For nearly every budget issue SSTI has prepared during the first decade of the 21st century, our opening paragraphs read like obituaries. The previous administration was ideologically opposed to the government taking an active role to support economic development, even tech-based economic development, beyond increases for university and federally based research. Spending for federal programs that support regional community and economic growth were slashed repeatedly.

J. Mike Books is leaving his post with the Indiana Health Industry Forum to become the first economic development director for the city of Columbia, Missouri. He also will serve as president of the Regional Economic Development Inc. Brooks will assume his new responsibilities on July 15.

The second installment of SSTI's Tech Talkin' Govs series includes excerpts from speeches delivered in Alaska, Colorado, Missouri, and New Mexico. Our first installment was in the Jan. 11 Digest. Alaska Gov. Sean Parnell, State of the State Address, Jan. 19, 2012 "I also thank you for working with me to create a merit scholarship that gives all Alaska's children an incentive to complete a more rigorous high school curriculum. ... "... In its first year, this scholarship has been a remarkable success. Now we must secure it for future years.

As many states near the mid-point of their 2012 legislative sessions, we thought it would be a good time to take a look at some of the bills advancing in statehouses that could impact states' efforts to improve economic conditions. Several states are seeking to advance access to capital initiatives as they continue to struggle with declining revenue and tight credit restrictions. The following overview provides a sampling of TBED bills supporting access to capital, R&D enhancements and higher education standards.

Providing Access to Capital

While election night's main focus was on the presidential race, the importance of ballot measures for states and metros is growing as public services and budgets are being severely trimmed. A recent article in The New Republic reports on a new trend where states are embracing ballot measures as a potential source of dedicated funds for targeted investments in regional economic growth and development.

Amid the economic uncertainty surrounding fiscal cliff negotiations, and what it means for states, some governors are erring on the side of caution when it comes to funding recommendations for the upcoming year. At the same time, several state budget officers are projecting significant revenue shortfalls in the current fiscal year or biennium as a result of lower than expected tax collections.

The University of Kansas' Center for Technology Commercialization is seeking a director that will be responsible for effectively managing faculty-generated intellectual property across all the University of Kansas campuses and deploying it for the greater social good.

The Kansas Bioscience Authority (KBA) has launched a collaborative partnership of more than 90 contract research organizations (CROs) to help the region compete in the pharmaceutical and medical device industries. BioResearch Central will help promote the Greater Kansas City region as a destination for pharmaceutical R&D at a time when drug companies are increasingly looking overseas for their contract research needs.

A newly established policy academy providing guidance and technical assistance will help seven states improve their environment for innovation and align state R&D investments, workforce development and education systems with current and future needs of advanced manufacturing industries. The policy academy will help each state develop a plan or overcome barriers for putting a plan into action through a highly interactive team-based process that includes input from NGA, MEP, EDA, SSTI, private sector consultants, and research organizations.

This week's Digest covers two new independent reports that separately assess two critical aspects to how well nations are prepared for the economic recovery: competitiveness and educational attainment. The news, obvious in our choice of headlines, may suggest the past year - actually several years - has not been kind to the United States relative to other nations. Reading the articles one will see, however, that it isn't time that is working against the U.S.

To help train future scientists and support cutting-edge research in health and environmental issues, Alaska Gov. Sean Parnell is recommending $109.5 million in the FY11 capital budget for the University of Alaska Life Sciences Facility in Fairbanks. The multi-purpose teaching and research facility would house the Department of Biology and Wildlife and accommodate a wide-range of research programs, reports Fairbanks Daily News-Miner.

The Kansas Bioscience Authority - Heartland Bio Ventures, and the Kansas Technology Enterprise Corporation are jointly recruiting for a federal research funding specialist.

Governors across the nation are trying to find ways to prevent their state finances from falling further in the red as revenues continue to fall while costs for Medicare and unemployment remain high. Deficit-reduction plans announced in two states seek to delay payments and cut funding to biomedical research initiatives that were established to expand the states’ research capacity and generate wealth.

Maine Gov. Paul LePage has nominated George Gervais, the acting commissioner of the Maine Department of Economic and Community Development as commissioner. His nomination must be reviewed by the Joint Standing Committee on Labor, Commerce, Research and Economic Development and confirmed by the Senate.

E. William (Bill) Colglazier, recently retired executive officer of the National Academy of Sciences and the National Research Council, has been selected the Science and Technology Advisor to Secretary of State Hilary Clinton.
