New DOE clean energy office to oversee $20B in investments, new tech developments
The U.S. Department of Energy (DOE) announced the establishment of a new Office of Clean Energy Demonstrations that will support projects in areas including clean hydrogen, carbon capture, grid-scale energy storage, small modular reactors, and more. The recently-signed Infrastructure Investment and Jobs Act provides $21.5 billion in funding for the office’s administration and projects through 2026.
2021 Carnegie Classifications of Higher Education Institutions released
In January, the Carnegie Classifications of Institutions of Higher Education released an updated 2021 classification list for universities. In this update, nine more universities have achieved the “Doctoral/Very High Research Activity” or “R1” category, the highest possible rank among research universities. Six additional universities were also added to the list following a six-week review period.

Celebrating its 25 years in operation, the National Robotics Engineering Center’s (NREC) success is revealed in an economic study commissioned by Carnegie Mellon University “to inform the future development of boundary-pushing institutions.” Established decades ago as “a new model of academic-industry partnership,” the NREC study, conducted by Fourth Economy Consulting, reveals how the robotics institution changed the economy of the neighborhood, region and robotics industry in Pittsburgh.
Initial venture capital data: $330 billion invested, $128 billion raised
PitchBook and NVCA have published an initial look at the Venture Monitor Q4 2021, and the data already suggest an astounding level of activity in 2021. As of Dec. 31, PitchBook had identified $330 billion invested across more than 15,000 deals, substantial increases over the $167 billion invested across 12,000 deals in 2020.

More governors seek to boost innovation with increased funding
Alabama, Minnesota and Pennsylvania governors are proposing new or increased funding for innovation initiatives. Alabama could see a substantial increase in its Alabama Innovation Fund, while Minnesota’s governor is looking to boost the state’s startup ecosystem and Pennsylvania would increase funding for the Ben Franklin Technology Partners, which has worked for more than 30 years to grow the state’s innovation economy.
EERE report outlines stakeholder recommendations for increasing inclusivity in clean energy
To boost inclusive innovation and entrepreneurship in climate technology, the Office of Energy and Renewable Energy (EERE) should provide funding for intermediary organizations who work directly with underrepresented communities to integrate clean energy education activities; and EERE should make it easier to request federal funding by streamlining the application process. Those are the recommendations resulting from EERE’s efforts to broaden access to funding opportunities and enable an inclusive and just entrepreneurial innovation ecosystem in climate and energy technologies.

Senate hearing addresses $8 billion for clean hydrogen R&D hubs
This week, the Senate energy committee discussed new funding for the U.S. Department of Energy’s (DOE) implementation of hydrogen research and development projects using funds from the Infrastructure Investment and Jobs Act. The infrastructure act provides DOE with $8 billion to create four regional clean hydrogen hubs, as well as $1 billion for clean hydrogen electrolysis demonstration projects and $500 million for R&D on the manufacturing processes and recycling methods for clean hydrogen development.

A new $113 million grant program intended to strengthen and modernize the Registered Apprenticeship Program (RAP) will designate up to $50 million for equity partnerships and pre-apprenticeship activities. The U.S. Department of Labor announced the new grant program to enable more workers to earn while they learn and find reliable pathways to the middle class. Using a coordinated investment strategy, the Apprenticeship Building America grant program will bring the RAP model to new sectors and industries.

The undersecretary for infrastructure will also lead three new offices: the Grid Infrastructure Office, the State and Community Energy Program, and the Office of Manufacturing and Energy Supply Chains.

$54 million awarded to manufacturing projects focused on pandemic response
The U.S. Department of Commerce’s National Institute of Standards and Technology (NIST) has awarded almost $54 million in grants to 13 projects to conduct research and develop testbeds in response to challenges from the COVID-19 pandemic. The American Rescue Act provided the funding for these awards, which will support projects at eight manufacturing institutes within the Manufacturing USA network.

Specifically, this analysis examines 2020 HERD expenditures by state and field of research, finding that the life sciences continued to dominate academic R&D activity, accounting for 57.5 percent ($49.6 billion) of total HERD spending. Engineering was the second most funded research field in 2020, accounting for 15.9 percent ($13.7 billion) of the national total. The third most funded research field was physical sciences, accounting for 6.6 percent ($5.7 billion) of total U.S. HERD expenditures.
California proposes billions for climate initiatives, additional money for innovation programs
Earlier this month, California Gov. Gavin Newsom released his proposed FY 2022-2023 budget, which he said “reinforces our role as the global leader in climate protection, innovation and job creation.” The budget focuses on new investments and “positions the state as a global leader in innovation and solutions to both mitigate and adapt to the changing climate.” The proposal includes billions in one-time funding from various sources over five years to advance the state’s climate and opportunity budget and provide equitable climate solutions.
