SSBCI 2.0: An overview of state uses of funds

This article, including the downloadable data sheet, visuals, and analysis, was updated on July 10th, 2024, to include new data from Treasury’s SSBCI Capital Program Summaries.

The national picture of how 46 states, Washington, D.C., Puerto Rico, and the U.S. Virgin Islands chose to allocate $7.9 billion approved so far by the U.S. Treasury to spend through the nation’s second go at the State Small Business Credit Initiative (SSBCI) is getting clearer. Equity and venture capital programs—often important financing tools for high growth and innovation-oriented companies—have garnered approximately $2.9 billion, across 79 equity/venture capital programs, based on a Treasury-generated list of all programs and allocations and SSTI analysis of press releases. The remainder of the total approved is distributed across 110 credit support programs.

Recent Research: How AI is changing the nonprofit research institute

While some college computer engineering profs may be advising their students not to worry about artificial intelligence derailing their salary projections and long-term career options, it would appear businesses are getting on with deploying the latest AI advances as quickly as possible to see what improvements might be made for the firms’ productivity rates and bottom lines. A recently released working paper from Germany’s Fraunhofer Institute for Systems and Innovation Research (Fraunhofer ISI) reports on an early analysis of AI adoption in the innovation research process.

TBED Community of Practice looks at methods to measure the success of state lab-to-market initiatives

Two senior leaders of state programs designed to help commercialize new intellectual property joined a TBED CoP webinar last week to discuss how they determine whether those initiatives are successful. John Hardin, executive director of the Office of Science, Technology & Innovation at the NC Department of Commerce, described the One NC Small Business Program and the evaluation process the office performs each year. They use surveys of award recipients and econometric analysis to demonstrate the program’s effectiveness.

FTC Chair advocates for promoting competition to drive innovation

In the 1970s, the U.S. government took antitrust actions against IBM and AT&T, causing considerable controversy. Walter Wriston, the then-president of Citibank and a key leader on Wall Street, questioned the value of doing this, apparently (according to Lina M. Khan, Federal Trade Commission Chair), likening the move to breaking up the Yankees, because they were so successful. In a presentation she delivered at the Carnegie Endowment for International Peace on March 13, Lina M. Khan, chair of the Federal Trade Commission, disagreed with Wriston’s perspective.

Useful Stats: Trends in graduate students and postdocs by field of study

Graduate student enrollment and postdoctoral appointments have shifted in fields of study over the past decades, with many fields exploding in graduate enrollment and postdoctoral appointments. Computer and information sciences graduate students jumped from just 4% of all science enrollments in 1975 to nearly a quarter of the total by 2021, while engineering postdocs in biological, biomedical, and biosystems engineering jumped 5,671%– increasing from 3% in 1975 to 19% of all engineering postdocs by 2021.

In this week’s continuing coverage of gubernatorial addresses as they impact the innovation economy, governors from Connecticut, Maryland, and Wyoming discussed their state’s past economic and educational achievements and laid out their vision for this year as the states return to revenue and funding normalcy after years of federal pandemic aid ends. Connecticut’s governor announced that UConn and Yale are collaborating on quantum computing research, and he called for the funding of a biotech hub in New Haven.

The White House announces over $5B from CHIPS and Science Act for R&D and workforce programs, other updates on semiconductor programs, including Mfg USA Institute

The White House announced on February 9 that the administration expects to invest over $5 billion in semiconductor-related research, development, and workforce needs. The $5 billion will flow through the National Semiconductor Technology Center (NSTC), a public-private entity created to handle the funds. Friday’s announcement established the NSTC as a public-private consortium of the Secretaries of Commerce, Defense, and Energy, the Director of the National Science Foundation, and Natcast.

Innovation landscapes: The effect of public science on corporate R&D

Federally funded basic research conducted at American universities grew steadily from about $10 billion in 1991 to just under $50 billion in 2020 (in constant 2022 dollars). And since the passage of the Bayh-Dole Act in 1980, universities have played an increasing role in the patenting and commercialization of their discoveries. Patents to US universities increased from 440 in 1981 to 8706 in 2020. U.S. universities licensed or optioned more than 10,000 patented inventions to the private sector in 2020.

Pandemic-era federal funding encouraged community colleges to have greater involvement in regional economic development

The recent pandemic and the government's response may have catapulted community colleges toward deeper participation in economic development. “Community colleges have been interested and involved in economic development for decades,” said Thomas Brock, director of the Community College Research Center at Columbia University. "That's part of their core mission. But what is different now is that there's a lot more federal money on the table through the CHIPS Act and the (Bipartisan) Infrastructure (Law).

Study finds TEDCO has created $2.7 billion in statewide economic activity

The Maryland Technology Development Corporation (TEDCO), created by the Maryland General Assembly in 1998 to facilitate the transfer and commercialization of technology from research universities and federal labs and to help create and grow technology-based businesses, has created nearly $2.7 billion in statewide economic activity as of 2023.

Useful Stats: Undergraduate enrollment below pre-pandemic levels in 43 states, grad enrollment up in 33 states

Total postsecondary enrollment is down 5% from fall 2019 to fall 2023 due to a 6% drop in undergraduate students. While undergraduates are down, graduate students have surpassed pre-pandemic enrollment numbers by 4%. Enrollments in undergraduate and graduate certificates are up significantly from pre-pandemic values (16% and 21%), while enrollment in associate degrees are down more than any other undergraduate credential (-14%).

CHIPS program suspends plans for R&D facilities program; other R&D programs unaffected

The Commerce Department has suspended plans to announce a funding opportunity for the construction, modernization, or expansion of commercial semiconductor R&D facilities, according to an announcement the CHIPS Program Office made in their newsletter last week. The suspension does not impact the $11 billion the CHIPS Program Office still plans to spend on semiconductor R&D through separate R&D programs, nor does it affect the awards for incentive program funding opportunities already announced.

Useful Stats: 40+ year trends in postgraduate science, engineering, and health

The number of graduate students in science, engineering, and health has grown from approximately 328,000 to 760,000 from 1975 to 2021, a 132% increase, according to the National Science Foundation’s (NSF) Survey of Graduate Students and Postdoctorates in Science and Engineering (GSS).
