The Illinois Science & Technology Coalition (ISTC) released its 2022 R&D Index earlier this week. The 2022 R&D Index, which is one component of ISTC’s Illinois Innovation Index, assesses Illinois’s capacity for innovation and economic growth amid the COVID-19 pandemic. The last R&D Index released by ISTC was in 2019.

Among the key findings of the report:

Gov. J.B Pritzker and the Illinois Department of Commerce and Economic Opportunity (DCEO) have announced a new project for interactive broadband mapping and speed test tools that is intended to help expand access to high-speed internet in communities across Illinois. The project entails the creation of the interactive Connect Illinois Broadband Map and the Illinois Broadband Lab.

Implementing innovative policies is necessary for driving the manufacturing industry forward in Illinois, according to a recent report from the Illinois Manufacturing Excellence Center (IMEC). Nearly 600,000 Illinoisans are employed directly in manufacturing, and the manufacturing industry accounts for 12 percent of Illinois’s annual GDP. The findings of the state report, however, are adaptable and can be utilized across the United States in regions that seek to encourage innovation in manufacturing and promote job growth in an increasingly competitive globalized economy.

New York City and the state of Illinois have both made moves recently to shift more of their economies to clean energy.

Indiana and Illinois are two of the most recent states to implement innovation voucher programs, adding another tool to their efforts to increase economic activity among innovators and entrepreneurs.

Chicago has seen 18 percent growth in its technology ecosystem (i.e. technology occupations in technology industries, non-technology occupations in technology industries, and technology occupations in non-technology industries) in the last decade compared to a 1 percent growth in the overall economy, according to the Chicago Tech Effect report from Chicagoland Chamber of Congress and HR&A Advisors. The report might serve as a model for other areas examining the importance of technology in their region’s economy.

Five additional state plans for the State Small Business Credit Initiative (SSBCI) have received approval from the U.S. Department of Treasury, bringing the current total of announced states to 19.

After a busy election season that saw gubernatorial elections in 36 states, newly elected and re-elected governors delivered their annual State of the State addresses, kicking off new programs and reviewing the conditions of their states. SSTI reviews the speeches every year and covers news of new developments and initiatives the governors have highlighted as they relate to the innovation economy. Building stronger connections between universities and businesses in key industries could help generate new jobs, startups and technologies, according to an S&T roadmap released by the Illinois Science & Technology Coalition (ISTC). ISTC notes that the division between the state’s research universities and companies has limited Illinois’ competitiveness, despite its high overall level of innovative activity.

Mayor Rahm Emanuel and a coalition of Chicago organizations and private businesses have announced plans to place at least 1,000 workers in manufacturing jobs. The mayor’s 2015 budget proposal, presented this week, includes $200,000 for the effort, with another $750,000 in funds and in-kind contributions from partners. Recent growth in the region’s manufacturing sector has created an urgent need for workers with specific training and apprenticeships, according to the mayor’s announcement.

On November 4, 42 states will vote on 146 ballot issues across a wide array of issues. In addition to initiatives on gun control, bear baiting, and the minimum wage, several initiatives relevant to the TBED community are also up for decision. SSTI has gathered information on many of these and will discuss their results after next week’s elections.

In case you missed it, the midterm elections were on Tuesday, resulting in Republicans taking control of Congress, several new governors, and five states endorsing minimum wage increases.

Incumbent governors in Colorado and Montana released their budget proposals this month, with both of the proposed budgets including provisions that prioritize infrastructure spending, workforce development programs, and education. Infrastructure and capital projects in particular were popular among the proposed budgets, with Colorado’s budget allocating $281.6 million to improve technology infrastructure and Montana allocating $300 million for infrastructure, including $45 million to Eastern Montana communities impacted by oil and gas development.

This week, governors in Connecticut, Illinois, New Hampshire, and Texas revealed their budget proposals, with commonalities around STEM education, workforce development, and university research initiatives. Now that many state legislatures have begun approving budgets, the Digest will check on the status of these proposals, and examine the state of technology-based economic development funding in the states. The Delta Regional Authority (DRA) announced the establishment of a consortium for research and innovation that is intended to have a long-term positive economic impact on the region. The 35-member consortium will be comprised of universities and other private and public institutions in eight states – Alabama, Arkansas, Illinois, Kentucky, Louisiana, Mississippi, Missouri, and Tennessee.
