Women hold only 9 percent of equity value in their startups, report finds

While women comprise approximately 33 percent of the combined founder and employee workforce at startup companies, they hold just 9 percent of all equity value in those companies, according to The Gap Table from Carta – a software platform for managing startup equity and ownership. The new report was based upon capitalization table (cap table) data from more than 6,000 companies with a combined total of nearly $45 billion in equity value.

While women comprise approximately 33 percent of the combined founder and employee workforce at startup companies, they hold just 9 percent of all equity value in those companies, according to The Gap Table from Carta – a software platform for managing startup equity and ownership. The new report was based upon capitalization table (cap table) data from more than 6,000 companies with a combined total of nearly $45 billion in equity value. The cap table is a list of owners of a company and includes information about the percentages of ownership, equity dilution, and value of equity in each round of investment. The researchers found that:

  • Women make up 35 percent of equity-holding employees, but only hold 20 percent of employee equity; and,
  • Women make up 13 percent of founders, but hold 6 percent of founder equity.

New York Ventures to Oversee State’s Innovation Investment Funds

This week marked the launch of New York Ventures, an Empire State Development program dedicated to encouraging innovation and fueling economic growth in communities across New York. The program is derived of three separate funds: the $100 million New York State Innovation Venture Capital Fund; the $45 million Innovative NY Fund; and, the $2 million Minority- and Women-Owned Business Investment Fund. As part of the New York Ventures launch, Empire State Development also announced the NYS Innovation Venture Capital Fund’s close on financing for two New York-based tech companies.

Financial hurdles for minority small businesses appear on both sides of the banker’s desk

More Women Than Ever Seek Startup Capital, But Barriers Remain

In 2009, only 9.5 percent of venture-backed startups had a female founder, according to a research by CrunchBase. By 2014, that figure had almost doubled, reaching 18 percent. During that period, the absolute number of companies with a female founder quadrupled. More women are also seeking early stage funds.

New SBA Program Will Increase Availability of Small Loans for Small Businesses

Starting in the spring, a new Small Business Association (SBA) loan program — the Community Advantage loan program— will increase the availability of loans (up to $250,000) to: 1) small businesses, 2) firms that are less than two-years old or 3) those owned by veterans. The program specifically will target businesses in low- to moderate-income communities. Currently, small businesses face difficulty receiving loans of this size due to perceived risk involved (historically high default rates).

Recent Research: What makes place-based economic development policies work?

Place-based economic development is back near the center of federal policy, from Opportunity Zones to the CHIPS and Science Act. That renewed attention comes with a familiar problem: decades of enterprise zones, tax incentives, infrastructure investments, and other geographically targeted programs have produced results that are hard to summarize cleanly. In a new NBER working paper, Matthew Freedman and David Neumark ask the better question: not simply whether or not these policies work, but under what conditions they might work, for whom, and why. Their review points to a practical conclusion: policy design matters and targeting a distressed community with development-focused financial incentives is rarely enough on its own.

A BBBRC grant builds momentum for a highly trained semiconductor workforce

For the civic leaders of Osceola County, the Great Recession of 2008 made clear that they could not base their economy so heavily on travel and tourism. By the time COVID-19 hit in 2020, they knew the steps they had taken to diversify their economy were the right ones. When the Build Back Better Regional Challenge (BBBRC) opportunity arose in 2021, the county and its partners were well-positioned to operationalize the benefits the grant presented to the region and create a trained workforce for a recently attracted semiconductor industry. How did Osceola County get here? There are potential approaches to emulate by more areas of the county dependent on low-wage sectors like tourism or, for that matter, extraction-focused regions subject to “boom and bust.”

The impact of tax incentives on early-stage company investment varies

One persistent question in economic development policy is how incentives impact private sector investment decisions. Recent and ongoing research from Murillo Campello and Guilherme Junqueira of the University of Florida, published in the National Bureau of Economic Research working paper series, explores the impact of the Qualified Small Business Stock (QSBS) program on venture capital risk-taking. The researchers found that the availability of QSBS tax benefits strongly influences venture capital investment behavior, specifically in traditionally structured venture capital funds. They also found no similar behavior among angel or corporate investors, an insight that may hold important program design and policy lessons for the TBED community.
