Tennessee Announces New Program to Support Nine Regional Business Accelerators

Commissioner of the Tennessee Department of Economic and Community Development, Bill Hagerty announced the state will commit up to $2.25 million for the Jobs4TN Regional Entrepreneurial Accelerators program. The grants will award up to $250,000 to a regional entrepreneurial accelerator in each of the state's nine economic development regions.

Report on Middle Skill Jobs Gap Presented to Southern Governors

Governors in the Southern states were presented with findings from a new report on the growing gap in middle-skill jobs and urged to adopt a three-part policy framework for reversing the trend during the Southern Governors' Association annual meeting last week in Asheville, NC. The report found that middle-skill jobs account for 51 percent of the region's jobs today, but only about 43 percent of the region's workers are currently trained at this level.

U.S. Manufacturing at a "Moment of Truth," According to New Booz & Co. Study

The U.S. stands at "moment of truth" regarding its manufacturing sector, according to a new study by Booz & Co. and the University of Michigan's Tauber Institute for Global Operations, Manufacturing's Wake-up Call. If neglected, the sector's output could fall by half in the coming years. If "a series of identifiable smart actions and choices" are made, U.S. manufacturing could produce 95 percent of all product consumed by the nation. The study points out three significant findings regarding the current and future state of U.S.

Useful Stats: Educational Attainment of Residents More Than 25 Years Old, 2003-2008

Educational attainment rates in the U.S. rose in both 2007 and 2008, after falling in 2005 and 2006, according to data from the U.S. Census Bureau's American Community Survey. Despite the mid-decade dip, the overall trend over the past few decades has been toward higher rates of attainment at the high school, Bachelor's and advanced degree levels. As of 2008, about 85 percent of the U.S. population had completed high school, up from 80.4 percent in 2000 and 75.2 in 1990. About 27.7 percent of U.S.

EDA Chief Confirmed for SSTI Conference

SSTI is pleased to announce that John Fernandez, Assistant Secretary for Economic Development at the U.S. Department of Commerce, will participate in a plenary session on the changing role of the federal government in TBED at this year's Annual Conference. SSTI's Annual Conference is the only economic development conference this fall with the senior leaders of the Economic Development Administration (EDA), National Institute of Standards and Technology (NIST) and the U.S. Small Business Administration (SBA) speaking.

Governors Convene Special Sessions on Jobs

Governors in several states are bringing lawmakers back into session this fall with a more focused agenda on job creation. During a one-day special session on Friday, lawmakers in Mississippi approved a $175 million incentive package to bring two high-tech manufacturing facilities to the state. Meanwhile, Missouri Gov. Jay Nixon will try again to enact the Missouri Science and Innovation Reinvestment Act (MOSIRA) to support science and tech companies and the Compete Missouri Initiative, both which failed to pass during the regular session.

Temple University Launches Pennsylvania Math Engineering Science Achievement Initiative

Temple launched the Pennsylvania Math Engineering Science Achievement (MESA) initiative designed to increase the number of scientists, technologists, engineers and mathematics (STEM)-related professionals graduating from two- or four-year institutions and to build a diverse, national STEM workforce necessary to compete economically in a global environment.

EDA Announces Winners of $37M Clusters Initiative

White House Announces Initiatives to Accelerate Commercialization

President Obama last week announced several initiatives aimed at spurring technology commercialization following the signing of the America Invents Act, including two new programs to assist biomedical entrepreneurs at the National Institutes of Health (NIH). The administration also will develop a national plan focused on reforms to speed commercialization and open new markets. A blueprint outlining those efforts is due in January.

Five-Year Effort Seeks to Measure, Improve Quality of STEM Teaching

The Association of American Universities (AAU) will undertake a five-year initiative to assess and improve the quality of science, technology, engineering and mathematics (STEM) teaching and learning focused on the first two years of college. Specifically, the group will create a demonstration program at a subset of AAU universities to implement its framework and develop tools to survey and assess the quality of teaching, the extent to which effective teaching methods are being used, and the effects of improved teaching on retention of STEM majors and completion of STEM degrees.

New ITIF Report Benchmarks National Policies and Programs Supporting Manufacturers

OECD Finds Promise in Emerging National Innovation Economies

The Organization for Economic Cooperation and Development (OECD) has released the 10th edition of its annual Science, Technology and Industry Scoreboard. Each year, OECD examines major trends in the global innovation economy and uses 180 indicators to evaluate the high-tech economies of OECD countries, as well as select non-OECD countries. The overarching theme of this year's release is the increased importance of the non-OECD countries, including Brazil, the Russian Federation, India, Indonesia, the People's Republic of China and South Africa, together dubbed the BRIICS countries.

Senate Approves Patent Overhaul

This week, the U.S. Senate passed the Leahy-Smith America Invest Act, representing a major overhaul of the U.S. patent system. The legislation would make a number of changes to the current patent regime, including the shift to a "first-to-file" system. Under this system, the right to a patent would be granted to the first party to file a patent application for the protection of their invention. In addition, the legislation would adjust the fee structure for the evaluation process and create a new fee category for low-income applicants.

White House and SBA Release Startup America "Progress Reports"

The White House released a "progress report" for Startup America—a White House and interagency initiative to "celebrate, inspire and accelerate high-growth entrepreneurship throughout the nation." The report looks at public and private sector commitments in several key areas that will improve the environment for high-growth entrepreneurship. The report also provides status updates for current and future Startup America related initiatives.

Two Reports Identify Barriers to U.S. Competitiveness

Last week, the World Economic Forum released its annual Global Competitiveness Report, and once again, the U.S. fell in the rankings one more position to fifth place, representing a four-year decline from fourth place in 2010-11, second place in 2009-2010 and first place in 2008-2009. Switzerland held the number one spot for the second year in a row. The report indicates that while many structural features continue to make the U.S.
