SUPPLEMENTARY INFORMATION: The above_captioned computer software was prepared by a DOE contractor. It is used to assist the Department in making small purchases. The software is currently in need of revision, and the Department is looking for one or more private_sector parties who will revise and maintain the software at their own expense. A royalty free, worldwide, non_exclusive, or if deemed necessary, exclusive copyright license will be given as the incentive. The Government will retain an unlimited, royalty free, non_exclusive license in the original version of the software, and will receive a Government_wide, non_exclusive, world_wide, royalty free license to reproduce, distribute and modify the revised version prepared by the selected exclusive copyright licensee. The selected private_sector party or parties will have the right to market the software to non_Government parties. Parties will be given 45 calendar days from the date of this Notice to contact the Department. After the period for response has elapsed, respondents will be sent a series of questions on their plans for revising and maintaining the software, and under what terms they would make it available to the Government. DOE will then decide which party or parties to select.

SUBJECT: A__IN_LIQUID ACOUSTIC SASER

DESCRIPTION: This is a notice issued by Westinghouse Savannah River Company (WSRC), management and operating contractor for the U.S. Department of Energy's Savannah River Site (SRS) near Aiken, South Carolina. The purpose of this notice is to determine public interest in licensing the In_Liquid Acoustic SASER (Sound Amplification by Stimulated Emission of Radiation). Consideration would also be given to a cooperative research and development agreement (CRADA). The In_Liquid Acoustic SASER device was designed to accelerate the cleanup of radioactively contaminated facilities. The device is a source of concentrated beam of high power ultrasonic sound analogs of the free electron laser where the light particles are synchronized by periodically arranged magnetic fields. The SASER is designed to operate in the 20_50 kHz range to promote cavitation at the surface of the solid waste in the same manner in which kidney stones are dissolved in the medical arena. Interested parties will be provided with a technical brief and instructions on applying for a license to this technology. A typical license agreement will contain license fees and running royalties. Title: High Nitrogen Stainless Steel.

Abstract: The invention is jointly owned by the U.S. Government, as represented by the Secretary of Commerce, and Crucible Research. Disclosed is a high nitrogen stainless steel alloy and alloy powder comprising chromium (Cr), molybdenum (Mo), manganese (Mn), nickel (Ni), nitrogen (N) and iron (Fe). The composition of the stainless steel alloy and powder comprises between about 27 and about 30% by weight Cr between about 1.5 and about 4.0% by weight Mo, an amount up to 15% by weight Mn, at least about 8% by weight Ni, and about 0.8 to about 0.97% by weight N, with the balance being Fe. It has been discovered that forming an alloy of this chemistry using nitrogen gas atomization process, followed by a consolidation process, the alloy is less likely to form detrimental ferrite, stable nitride and sigma phases, without the need for further processing, such as solution treating and quenching. This allows for the formation of stainless steel articles having a thicker cross_section with reduced processing cost.
