State universities and research programs depend on public support to develop and commercialize new technologies, but the actual science involved in these discoveries can seem intimidating and arcane to the layman. How then should a state go about engaging the public in scientific research?

 

In his inaugural address last week, Vermont Gov. Jim Douglas announced a four-part plan to bolster research and high-tech economic development. The governor’s Vermont Way Forward strategy would promote high-tech business, particularly in the state’s emerging environmental engineering industry. In addition, the strategy includes a plan to make Vermont what the governor says would be the country’s first “e-state,” one in which universal access to broadband and wireless technology are available anywhere within the state’s borders.

The gradual aging of the American workforce and the domestic migration of young workers may be at fault for slow economic growth in many states that have historically been successful in promoting high-tech business, according to this year’s Index of the Massachusetts Innovation Economy.

In SSTI's final look at the 2004 State of the State and Budget addresses, the importance of building tech-based economies continues to be emphasized by governors across the country. Below are excerpts from speeches given in Alabama, Maryland, Minnesota, Oklahoma, Pennsylvania and Rhode Island.

A quick scan of most state innovation indices and report cards will reveal Massachusetts is on the short list for comparison of what others states would like to achieve. But a leadership spot in the innovation economy is not being taken for granted in the Commonwealth.

It's one thing to call your entrepreneurship education efforts the best, but it's another when more than 950 of your peers from around the country do. The entrepreneurship program at Harvard Business School (HBS) recently won the top award for MBA programs nationwide from the United States Association for Small Business and Entrepreneurship (USASBE), an organization devoted to entrepreneurship education and development.

A new report from the Massachusetts Technology Collaborative (MTC) finds the federal government’s expanding investment in Homeland Security-related research is already proving a major boon to the high tech economy in Massachusetts, but the state’s overall leadership in federally-funded research and development (R&D) is under intensifying pressure from states throughout the country.

The city of Montpelier, Vt., will soon join the ranks of other high-tech cities as it prepares to implement its first Wi-Fi “hotzone” in the central downtown area. With support from Senator Patrick Leahy (D-Vt), city officials and local businesses, the Vermont Broadband Council recently launched MontpelierNet, a high-speed Internet network that will bring wireless broadband Internet access to the city.

Overall retention rates for female engineering graduates has remained steady over the last few years, and according to the latest survey from the American Society for Engineering Education, a significant percentage of women are focusing on the less traditional fields of engineering.

Convergence Group Formed in Silicon Valley

Former president and CEO of the Columbus Technology Council William "Sandy" White is the new CEO of the University of Alabama at Birmingham Research Foundation.

The National Business Incubation Association (NBIA) recently held its 18th International Conference in Atlanta, honoring excellence in business incubation programs, graduates and client companies. NBIA, a nonprofit organization, works to advance incubation and entrepreneurship. This year’s recipients include:

Robin Siss, Vermont's first commissioner for the Department of Information and Innovation, has announced her resignation. Siss began the position in August. Denise Fehr will serve as acting commissioner.

The National Science Foundation has released a new statistical report entitled Federal Funds for Research and Development: Fiscal Years 2001, 2002, and 2003. Included among the 112 tables are 10 presenting the 2001 data by geographic distribution, performer and federal agency.

The launch of a targeted small business development program designed to foster the success of new high growth, high-tech firms in Vermont was announced last month at a press conference by Sen. Patrick Leahy, Gov. James Douglas and University of Vermont (UVM) President Daniel Fogel.

Massachusetts Gov. Mitt Romney appointed Ranch Kimball to serve as his new economic development secretary.

Although Massachusetts' universities may be at the fore of nanotechnology research and development (R&D), they must continue to win on research for the state to stay competitive for federal funds, suggests a recent report by the Massachusetts Technology Collaborative (MTC) and the Nano Science and Technology Institute (NSTI).

The University of Vermont announced that Janice St. Onge has joined the Vermont Business Center as the director of business education.

Former Massachusetts House Majority Leader Salvatore DiMasi has replaced Thomas Finneran as Speaker of the House. Finneran recently resigned to run the Massachusetts Biotechnology Council.

This past fall, Vermont released what may be the nation's first statewide effort to lay out an economic development strategy based on the creative economy theories advanced most prominently by George Mason professor Richard Florida.

Massachusetts' innovation indicators may be strong, but the conversion of innovation into new high tech jobs is lagging and the state’s median household income continues to dip, according to the latest Index of the Massachusetts Innovation Economy.
