Proving that innovation is appealing to states regardless of their size or political leanings, new initiatives in both Democratic and Republican states, as well as large states like California and small states like Vermont, are driving innovation agendas into action in areas ranging from clean energy and aid for students and colleges, to new venture capital investments and bond financing to support business collaborations with higher education to help translate cutting-edge research into products and companies.

Just days after the White House proposed eliminating EDA’s and SBA’s innovation programs, SSTI’s Innovation Advocacy Council held more than two dozen meetings on Capitol Hill. Teams of universities, venture development organizations and statewide entities talked with congressional staff about the importance of the Regional Innovation Strategies (now “Build to Scale”), the Regional Innovation Clusters, and Federal and State Technology Partnership (FAST) programs. Offices were largely interested in, and supportive of, the message.

The U.S. Economic Development Administration has announced the FY 2020 notice of funding availability for the Regional Innovation Strategies program. There are multiple changes to the program this year, including that EDA is now referring to the program as “Build to Scale.” A total of $35 million is available this year due to support from Congress with advocacy from SSTI’s Innovation Advocacy Council. The Trump Administration budget proposal for FY2020, and again for FY2021, proposed eliminating the program.

Although changes in gross domestic product (GDP) give us an idea of how economies are changing, this measure fails to tell the full story. This edition of Useful Stats examines county-level GDP-per-capita, the measure of economic output for each resident in an area. What we see is strongly skewed data with high 2018 GDP-per-capita levels and high 10-year growth rates concentrated primarily in low population-high output counties.

A report on employment trends from hiring firm Robert Half found that 2020 presents greater challenges for employers looking to expand their workforce as the country’s labor market is near full employment and job openings remain at high levels.

The Advanced Manufacturing Program within the U.S. Department of Energy’s Office of Energy Efficiency & Renewable Energy awarded nearly $140 million to companies and universities in 25 states and the District of Columbia to support 55 advanced manufacturing research projects. Recipients are contributing an additional $47.8 million toward project costs. Projects received an average of $2.5 million, but range from $400,000 to $12 million. The accompanying map presents the distribution of awards across the country and brief details on each recipient.

New Jersey Gov. Phil Murphy signed multiple bills late last month that may help position the state as a leader in technology-based economic development. One bill increases the tax credit for angel investors in qualified technology companies, with even larger credits available for investments in women- and minority-owned businesses and those located in low-income areas. Meanwhile, the state’s approved FY 2020 budget includes $1.0 million for the New Jersey Commission on Science, Innovation, and Technology.

In response to a February Executive Order directing federal agencies to take steps to ensure the U.S. is a world-leader in artificial intelligence, the U.S. Department of Commerce’s National Institute of Standards and Technology (NIST) has released a new draft plan on the need for AI standards. The draft document, U.S. Leadership in AI: Plan for Federal Engagement in Developing Technical Standards and Related Tools, recommends four broad actions: bolster AI standards-related knowledge, leadership and coordination among federal agencies; promote focused research on the “trustworthiness” of AI; support and expand public-private partnerships; and engage with international parties.

The U.S. Department of Energy (DOE) has announced more than $24 million in funding for 77 projects through its Technology Commercialization Fund (TCF), which will be matched by funds from the private sector. Established by the Energy Policy Act of 2005 as a way to encourage energy innovation, each of the recently awarded TCF projects supports private sector efforts to commercialize technologies developed at DOE laboratories.

Sending a cautionary note and calling for a new initiative, a new report from MForesight takes a look at the challenges facing America’s leadership in advanced manufacturing. The short-term strategy of “invent here, make there,” has led to the erosion of domestic capabilities and has now become “invent there, manufacture there,” say the authors. They believe that reclaiming the country’s leadership in advanced manufacturing will be a complex and long-term undertaking — one that calls for a long-term government National Manufacturing Initiative.

Ensuring the success of the 8,700 Opportunity Zones created in low-income, communities across the country will take “intentional, collective action from everyone involved,” according to the President’s Council on Impact Investing, a philanthropic leadership group that is part of the U.S. Impact Investing Alliance.

As the largest public funder of biomedical research in the world, NIH awards are of particular importance to the technology-based economic development community. Including new data for FY 2017 and FY 2018, this edition of Useful Stats serves as an update to an August 2017 article highlighting NIH awards by state over the past decade. In FY 2018, NIH awarded a total of $28.3 billion in funds to the 50 states and territories.

The state of Alaska is in the midst of a funding crisis that could devastate the viability of the University of Alaska, and recent research from a National Bureau of Economic Research (NBER) working paper shows that the loss of funding could have long-term impacts for the system.

