Among states, California ($4.3 billion), New York ($2.4 billion), and Maryland ($2.3 billion) received the most in federal funds for S&E R&D in 2016, while Baltimore ($2.0 billion), New York City ($1.7 billion), and Boston ($1.3 billion) led among metropolitan areas.

In fact, SSTI analysis using data from the National Science Foundation’s National Center for Science and Engineering Statistics reveals that approximately 60 percent of all new funds for S&E R&D at colleges and universities from 2008 to 2016 went to institutions in just three states: Maryland, California and New York.

Cities can compete for $500M in funds to drive inclusive growth
JPMorgan Chase announced the creation of AdvancingCities, a new $500 million, five-year initiative to drive inclusive growth and create greater economic opportunity in cities across the world. The firm will invest in cities where conditions exist to help those who have not benefited from economic growth. This includes demonstrated collaboration across the public and private sectors on solutions that create opportunity for people at risk of being left out of economic growth. Successful applications will be eligible for a three-year grant of up to $3 million.
DARPA announces $2B AI initiative
The “AI Next” campaign, announced by DARPA last week, is geared toward moving AI defense applications into a “third wave” of advancement, capable of complex problem-solving. DARPA will be investing $2 billion into AI through a variety of programs, and a core element of this initiative will be “AI Exploration” projects designed to move from proposal to start in three months, and from start to feasibility assessments within 18 months.

The National Science Foundation (NSF) announced the 2026 Idea Machine – a prize competition to help set the U.S. agenda for future fundamental research in science and engineering. Participants can earn cash prizes and receive public recognition by submitting the pressing research questions that need to be answered in the coming decade.

The top submission(s) will help guide NSF in the development of its next set of “Big Ideas.” Monetary prizes include a grand prize of $26,000 and approximately 12 Blue-Ribbon Panel awards of $1,000 each. Up to an additional 30 submissions will receive thank you letters from NSF leadership and 100 entries will receive public recognition by having their ideas posted on the Idea Machine website. Submissions are due Oct. 26.

Berkeley-based nonpartisan think tank. Developed in partnership with the University of Wyoming, American Jobs Project researchers contend that the projected job growth could occur if the state government and private industry invested in growing this industry cluster.

A recent study from Purdue University's Center for Regional Development contends that Indiana could generate a $12 billion economic impact over 20 years with strategic broadband investments in rural areas across the state. Purdue researchers estimate that for every dollar invested in broadband by the state, there would a ROI of nearly $4 to the economy.

Four states selected for Policy Academy to strengthen manufacturing
Four states have been selected to participate in a Policy Academy designed to help grow and strengthen manufacturing in their states. State teams will begin meeting on Tuesday in Washington, D.C. with policy experts to develop or further refine strategies to bolster manufacturing. The four participants chosen for the Policy Academy are Kentucky, New Jersey, Puerto Rico and Utah.

USPTO releases draft strategic plan, seeks comments
The United States Patent and Trademark Office (USPTO) released a draft of its 2018-2022 Strategic Plan. The draft plan identifies three strategic goals to guide USPTO’s activities over the 4-year period. They include to: optimize patent quality and timeliness; to optimize trademark quality and timeliness; and, provide domestic/global leadership to improve intellectual property (IP) policy, enforcement, and protection worldwide.

Two recently released, federally funded reports from the Urban Institute and Workcred provide insights into the Trump administration’s efforts to develop competency-based apprenticeships and new workforce credentials. Over the past year, the Trump administration has positioned these two workforce development approaches as the central focus of its workforce development planning.

Developed under a contract from the Department of Labor (DOL), the Urban Institute released the first set of recommendations for competency-based occupational apprenticeship frameworks. Separately, in partnership with National Institute of Standards and Technology Hollings Manufacturing Extension Partnership (NIST-MEP), Workcred – an American National Standards Institute (ANSI) affiliate – published a report to help strengthen the quality, value and effectiveness of manufacturing credentials in the United States.
MA authorizes more than $1 billion in new economic development activities
The Massachusetts legislature ended its 2018 session with a slate of bills related to tech-based economic development. Legislation for general economic development, life sciences industry, and green communities created new authorizations and provided for more than $1 billion in bond funding authority, with a substantial portion allocation to innovation-related activities. From broadband access to SBIR support to workforce development, the bills created a host of new opportunities for TBED in the Bay State.
SBA grants $3 million to support small business innovation and R&D commercialization
Twenty-four local economic development entities, Small Business Technology Development Centers, Women’s Business Centers, incubators, accelerators, colleges and universities were granted $125,000 by the U.S. Small Business Administration (SBA) under the Federal and State Technology (FAST) Partnership Program. The 24 grant recipients, including seven that are members of SSTI (boldfaced below), provide support to small businesses developing and commercializing high-risk technologies.

Despite an uneven economic recovery, fewer Americans are living in distressed communities and more are living in prosperous ones, according to a recent report from the Economic Innovation Group (EIG), a Washington, D.C.-based policy and advocacy organization.
Despite an uneven economic recovery, fewer Americans are living in distressed communities and more are living in prosperous ones, according to a recent report from the Economic Innovation Group (EIG), a Washington, D.C.-based policy and advocacy organization. Comprised of seven factors measuring socioeconomic health, the Distressed Community Index (DCI) divides the country’s zip codes (communities) into five quintiles — prosperous, comfortable, mid-tier, at-risk, and distressed — and tells the story of the country’s economic health across two time periods, the recession years of 2007 to 2011 and the recovery years of 2012 to 2016. EIG finds that the employment and business establishment growth during the economic recovery has been mostly limited to prosperous communities, where the population tends to be more educated and the housing vacancy rate may be lower.

The Appalachian Regional Commission (ARC) announced its latest round of grants for Partnerships for Opportunity and Workforce and Economic Revitalization (POWER).
The Appalachian Regional Commission (ARC) announced its latest round of grants for Partnerships for Opportunity and Workforce and Economic Revitalization (POWER). The 35 grants totaling $26.5 million support workforce training and education in manufacturing, technology, healthcare, and other industry sectors; invest in infrastructure enhancements to continue developing the region's tourism, entrepreneurial, and agriculture sectors; and, increase access to community-based capital, including impact-investing funds, venture capital, and angel investment streams. The awards are projected to create or retain over 5,400 jobs and leverage more than $193 million in private investment into 59 Appalachian counties.

The most promising aspects of all of these efforts are their economic value and efficiency compared to life cycle analyses of similar products and processes development through conventional means.

The initiative, called Powered by Publics: Scaling Student Success, includes 130 public universities and systems working within clusters of four to 12 to both advance those goals and share aggregate data. The diversity of the institutions that are participating is intended to help create a playbook of success reforms that can then be used at other institutions.
Education organizations recognized in nation’s highest honors for quality
A community system and a technical college center were among the five recipients of the nation’s highest honor for quality, the Malcolm Baldrige National Quality Award, according to the National Institute of Standards and Technology (NIST) announcement released this morning. A third community college system received recognition for establishing and maintaining a best practice in leadership.
The two education institutions were:
