Our goal is to provide 1-2 sentence coverage of news stories, reports and resources demonstrating the variety of activities underway to build a stronger tech-based economy. Northeast-Midwest Institute Reports on Federal Spending by State
Despite small improvements, Northeast and Midwest regions lag behind the South and West in terms of dollars returned to states from taxes sent to Washington, according to a report issued by the Northeast-Midwest Institute.
ASTF Releases First S&T Innovation Index

FEDERAL LABS SUPPORT AUTO INITIATIVE
Seven federal labs from the Federal Laboratory Consortium’s Midwest Region - representing the Air Force, Army, Navy, Department of Energy, NASA, Department of Agriculture, and the Environmental Protection Agency (EPA) - are cooperating in an initiative to help automotive manufacturers and suppliers access the resources of the federal laboratory system.
ASTF SEEKS GROUP PROJECTS ADMINISTRATOR
The Alaska Science and Technology Foundation (ASTF) seeks a Group Projects Administrator to work with industry on R&D projects to benefit the Alaska economy and to track project results. The position requires training and experience in project management with sufficient technical and/or business background to work productively with scientists or engineers to identify economically feasible projects.

Christopher Hagen is serving as Nevada’s Science & Technology Advisor for the next 18 months. The position will be completely funded by Bechtel Nevada, Mr. Hagen’s employer of 22 years.
VC Conference Correction
In the June 11, 1999 SSTI Weekly Digest, a mistake was made. The Great Midwest Venture Capital Conference has not yet selected any of the 30 presenting companies for the 1999 conference. Midwest VC Conference Seeks Presenters
The Ninth Annual Great Midwest Venture Capital Conference will be held November 8-9, 1999 in Indianapolis, Indiana. The Indiana Business Modernization & Technology Corp. (BMT) is seeking applications from emerging technology businesses to present their business profiles and capital needs to a variety of potential investors at the event.

The nonprofit Challenger Learning Center of Alaska Board of Directors recently announced the hiring of Sharon Gherman as its new Executive Director. Gherman was the former K-12 program executive for the Alaska Science and Technology Foundation.
Governors-elect Outline Support for Tech-Based Economic Development
While the 2002 election marked the return of Republican control of the U.S. Senate and the departure of a number of governors that had been strong supporters of investing in science and technology (e.g., John Engler of Michigan, Angus King of Maine, and Roy Barnes of Georgia), it may also mark the beginning point of a new group of governors that embrace technology-based economic development as a focal point of their administrations.

J.A. Hans Roeterink, chief technical officer and vice president of network operations for T-Systems in New York, is the new executive director of the Alaska Science & Technology Foundation. Roeterink begins Nov. 1, succeeding Jamie Kenworthy.

ASTF Seeks Executive Director As Kenworthy Announces Retirement
The state technology-based economic development community is losing one of its most dynamic and longest-serving leaders by the end of the year. Jamie Kenworthy, executive director of the Alaska Science & Technology Foundation (ASTF), has announced his retirement effective December 1.
Alaska Abandons Bid for Tech Future with ASTF Demise
Whether it is oil, gas, logging or fishing, only one other state in the nation, Alaska, is as dependent on natural resource extraction as Wyoming. Using tech-based economic development to diminish the impact of the boom and bust cycles experienced by all "colonial" economies to diversify the state's economy has been one of the goals of Alaska's gubernatorial leaders since 1988, with the creation and continuation of the Alaska Science and Technology Foundation (ASTF).

Useful Stats: Top 100 NIH Cities and Five-Year Funding by State
The National Institutes of Health (NIH) data on the top 100 cities for NIH awards in FY 2003 indicates Boston reasserted its leadership over New York for the top spot by increasing its spread by $401 million. Philadelphia and Baltimore remain in third and fourth place for the second year.

Mark Rudin, the interim vice president for research and graduate dean at the University of Nevada, Las Vegas, will become the vice president for research at Boise State University, effective Jan. 1.
Alaska Authorizes Nearly Eight-fold Increase in Public VC Investments
The available pool of equity capital grew substantially last Thursday as the board of trustees for the $31.7 billion Alaska Permanent Fund approved the placement of 8 percent of the fund's value into alternative assets, such as venture capital funds and hedge funds. The Associated Press reports the current value of all alternative investments held by the Permanent Fund totals $292 million.
