Lawmakers approved funding for a bond program that dedicates $50 million for re-tooling community colleges with the latest equipment, but failed to pass a larger proposal that would allow universities to compete for $100 million in bond funds for capital improvements to enhance engineering programs. The budget also includes $2 million to establish a new fund for global marketing of Michigan’s automotive sector and support of public-private collaborations with the auto industry.

STEM degrees lead to higher salaries and more employment opportunities than other degrees, according to the National Center for Education Statistics (NCES). Despite these economic advantages, only 16 percent of 2008 graduates received a STEM degree. The lack of workers with STEM skills has created a difficult hiring environment for many U.S. firms. A recent Brookings Institution study reveals that the lack of STEM graduates has meant that STEM job postings take twice as long to fill as other postings.

President Barack Obama signed the Workforce Innovation and Opportunity Act (WIOA) into law on July 22 – a federal-wide reform effort designed to help job seekers access employment, education, training, and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy. WIOA is the first legislative reform in 15 years of the public workforce system.

The National Governor’s Association (NGA) announced that it will provide grants, technical assistance and opportunities to align education and training systems with private sector needs in 14 states. Colorado, Illinois, Indiana, Iowa, Kentucky, Louisiana, Minnesota, Montana, New Jersey, North Carolina, Oklahoma, Virginia, Washington and West Virginia have been selected to receive support to build industry and education partnerships and optimize their workforce-oriented incentives.

President Barack Obama recently announced a pair of initiatives to provide American students better access to two-year degrees and technical training programs. Under the first program, American’s College Promise, the federal government would cover three-quarters of the cost of an average community college education for students who attend at least half-time and maintain a 2.5 GPA. States would be required to contribute the rest of the tuition funds.

Ernest Moniz, the U.S. Secretary of Energy, announced the creation of the Jobs Strategy Council (JSC), an initiative to develop a methodology for providing consistent, usable data measuring energy job growth and help align workforce development systems with the needs of the clean energy industries through partnerships with the private sector, community college systems, union apprenticeship programs, and other educational institutions.

Underrepresented minorities' share of  Science and Engineering (S&E) bachelor's and master's degrees has been rising since 1993, but their share of doctorates in these fields has flattened at about 7 percent from 2002 to 2012, according to the National Science Foundation’s (NSF) Women, Minorities, and Persons with Disabilities in Science and Engineering: 2015 report.

Despite having a higher rate of educational attainment than any previous generation, U.S. millennials (between 16-34 years of age) ranked lower than most of their international peers in literacy, mathematics and technology problem solving in a recent study by the Organization for Economic Cooperation and Development (OECD) and the Educational Testing Service (ETS). Those born in the U.S. after 1980 tied for last among the 22 participating countries in numeracy and technology skills, and 16th in literacy.

To drive state competitiveness and job creation, Indiana and Mississippi announced new efforts to engage regional institutions of higher education and other organizations to provide workers with the skills that match the needs of existing industry as well as attract new business and industry to their state. Through the Indiana Department of Workforce Development (DWD), the state will commit $22 million to fund industry-led regional partnerships aimed at aligning education and workforce needs. To build 21^st century workforces in key S&T sectors, several new public-private initiatives have been launched in South Carolina, New Jersey, Utah, and Montana. These initiatives are intended to better align the educational training of students with the needs of industries that each respective state has identified as a key industry cluster. Target industries include advanced manufacturing, aerospace, biotechnology, chemistry and plastics, and cyber security.

The Employment and Training Administration (ETA) announced approximately $100 million in grant funds for the TechHire partnership grant program. The ETA anticipates that it will make up to 35 grants to support  pilot and scale public-private workforce development partnerships that can rapidly train workers for and connect them to well-paying, middle- and high-skilled, and high-growth jobs across a diversity of H-1B industries such as Information Technology (IT), healthcare, advanced manufacturing, financial services, and broadband.

The California Community College Board of Governors unanimously approved a comprehensive workforce development plan to coordinate efforts across its 113-college system to help California close its considerable job skills gap, which is defined as the state needing one million workers credentialed for middle-skill jobs.

The National Governors Association’s (NGA) Center for Best Practices launched the 2016 Policy Academy on Scaling Work-Based Learning – a pilot program in six states that blends work experience and applied learning to develop youth and young adults’ foundational and technical skills to expand their education, career and employment opportunities. The goal of the program is to connect 16- to 29-year-olds with middle-skills career opportunities in STEM-intensive industries such as advanced manufacturing, health care, information technology and energy.

Connecticut Gov. Dannel Malloy recently announced the launch of a manufacturing apprenticeship program that will provide wage subsidies and tuition reimbursement to participating students. The effort will begin as a two-year, $7.8 million initiative, focused on advanced manufacturing industries, including aerospace, medical devices, composite materials, digital manufacturing and others. Funding will derive from the state’s Manufacturing Innovation Fund.

Using data to track recent graduates in the workforce helps ensure postsecondary education institutions are preparing graduates for successful careers, according to a report recently released by the National Governors Association (NGA) – Tracking Graduates into the Workforce: Connecting Education and Labor Market Data. In this report, NGA contends that accurate, real-time information is a key element of functional labor markets.

In a fact sheet released ahead of President Obama’s visit to Macomb Community College in Warren, MI, this week the Obama administration announced new steps to expand apprenticeships and continue other efforts around workforce development and free community college.

Researchers from the Federal Reserve Banks of Kansas City and Atlanta, along with the John J Heldrich Center for Workforce Development at Rutgers University, recently published a comprehensive examination of the state of contemporary workforce initiatives. Editors Carl Van Horn, Tammy Edwards and Todd Green have assembled chapters and case studies from more than 70 authors that depict challenges, long-term structural changes and policy opportunities in national, state and local workforce efforts in the current economy.

At more than 54 million, freelancers now make up more than one-third of the U.S. workforce, according to Freelancing in America 2015, an annual report commissioned by The Freelancers Union and Upwork. Half of all freelancers surveyed for the report said that, regardless of pay, they would not take a traditional job. Furthermore, 60 percent of respondents said that they were freelancing more by choice than by necessity, compared to 53 percent the previous year.

Virginia Gov. Terry McAuliffe announced the creation of a pay-for-performance workforce training program that will help Virginia workers acquire the industry certifications and occupational licenses that meet the needs of key businesses in each region of the state.

To celebrate the one year anniversary of the TechHire Initiative, the Obama administration announced an expansion of the program with the addition of 15 new communities. The administration also announced activities and commitments to help support career and technical education. 

Throughout the Great Recession, numerous stories from sources like The Wall Street Journal pointed to the idea of the overeducated and underemployed recent college graduate as a symbol of the economic times. While some recent graduates were able to find work in their respective fields, many did indeed struggle.

Several foundations have announced major commitments to fund workforce development efforts focused on expanding the talent pipeline in metros across the country. Each of these efforts is intended to provide high school students and/or young adults with skills and experience necessary to match specific needs of regional industries.
