Innovation on hold for 1-out-of-4 SBIR winners

Federal agencies fail, on average, 24 percent of the time to notify applicant small businesses of award decisions within required deadlines. A small business has a zero percent chance of being able to plan to start an innovation project within six months if they apply to ARPA-E (the Department of Energy’s Advanced Research Projects Agency) or the Defense Threat Reduction Agency, both of which never met the deadline.

How SBIR/STTR spent $2.7 billion in FY 2016

The U.S. Small Business Administration (SBA) released its FY 2016 annual report for the $2.4 billion obligated by the Small Business Innovation Research (SBIR) program and $313.6 million by the Small Business Technology Transfer (STTR) programs. The report includes the number and dollar amount of SBIR and STTR awards for each state. New Phase I SBIR awards by agency are summarized in the following table.

SBIR Award Programs Wrestle with Minority Outreach

Funded through a small tax on extramural research budgets, Small Business Innovation Research (SBIR) awards are offered by 11 federal agencies with an overall goal of backing innovation by small businesses. With a typical maximum of $150,000 for phase I awards and $1 million for phase II awards, SBIR programs have had varying degrees of success – especially when factoring in their explicit mandate to enhance opportunities for women and minorities.

SBA Amends Regulations Governing Size, Eligibility for SBIR & STTR Programs

The Small Business Administration (SBA) announced new amendments to regulations governing size and eligibility for the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. Effective January 28, 2013, the new SBA rules address ownership, control and affiliation for participants in the SBIR and STTR programs including participants that are majority-owned by multiple venture capital operating companies, private equity firms or hedge funds.

White House Directs Federal Agencies To Speed Commercialization

The Obama administration recently announced two directives to accelerate the commercialization of research and provide small businesses with streamlined access to federal resources. In his announcement, President Obama tied the directives to his administration's recent jobs push, and noted the need to bypass Congress in order to quickly implement the changes.

What to expect when you’re expecting (investment returns)

Following SSTI’s recent look at the timing and type of exits, we continue our look at investment activity to characterize returns on investments so that TBED investors can more accurately project and adjust program parameters to support long-term sustainability. Accurate data on venture capital investment returns and fund performance on private investment vehicles is not readily or consistently available. Anecdotal stories  and the occasional press release on a major transaction exist, but VC exits are often done quietly. As such, parties interested in understanding performance outcomes must rely on focused reports and other aggregate data.
