There is so much happening in state and local tech-based economic development across the country that we’re adding a new Digest feature: the Regional Roundup. Our goal is to provide 1-2 sentence coverage of news stories, reports and resources demonstrating the variety of activities underway to build a stronger tech-based economy. Of course, whenever possible, we’ll include a link or contact for more information.
South Dakota Creates Technology Council; Proposes Scholarships
In December, Governor Bill Janklow created the South Dakota Math, Science and Technology Council to encourage more interest in math, science, and technology at all levels of education. The council's duties include: identifying major opportunities for coordinating math, science, technology and research efforts; promoting coordination of public and private initiatives in those areas; pursuing federal and private funding; and, identifying ways to create jobs in South Dakota in those areas.

PRESIDENT’S BUDGET DRAWS MIXED REVIEWS FROM CONGRESS
Senators Bill Frist (R-TN) and Joe Lieberman (D-CT), Co-chairs of the Science & Technology Caucus, issued a joint statement reacting to the Clinton Administration’s FY 2000 budget request for R&D. Calling the President’s request a "mixed blessing," the senators praised the commitment to civilian R&D, while disagreeing with proposed cuts for defense research of nearly six percent.
ASTF SEEKS GROUP PROJECTS ADMINISTRATOR
The Alaska Science and Technology Foundation (ASTF) seeks a Group Projects Administrator to work with industry on R&D projects to benefit the Alaska economy and to track project results. The position requires training and experience in project management with sufficient technical and/or business background to work productively with scientists or engineers to identify economically feasible projects.
CII SEEKS DIRECTOR OF RENEWABLE ENERGY INVESTMENT FUND
Connecticut Innovations, Inc. (CII) is seeking a manager for its Renewable Energy Investment Fund. Responsibilities of the position include providing strategic planning and program direction for the Renewable Energy Investment Fund program. After seven years of serving as the first president of the Connecticut Technology Council, Laura Kent is resigning her position at the end of June. The Council now boasts over 400 members.
Connecticut Releases Draft Plan for IT Workforce Development
With 26 percent more of its workforce involved in information technology (IT) than the national average and with IT-producing industries growing faster in the state than the national average, Connecticut has possibly felt the pinch of the IT worker shortage more than other parts of the country. Add to that the fact that the number of IT-related graduates from the state’s universities and community colleges declined during the late 1990s.

Browse the business section of your local bookstore and you'll see dozens of titles preaching the need for companies to adopt, adapt and innovate. The continuing restructuring of the U.S. durable manufacturing sector, as alluded to in the Useful Stats piece below, is a vivid example of the importance of abandoning old mindsets for industry: change or die.
Connecticut Releases State Technology Study
The Role of Technology in the Connecticut Economy, a new report produced by the Connecticut Technology Council (CTC), provides a comprehensive analysis of the role of technology in the state's economy. Overall, the report reveals both a strong technology contribution to the Connecticut economy, as well as the state's dependence on technology for achieving its economic potential.

South Dakota Sees Progress as Clock Ticks on 2010 Initiative
While many states will lay out strategic plans with quantifiable goals to measure success, South Dakota in 2003 was one of the first SSTI noticed to use a specific target for its gross state product (GSP) as one of the measures. According to the latest annual review, South Dakota officials feel they are making significant strides in its goal of adding $10 billion to its GSP by 2010.
Connecticut Innovations Nets $21 Million In FY 1999
After only ten years of investments, Connecticut Innovations, Inc. achieved a net income of $21.4 million in 1999, according to Connecticut Innovations’ latest annual report. The corporation reversed a deficit of over $20 million in retained earnings accumulated through 1995 to a positive $24.7 million by June 30, 1999. The corporation's record provides one of the strongest examples of successful state-funded, technology-based seed and venture capital investment to date.
2000 Connecticut Legislature Focuses on Technology
The 2000 session of the Connecticut legislature proved to be an active and favorable one for the state’s technology community and Connecticut Innovations, Inc. The Connecticut Technology Council summarized the session this way, “For the first time in recent memory, the debate at the Capitol was not over whether legislation affecting tech companies would pass, but which legislation affecting tech companies would pass.”
Hawaii, Connecticut Support Alternative Energy Tech Demos
They may be separated by more than 6,000 miles, but tech-based economic development initiatives in Hawaii and Connecticut have adopted similar strategies to encourage the commercialization of alternative energy technologies: they're buying them.

The nonprofit Challenger Learning Center of Alaska Board of Directors recently announced the hiring of Sharon Gherman as its new Executive Director. Gherman was the former K-12 program executive for the Alaska Science and Technology Foundation.
Governors-elect Outline Support for Tech-Based Economic Development
While the 2002 election marked the return of Republican control of the U.S. Senate and the departure of a number of governors that had been strong supporters of investing in science and technology (e.g., John Engler of Michigan, Angus King of Maine, and Roy Barnes of Georgia), it may also mark the beginning point of a new group of governors that embrace technology-based economic development as a focal point of their administrations.

J.A. Hans Roeterink, chief technical officer and vice president of network operations for T-Systems in New York, is the new executive director of the Alaska Science & Technology Foundation. Roeterink begins Nov. 1, succeeding Jamie Kenworthy.
