Report: Better outcomes for students at Tribal Colleges and Universities with entrepreneurship courses

A new report from the Minority Business Development Agency (MBDA) highlights the impact of business and entrepreneurship courses at Tribal Colleges and Universities (TCUs), which have long served as bastions of cultural identity at many American Indian and Alaskan Native reservations and important economic drivers in these prominently rural areas.

Focus on inclusive ecosystems to build entrepreneurship and growth

A new report from the Kansas City Federal Reserve and Opportunity HUB (OHUB) reveals the importance of building an inclusive entrepreneurship ecosystem. Authored by Dell Gines of the Kansas City Federal Reserve and Rodney Sampson, chairman and chief executive officer of Opportunity Hub, the report examines how entrepreneurship ecosystem building has lacked an emphasis on issues of diversity, equity and inclusion.

BX Challenge supports diverse entrepreneurs in Chicago area

The Blackstone Charitable Foundation has announced its first cohort of eight organizations in the Chicago-area entrepreneurship challenge. Named the BX Challenge, up to $3 million in grant funding will be provided over three years to innovative organizations that effectively recruit and support diverse entrepreneurs and scale startups in the Chicago area. The selected programs will serve underserved populations, including communities of color, women, veterans, and immigrants.

First Census-Led Annual Survey of Entrepreneurs Finds Women, Minorities Underrepresented

Researchers of American entrepreneurship now have a timelier socio-economic portrait of the nation’s employer-owned businesses as a result of a public-private partnership between the U.S. Census Bureau, the U.S. Department of Commerce’s Minority Business Development Agency, and the Kauffman Foundation.

New Delta Regional Authority Initiative Targets Student Entrepreneurs at HBCUs

In an effort to advance entrepreneurship among their student bodies and grow their regional entrepreneurship ecosystems, six historically black colleges and universities (HBCUs) will receive up to $24,000 in support services as part of a new program from the Delta Regional Authority. Funds from the HBCU Entrepreneurial Ecosystem Initiative will primarily be used for universities to work with partners to identify entrepreneurial resources within the regional system, categorize strengths and weaknesses, and to strategically build around opportunities. Additionally, the selected schools will each host a two-day technical assistance and rapid acceleration workshop that seeks to teach student entrepreneurs about the types of skills and resources needed to launch and scale businesses. Student entrepreneurs will then pitch their ideas for a chance to be selected to present at Founders Weekend, where finalists will receive mentorship with successful minority entrepreneurs, business model development, and other services.

Indices Examine Conditions, Top Places for High-Potential Female Entrepreneurship

Two recently released indices assess countries and cities on the characteristics that enable female entrepreneurship. The 2015 Female Entrepreneurship Index finds the U.S., Australia, the U.K., Denmark and the Netherlands offer the world’s most attractive environments for high-potential female entrepreneurship. Meanwhile, the Dell Women Entrepreneur Cities Index ranks New York City, California’s Bay Area, London, Stockholm and Singapore as the top cities for female entrepreneurship.

SBA Announces 2015 80-Member Class for Growth Accelerator Fund Competition

At a White House event, the Small Business Administration (SBA) announced approximately $4 million to prizes to 80 growth accelerators in 43 states the District of Columbia and Puerto Rico through the second round of its Growth Accelerator Fund Competition. Launched in 2014, the competition makes awards of $50,000 each to help fund operating budgets for accelerators and other entrepreneurial ecosystem models in parts of the country where there are fewer conventional sources of access to capital (e.g., venture capital and angel capital investors).

Entrepreneurship and Inclusive Economic Growth

Around the world, increased attention is being paid to inclusive economic growth, which, according to the World Bank, suggests that for growth to be sustainable in the long run it should be broad-based across sectors and inclusive of the large part of the country’s labor force, regardless of demographics.

U.S. Business Founders Becoming More Diverse, According to Census Bureau

Between 2007 and 2012, the number of women-owned businesses in the U.S. grew by more than 27 percent, according to data from the U.S. Census Bureau’s Survey of Business Owners. The agency reports that women owned about 9.9 million businesses in 2012, about 36 percent of all firms. In 2007, only 29 percent of businesses were owned by women.  Business ownership also appears to have become a bit more racially diverse during those years, with the share of minority business-owners growing from 21 percent to 29 percent.