As a way to help encourage innovation and workforce development in Northern Indiana, a five-year, $42.4 million grant from the Lilly Endowment will support the Labs for Industry Futures and Transformation (LIFT) Network. An effort of the University of Notre Dame and the South Bend – Elkhart Regional Partnership, the LIFT Network will launch iNDustry Labs at Notre Dame’s Innovation Park, a burgeoning innovation district on the campus’ southern end. This is the sixth region in Indiana where the Lilly Endowment has made an economic development commitment.

In the first quarter Manufacturers’ Outlook Survey for 2019, manufacturers continue to report a positive outlook for their own company and marked nine consecutive quarters of record optimism. However, their top concern remains the inability to attract and retain a quality workforce (71.3 percent cited the inability to attract skilled workers as their top challenge).

NIST Manufacturing Extension Partnership program is seeking participants for its second Policy Academy cohort designed to leverage manufacturing growth in your state. Funded by NIST MEP and organized by SSTI and the Center for Regional Economic Competitiveness (CREC), the Policy Academy will provide participants with an opportunity to collaborate with other states to identify best practices, partnerships, and policies that will strengthen their manufacturers.

Many regional economic development strategies emphasize employment in manufacturing or high-tech, as these industries tend to provide well-paying jobs. Through an analysis of American Community Survey five-year data for 2013-2017, SSTI assessed state-level employment concentration within these sectors.

Although emerging technologies such as artificial intelligence, machine learning, and advanced robotics have the potential to drastically change the nature of work, recent research from the Aspen Institute suggests that policies for shared prosperity can help address the challenges and opportunities related to automation.

As covered recently in the SSTI Weekly Digest, the IRS has released its second round of guidance related to Opportunity Zones. At the same time, the agency announced its intention to release a request for information (RFI) around program reporting. Days earlier, the Department of Housing and Urban Development (HUD) released an RFI for ways to adjust programs to better-support the zones.

ESI ThoughtLab, a branch of economic consulting firm Econsult Solutions, has announced a new effort to study the return on investment of smart city programs across the world. Sponsored by groups like Accenture, General Motors, CBRE, and Oracle, the group is focusing on how the cities of the future can use sensors, data, and analysis to help fully realize the beenfits of working and living in a city.

Last week, New York Gov. Andrew Cuomo launched a new effort to streamline the state’s workforce development programs. The $175 million Workforce Development Initiative will consolidate the state’s fragmented workforce development funding opportunities. Using the state’s 10 regional economic development councils (REDC’s) to suggest and prioritize projects, the initiative will offer awards in three competitive categories: public-private partnerships that expand infrastructure and capacity for state universities to meet employer needs; programs to expand employer investment in workforce pipelines; and, workforce solutions that provide flexible funding for innovative workforce development projects such as those targeting advanced industries or underrepresented populations.

Software plays an increasingly large role in private sector research and development (R&D) expenditures, according to new research from the National Science Foundation’s (NSF) National Center for Science and Engineering Statistics (NCSES) and the Bureau of Economic Analysis (BEA). Based on a recent change in how the BEA treats software R&D in its calculations for gross domestic product (GDP) and other metrics, the analysis finds that the share of business R&D coming from software increased from 20 percent in 2006 to 32 percent in 2016, a 60 percent increase. The authors also look at longer-term trends in business R&D expenditures on software, as well as an analysis of software R&D in manufacturing and non-manufacturing industries.

The Washington legislature passed a higher education bill that is awaiting the governor’s signature that would provide more aid for state residents attending higher education institutions in the state. The bill could raise nearly $1 billion over four years through an increase in the state’s business and occupation tax.

More than one-in-five jobs across America’s metropolitan areas are defined as opportunity occupations, those that pay above the national annual median wage and are accessible to workers without a bachelor’s degree, according to new research from authors at the Federal Reserve Banks of Philadelphia and Cleveland. In Opportunity Occupations Revisited: Exploring Employment for Sub-baccalaureate Workers Across Metro Areas and Over Time, authors Kyle Fee and Lisa Nelson from the Cleveland Fed and Keith Wardrip from the Philadelphia Fed reexamine findings from a 2015 study. This update offers an in-depth analysis of the largest metropolitan areas across the country, finding that a region’s occupational mix and cost of living play a significant role in determining their share of opportunity employment.

The Fung Institute at the University of California Berkeley, with funding support from the National Science Foundation, has established a website to serve as a centralized hub for finding research papers, analyses, and case studies on science and innovation policy. Papers to be included may develop models, analytical tools, data, and metrics to enable science and innovation policymakers and TBED practitioners to improve the impacts derived from public investments and policy interventions.
