The impact of tax incentives on early-stage company investment varies

Wednesday, September 9, 2026
One persistent question in economic development policy is how incentives impact private sector investment decisions. Recent and ongoing research from Murillo Campello and Guilherme Junqueira of the University of Florida, published in the National Bureau of Economic Research working paper series, explores the impact of the Qualified Small Business Stock (QSBS) program on venture capital risk-taking. The researchers found that the availability of QSBS tax benefits strongly influences venture capital investment behavior, specifically in traditionally structured venture capital funds. They also found no similar behavior among angel or corporate investors, an insight that may hold important program design and policy lessons for the TBED community.

VC investment trends: Shrinking, growing, or just moving?

Wednesday, July 22, 2026

While repeatedly writing about VC investment trends over the past year can feel a little like the movie Groundhog Day, like the film, the story is more nuanced than it would first appear. Sure, the overall message of high-dollar deals driving headlines and boosting investment levels to record heights persists, but there are some emerging trends deeper in the data that bear exploring to see if there are issues or opportunities that impact how TBED investors allocate resources going forward.

What to expect when you’re expecting (investment returns)

Wednesday, July 8, 2026
Following SSTI’s recent look at the timing and type of exits, we continue our look at investment activity to characterize returns on investments so that TBED investors can more accurately project and adjust program parameters to support long-term sustainability. Accurate data on venture capital investment returns and fund performance on private investment vehicles is not readily or consistently available. Anecdotal stories  and the occasional press release on a major transaction exist, but VC exits are often done quietly. As such, parties interested in understanding performance outcomes must rely on focused reports and other aggregate data.

What TBED investors need to know about exits

Thursday, June 4, 2026
The venture capital market is undergoing significant structural changes, and TBED organizations are under increasing pressure to adjust existing and develop new strategies to meet evolving market conditions and address emerging gaps. For TBED investors, modeling how long investments must be held and what the exit paths are is critical for setting expectations with stakeholders, projecting fund utilization, and anticipating returns that can be reinvested. To that end, SSTI examined over 6,000 exits from VC-backed companies listed in PitchBook with identified nonprofit or government investments to characterize what TBED investors can expect. Our analysis found that it is taking more time and more rounds for companies to find successful exits, putting additional pressure on venture development organization (VDO) and other TBED portfolios by consuming scarce resources and limiting opportunities to reinvest proceeds.

Entrenched parties, resistance to change, stifling economic opportunities in ESG

Thursday, November 2, 2023

By April of 2023, state legislatures had filed 99 anti-ESG bills, according to Reuters. Many of these bills are motivated by the perception that investors who prioritize environmental, social, and governance (ESG) compliance by companies in which they are investing are imposing their political beliefs on others.

New SEC regulations on investments related to China

Thursday, January 13, 2022

The U.S. Securities and Exchange Commission (SEC) recently released guidance through its Division of Corporation Finance to address the risks of investing in companies that are based in or have a majority of their business operations in the People’s Republic of China. This action continues a trend of expanding regulation of investments related to China, and the SEC’s statement clarifies that the purpose of the disclosures is to protect investors from recently-enacted restrictions by the Chinese government on China-based companies in regard to raising capital from foreign investors.

University endowments see uncertain success in returns from alternative assets

Thursday, October 14, 2021

Across the United States, universities’ endowments have seen a large return in their portfolios in the past year, according to a recent PitchBook report. This trend was most notable in well-known universities with large endowments. The University of North Carolina reported a 42.3 percent return, Duke University reported a 56 percent return, and Washington University in St. Louis reported a 65 percent return. These gains are largely attributed to their investments in alternative assets like venture capital and private equity.

Thursday, July 29, 2021

The PitchBook-NVCA Venture Capital Monitor for the first half of 2021 reveals that the market is set to break a number of investing records, but strikingly, the record levels of investment activity are all being set by the later stages of investment. At the other end of the funnel, activity is increasing, but not at the same pace as the overall market.

Recent Research: Researchers find investment tax credits drive out successful investors

Thursday, May 13, 2021

“The Achilles Heel of Reputable VCs,” a recent paper by Nuri Ersahin et al., finds that the most successful venture capital (VC) funds make fewer and smaller investments in states after investment tax credits go into effect. These VCs also co-invest with fewer firms, are less likely to invest in “serial” entrepreneurs and experience fewer positive exits after the introduction of the tax credit.

SEC open for public comment on proposed ‘finders’ exemptions

Thursday, October 15, 2020

"Finders," those who connect potential investors with issuers (e.g., startups seeking funding) within private markets, would not be required to register as brokers under recently proposed Securities and Exchange Commission (SEC) exemptions. Currently, individuals who work to connect investors and issuers — including simply providing issuers with a contact list and regardless of whether any advice is provided or whether the connection is made on behalf of one of the parties to any investment — may be required to register with the SEC as a broker.

New report highlights trends in habits, outcomes of angel investing

Thursday, September 24, 2020

A recent report by PitchBook indicates that angel investing is seeing fewer unique participants and a greater share of activity from groups than individuals. The same report provides an analysis of startup outcomes based on whether the company began with an angel or venture capital (VC) round and finds companies with angel backing initially look stronger but have a more mixed record over the long-term.

Startups, investors may bear brunt of escalating US-China tensions

Thursday, January 17, 2019

Last week, U.S. trade representatives traveled to Beijing for a round of trade talks with the hope of coming to an agreement that would end the U.S.-Chinese trade dispute. Alongside large corporations, many U.S. tech startups are watching the results of these talks with a close eye because they face significant concerns over the impact that increased tariffs will have on their business. Alongside large corporations, many U.S. tech startups are watching the results of these talks with a close eye because they face significant concerns over the impact that increased tariffs will have on their business. But while tariffs have garnered most of the press attention, U.S. startups also face reduced access to foreign capital, increased regulatory scrutiny, and potential talent issues. Conversely, China is developing new strategies to ensure that more investment dollars will remain in their domestic startup capital community.

Recent Research: What makes place-based economic development policies work?

Wednesday, September 9, 2026
Place-based economic development is back near the center of federal policy, from Opportunity Zones to the CHIPS and Science Act. That renewed attention comes with a familiar problem: decades of enterprise zones, tax incentives, infrastructure investments, and other geographically targeted programs have produced results that are hard to summarize cleanly. In a new NBER working paper, Matthew Freedman and David Neumark ask the better question: not simply whether or not these policies work, but under what conditions they might work, for whom, and why. Their review points to a practical conclusion: policy design matters and targeting a distressed community with development-focused financial incentives is rarely enough on its own.

A BBBRC grant builds momentum for a highly trained semiconductor workforce

Wednesday, September 9, 2026
For the civic leaders of Osceola County, the Great Recession of 2008 made clear that they could not base their economy so heavily on travel and tourism. By the time COVID-19 hit in 2020, they knew the steps they had taken to diversify their economy were the right ones. When the Build Back Better Regional Challenge (BBBRC) opportunity arose in 2021, the county and its partners were well-positioned to operationalize the benefits the grant presented to the region and create a trained workforce for a recently attracted semiconductor industry. How did Osceola County get here? There are potential approaches to emulate by more areas of the county dependent on low-wage sectors like tourism or, for that matter, extraction-focused regions subject to “boom and bust.”
