NSF Commits $2M to Study Nanotech Implications
Two new grants, each greater than $1 million, have been awarded by the National Science Foundation (NSF) to study the societal implications of nanotechnology — the emerging discipline that seeks to control and manipulate matter on a molecular scale. The grants are the largest awards the foundation has ever devoted exclusively to research in societal implications.
Southwest Virginia Receives $4.76M for Broadband Infrastructure
Seven grants totaling nearly $4.76 million will help Southwest Virginia achieve greater high-speed bandwidth access by enabling deployment of fiber optic cable throughout much of the region. The Tobacco Indemnification and Community Revitalization Commission awarded the grants, including $2.03 million via five grants to Bristol Virginia Utilities (BVU). The balance of the funds was distributed between the Cumberland Plateau and Lenowisco planning district commissions.
Arizona Study Examines Impact of Public Investments in University S&T
New university-based research efforts in biodesign, nanotechnology, embedded systems and virtual manufacturing show that Arizona has stepped forward to compete in the knowledge economy, according to a recent study by Morrison Institute for Public Policy, a unit of Arizona State University.

The National Science Foundation (NSF) has published online the Science & Engineering State Profiles: 2000-2001, a set of 52 science and engineering (S&E) profiles summarizing state-specific data on personnel and finances. Rankings and totals are given for the 50 states, Washington, D.C., and Puerto Rico, and the report includes a data source page.

TBED Election Issues across the States
While the presidential election has been dominating the news, voters across the country will be acting on an array of tech-based economic development issues on Election Day next week. The largest is an initiative in California that would provide up to $3 billion for embryonic stem cell research. If approved by California voters, Proposition 71 would have the potential of significantly changing the landscape of where stem cell research is carried out and have significant economic development implications.

The line was drawn in the sand a year ago. Some felt Virginia's Center for Innovative Technology (CIT), the Commonwealth's lead organization for science and technology, had been set up for failure in a partisan fight for limited public revenues. Arizona Governor Receives Tech-based ED Recommendations
In 2003, Arizona Governor Janet Napolitano charged the Governor's Council on Innovation and Technology with developing specific recommendations to help diversify the state's economy. With recommendations including new and expanded tax credits, public-private venture capital, angel capital funds, workforce development and internship programs, and lobbying Washington for more funding, the governor now must find a way to finance the plan in a tight fiscal environment.
NSF Announces $30M Program in "Cyber Trust"
The risks of identity theft, e-mail viruses, denial-of-service attacks, system glitches and other online hazards can make the average person's reliance on computer systems more of a leap of faith than a bond of trust. To promote research into more dependable, accountable and secure computer and network systems, the National Science Foundation (NSF) has issued a solicitation for the Cyber Trust program, which expects to fund up to $30 million in awards.
CIT Initiative Addresses Capital "GAP" for Early-stage Tech Companies
Virginia's Center for Innovative Technology (CIT) announced on Monday a new investment initiative to help close the capital gap for the state's early-stage technology businesses. CIT, a state-chartered nonprofit corporation, will launch the Growth Acceleration Program (GAP) on Dec. 15, 2003, to address the funding void created by a recent shortfall of angel capital.

Research Park RoundUp
Over the past few months, several new research park announcements have been made, including a $2.5 billion public-private investment in Kentucky. Gov. Ernie Fletcher last month announced plans for the expansion of the Louisville Health Sciences Campus. The project will encompass the 30-block radius that houses the Louisville health sciences campus.
