technology and innovation recommendations to the White House. The administration calls this the most diverse PCAST in its history, which dates back to 1957, including the first women co-chairs. Included among the advisors are two former secretaries under President Barack Obama: Penny Pritzker (Commerce) and Ashton Carter (Defense).

To mark the anniversary of its executive order on supply chains, the White House released a fact sheet this morning outlining past and future actions to strengthen American competitiveness. The release includes several initiatives that have not been discussed widely before, including that: the Export-Import Bank of the U.S.

Eric Lander was confirmed by the Senate as director of the White House Office of Science and Technology Policy (OSTP). He will serve as the president’s science adviser and, for the first time, the position will also hold a seat in the Cabinet.

President Biden announced his intent to nominate Arati Prabhakar to serve as the next director of the Office of Science and Technology Policy (OSTP) and once confirmed she would also become his chief science advisor.

On June 26, 2023, the U.S. government announced allocations from the $42.45 Billion Broadband Equity, Access, and Deployment (BEAD) program. These funds, allocated to all 50 states, the District of Columbia, and five territories, are intended to close the digital divide in the U.S., as funding will be used to deploy or upgrade broadband networks to ensure that everyone in the U.S. has access to reliable, affordable, high-speed Internet service.

Earlier this week, congressional appropriators reached a tentative agreement on spending levels for the 2015 fiscal year just a few days before the Thursday deadline. The continuing resolution omnibus, “cromnibus,” spending package would, if approved by the House, Senate and president, avert a government shutdown and again defer budget negotiations until next September. Under the agreement, most agency budgets would remain at similar levels to those enacted for FY14.

President Joe Biden has named geneticist Eric Lander the director of the Office of Science and Technology Policy (OSTP) and the president’s science advisor. Biden also promoted the science advisor role to a cabinet-level position, becoming the first president to do so, stating that, “science will always be at the forefront of my administration.”

The nominees of the president’s economic team include former Rhode Island Gov. Last week, the incoming Biden administration announced an “American Rescue Plan” to address immediate health and economic threats from COVID-19. On the economic side, the plan goes further than immediate relief and begins to address some longer-term strength and resilience concerns. Among other provisions, it would provide $35 billion for a new business finance program that support venture capital, $350 billion for state and local governments to help address budget shortfalls, $35 billion for higher education and $3 billion for the Economic Development Administration.

On the 60th anniversary of President Kennedy's Moonshot Address, President Biden traveled to the John F. Kennedy Presidential Library and Museum to highlight progress toward his administration's Moonshot Program to combat cancer and expand the U.S. bioeconomy. This announcement included Biden's pick for the inaugural director of the Advanced Research Projects Agency for Health (ARPA-H) and the signing of an executive order to institute a National Biotechnology and Biomanufacturing Initiative.

The White House announced a new Office on Clean Energy Innovation and Implementation to coordinate the policymaking process for the energy and infrastructure provisions of the Inflation Reduction Act of 2022, legislation that has been called the single biggest climate investment in U.S. history.

The White House recently published a data tool, accompanied by a downloadable excel file housing two datasets, with recent investments from the Bipartisan Infrastructure Law (BIL) and Inflation Reduction Act (IRA). The tool and data provide a view of the spending that is occurring across the United States from the two acts. In addition to a categorical breakdown of awards, agency, department, project name, funding source, and more are available for each award.

With the Dec. 20 release of two Requests for Information (RFIs), the White House Office of Science and Technology Policy seeks public input to help guide the development and deployment of the National Biotechnology and Biomanufacturing Initiative, which is intended to use the two disciplines to advance innovative solutions in health, climate change, energy, food security, agriculture, and supply chain resilience.

A recent announcement from the White House Office of Science and Technology Policy (OSTP) included major updates requiring open access to federally funded research. The new guidance will require federal agencies to ensure that all taxpayer-funded research is immediately available to the public, disallowing the previous optional 12-month embargos.

President Joe Biden this morning delayed his planned departure for Europe to announce a framework for the Build Back Better Act, a $1.75 trillion plan that the president said he was confident could pass both houses of Congress.

In a recent executive order, The White House is calling for the federal government to establish a Sovereign Wealth Fund (SWF) that will "promote fiscal sustainability, lessen the burden of taxes on American families and small businesses, establish economic security for future generations, and promote United States economic and strategic leadership internationally.”

The same April 23 executive order as mentioned above requires Labor, Commerce and Education to work together and prepare by the end of August, a plan “to reach and surpass 1 million new active apprentices.” Apprenticeships were a preferred skill development program during President Trump’s first term in office as well.
