$46.4 million announced for 57 new POWER grants

The Appalachian Regional Commission (ARC) recently announced its largest POWER (Partnerships for Opportunity and Workforce and Economic Revitalization) grant package to date, investing nearly $46.4 million into 57 projects across 184 counties. The award aims to leverage entrepreneurship, workforce development, and infrastructure to bolster re-employment opportunities, create jobs in existing or new industries, and attract new sources of investment.

$43.3 million announced for 51 new POWER grants

The Appalachian Regional Commission (ARC) announced $43.3 million for 51 projects in the region’s coal-impacted communities. More than half of the awards will support recovery-to-work efforts or broadband initiatives. To date, ARC has awarded over $238 million and supported 293 projects.

The Appalachian Regional Commission (ARC) announced $44.4 million in 54 awards to help expand and diversify the economy in Appalachia’s coal-impacted communities through the Partnerships for Opportunity and Workforce and Economic Revitalization (POWER) Initiative. One third (more than $14.6 million) of these investments will develop business incubators, increase access to capital, and provide other services to advance entrepreneurship in Kentucky, Ohio, Pennsylvania, Tennessee, and West Virginia.

The Appalachian Regional Commission (ARC) announced its latest round of grants for Partnerships for Opportunity and Workforce and Economic Revitalization (POWER).

The Appalachian Regional Commission (ARC) announced its latest round of grants for Partnerships for Opportunity and Workforce and Economic Revitalization (POWER). The 35 grants totaling $26.5 million support workforce training and education in manufacturing, technology, healthcare, and other industry sectors; invest in infrastructure enhancements to continue developing the region's tourism, entrepreneurial, and agriculture sectors; and, increase access to community-based capital, including impact-investing funds, venture capital, and angel investment streams. The awards are projected to create or retain over 5,400 jobs and leverage more than $193 million in private investment into 59 Appalachian counties.

The Appalachian Regional Commission has released a request for proposals for the 2018 POWER (Partnerships for Opportunity and Workforce and Economic Revitalization) Program.

The Appalachian Regional Commission has released a request for proposals for the 2018 POWER (Partnerships for Opportunity and Workforce and Economic Revitalization) Program. In this round of funding, ARC will commit up to $20 million to support efforts that create a more vibrant economic future for coal-impacted communities in the ARC region by cultivating economic diversity, enhancing job training and re-employment opportunities, creating jobs in existing or new industries, and attracting new sources of investment.

ARC awards $26 million for economic diversity

The Appalachian Regional Commission (ARC) announced $26 million in awards to expand and diversify the economy in coal-impacted communities in five states. This adds to the $47 million ARC has invested since 2015 through the Partnerships for Opportunity and Workforce and Economic Revitalization (POWER) Initiative. The 31 awards that were announced in late January are projected to create or retain more than 2,500 jobs and leverage an additional $32 million from public and private investors.

The Appalachian Regional Commission (ARC) has opened a new virtual training hub — the Appalachia Nonprofit Resource Center — to help the region’s nonprofits as they navigate the COVID crisis.

Teams from regional nonprofits are invited to apply for dedicated technical assistance coaching focusing on long-term operational sustainability during the COVID crisis, and slots for 120 organizations are available. Topics include: short-term financial management; long-term financial management; mission and operations; and fundraising.

Manufacturing wage growth supporting Appalachian economy

Earnings for Appalachian manufacturing workers grew 3.4 percent from 2012 through 2017 to an average of $63,583. The growth is in the Appalachian Regional Commission’s Industrial Make-up of the Appalachian Region, 2002-2017, which reviews employment and wages by sector across the region. Appalachian workers overall saw earnings increase by 3.7 percent over the five years.

Recent Research: What makes place-based economic development policies work?

Place-based economic development is back near the center of federal policy, from Opportunity Zones to the CHIPS and Science Act. That renewed attention comes with a familiar problem: decades of enterprise zones, tax incentives, infrastructure investments, and other geographically targeted programs have produced results that are hard to summarize cleanly. In a new NBER working paper, Matthew Freedman and David Neumark ask the better question: not simply whether or not these policies work, but under what conditions they might work, for whom, and why. Their review points to a practical conclusion: policy design matters and targeting a distressed community with development-focused financial incentives is rarely enough on its own.

A BBBRC grant builds momentum for a highly trained semiconductor workforce

For the civic leaders of Osceola County, the Great Recession of 2008 made clear that they could not base their economy so heavily on travel and tourism. By the time COVID-19 hit in 2020, they knew the steps they had taken to diversify their economy were the right ones. When the Build Back Better Regional Challenge (BBBRC) opportunity arose in 2021, the county and its partners were well-positioned to operationalize the benefits the grant presented to the region and create a trained workforce for a recently attracted semiconductor industry. How did Osceola County get here? There are potential approaches to emulate by more areas of the county dependent on low-wage sectors like tourism or, for that matter, extraction-focused regions subject to “boom and bust.”

The impact of tax incentives on early-stage company investment varies

One persistent question in economic development policy is how incentives impact private sector investment decisions. Recent and ongoing research from Murillo Campello and Guilherme Junqueira of the University of Florida, published in the National Bureau of Economic Research working paper series, explores the impact of the Qualified Small Business Stock (QSBS) program on venture capital risk-taking. The researchers found that the availability of QSBS tax benefits strongly influences venture capital investment behavior, specifically in traditionally structured venture capital funds. They also found no similar behavior among angel or corporate investors, an insight that may hold important program design and policy lessons for the TBED community.