New Reports Outline Strategies to Support Female Entrepreneurs, Accelerate Economic Growth in Wisconsin, U.S.

Women as business owners may be an underutilized resource for economic development and growth in the state of Wisconsin, according to a recent study from researchers at the University of Wisconsin-Madison (UW-Madison) – Women Business Leaders Across Wisconsin, 1990-2011. The researchers found that women-owned or managed more than 80,000 Wisconsin-based businesses (nearly 19 percent of all businesses) in 2011.

Recent Research: Can Women Entrepreneurs Help Overcome Decline in U.S. Business Creation?

The U.S.s entrepreneurial culture, long celebrated as a key element in the country’s economic success, is being threatened by several long-term trends, according to a paper from the Brookings Institution’s Robert Litan and Ian Hathaway. Over the past 30 years, U.S. business starts have slid downward, with many experts and policymakers offering their own explanations for the trend. Litan and Hathaway examine the data and note two possible causes: regional population decline and business consolidation.

Michigan Orgs Awarded $25M to Support Entrepreneurs

The Michigan Economic Development Corporation (MEDC) recently announced the recipients of $25 million in awards from Michigan's 21st Century Jobs Fund. Each of the eight organizations receiving the awards will use the funding to support Michigan entrepreneurs and technology commercialization. The largest single allotment, $10.8 million, will benefit Ann Arbor SPARK, which plans to replenish its Michigan Pre-Seed Capital Fund with the award. Other recipient organizations will be offering capital and business assistance around the state.

Former Secretary Clinton Announces $86.5M in Public-Private Initiatives

On her last day, Secretary of State Hillary Rodham Clinton announced several State Department initiatives that aim to have a global impact. A number of those that will be funded focus on technology-based development. The program wPower seeks to advance women's clean energy entrepreneurship around the world by supporting 7,000 women to launch small businesses around energytechnologies that might increase energy access in their area.

Recent Research: Gender Gap in Entrepreneurship Impedes Innovation

Recent Research: What makes place-based economic development policies work?

Place-based economic development is back near the center of federal policy, from Opportunity Zones to the CHIPS and Science Act. That renewed attention comes with a familiar problem: decades of enterprise zones, tax incentives, infrastructure investments, and other geographically targeted programs have produced results that are hard to summarize cleanly. In a new NBER working paper, Matthew Freedman and David Neumark ask the better question: not simply whether or not these policies work, but under what conditions they might work, for whom, and why. Their review points to a practical conclusion: policy design matters and targeting a distressed community with development-focused financial incentives is rarely enough on its own.

A BBBRC grant builds momentum for a highly trained semiconductor workforce

For the civic leaders of Osceola County, the Great Recession of 2008 made clear that they could not base their economy so heavily on travel and tourism. By the time COVID-19 hit in 2020, they knew the steps they had taken to diversify their economy were the right ones. When the Build Back Better Regional Challenge (BBBRC) opportunity arose in 2021, the county and its partners were well-positioned to operationalize the benefits the grant presented to the region and create a trained workforce for a recently attracted semiconductor industry. How did Osceola County get here? There are potential approaches to emulate by more areas of the county dependent on low-wage sectors like tourism or, for that matter, extraction-focused regions subject to “boom and bust.”

The impact of tax incentives on early-stage company investment varies

One persistent question in economic development policy is how incentives impact private sector investment decisions. Recent and ongoing research from Murillo Campello and Guilherme Junqueira of the University of Florida, published in the National Bureau of Economic Research working paper series, explores the impact of the Qualified Small Business Stock (QSBS) program on venture capital risk-taking. The researchers found that the availability of QSBS tax benefits strongly influences venture capital investment behavior, specifically in traditionally structured venture capital funds. They also found no similar behavior among angel or corporate investors, an insight that may hold important program design and policy lessons for the TBED community.
