This is the second installment of SSTI’s look at the Inaugural, Budget and State of the State Addresses delivered in the past week. With a heavy emphasis on alternative energy, TBED priorities continue to receive significant time in the speeches delivered by the nation’s governors at the start of the 2007 legislative season. The Department of Defense (DoD) distributed $152.9 million in awards under its fiscal year 2003 Phase I Small Business Innovation Research (SBIR) Program competitions. A total of 1,882 awards were selected from a pool of more than 15,000 proposals across all states and the District of Columbia.

Arkansas Wins $9M NSF Grant for Biomass Power & Nanotechnology Research
Last week, the National Science Foundation (NSF) announced that the Arkansas Science & Technology Authority (ASTA) would receive $9 million through the Experimental Program to Stimulate Competitive Research (EPSCoR) to enhance the state's research capabilities. The new funds will be used to support a broad range of activities, from attracting world-class scholars to fostering entrepreneurship, in select technology areas.

Robert Coughlin will replace Thomas Finneran as the new head of the Massachusetts Biotechnology Council by October. Coughlin is Gov. Deval Patrick's undersecretary for business development.

Gov. Patrick has appointed Sharon Gillett to head the newly created Massachusetts Department of Telecommunications and Cable. Gillett previously served as a principal research associate and chair of the Broadband Working Group for the industry-sponsored Communications Futures Program at the Massachusetts Institute of Technology and was a member of the Boston Wireless Task Force.

The Massachusetts Technology Collaborative (MTC) has released a new study entitled Index of the Massachusetts Innovation Economy. This assessment of the Massachusetts economy provides data on 33 quantitative indicators.

Using patent filing and quality as a measure of innovation, “a dollar of venture capital appears to be about three times more potent in stimulating patenting than a dollar of traditional corporate R&D,” according to a July 2000 paper by Samuel Korton (Boston University) and Josh Lerner (Harvard University).

The July-August issue of Technology Review, MIT's Magazine of Innovation, includes a special report on university research. The TR University Research Scorecard, written by TR associate editor Rebecca Zacks, ranks the top U.S. universities for their performance in patent quality (called "technological strength") and licensing revenues.
Mass. Tech. Collaborative Releases 3rd Innovation Index
The Massachusetts Technology Collaborative (MTC) has released its third annual Index of the Massachusetts Innovation Economy. The report tracks and explores the implications of 30 performance indicators on the long-term growth and stability of the Massachusetts economy. When statistics are available, Massachusetts is compared to its “leading competitor states” of California, Colorado, Minnesota, New Jersey, New York, and Texas.
Future of Innovation Identified
Curious who will shape technological innovation in 21st century? Technology Review magazine has developed for the first time a list of the top 100 innovators under the age of 35.
The list, nicknamed the TR100, was compiled by a panel of 24 judges including 3 Nobel laureates, 2 university presidents, and representatives of scientific and research organizations, businesses, venture capitalists, and the media.

On April 19, the Massachusetts Supreme Judicial Court cleared the way for the Massachusetts Renewable Energy Trust Fund to begin operations with a unanimous ruling that the funding mechanism is constitutional.
