Last week, David Allen began his tenure as Assistant Vice President for Technology Transfer at the University of Colorado. Allen was the Assistant Vice President for Technology Partnerships at the Ohio State University.

The St. Louis region lags behind a number of metropolitan areas including Austin, Portland, Atlanta, and Indianapolis in attracting 20- to 34-year olds to live and work in the region, according to a report released this month by the regional, nonprofit organization, FOCUS St. Louis.

Governor Bill Owen has named Trip Carter as the state's first aerospace advocate, the state's latest effort to help the industry, which employs approximately 110,000 residents and has $4 billion in revenues. Only Florida, California and Texas have larger stakes in the aerospace industry. As a result, the state has undertaken several initiatives over the past two years to develop and promote the industry's health as it goes through a transition period.

Marc Holtzman, Colorado's former science and technology advisor, is taking the position as president of Denver University.

The Economic Development Administration (EDA) recently announced the recipients of its 2003 Excellence in Economic Development Awards. A total of eight award-winners were named across seven broad award categories. Those pocketing awards in Innovation and Technology-led Economic Development, respectively, are described below.

A Blueprint for Prosperity and Jobs, a comprehensive strategic plan to foster and sustain job growth, business success and community vitality in Missouri, has been released by the Missouri Department of Economic Development. The product of two years of research, the plan addresses Missouri's need to focus its resources on building a knowledge-based economy, with emphasis on businesses that generate key technologies and have tremendous growth potential.

Bill Duncan is the first president of the Kansas City Area Life Sciences Institute, which held its inaugural event at the end of March.

In an effort to help combat the present economic downturn, the Kauffman Center for Entrepreneurial Leadership at the Ewing Marion Kauffman Foundation is looking to partner with groups across the U.S. to provide training to displaced workers interested in starting new businesses. 

Colorado Governor Bill Owens has appointed Paul Ray as the state's first director of biosciences.

Earlier this week, Colorado Chief Technology Officer John Hansen released a statewide plan to develop biotechnology and life sciences industry sectors in Colorado. Colorado's Place in the Sun: A Bioscience Future provides analysis, direction and recommended actions for three key sector areas — workforce development, business development, and research development.

Glenwood Springs, Colo., is the nation’s most entrepreneurial region, according to a study recently released by the U.S. Small Business Administration's Office of Advocacy and the Edward Lowe Foundation. The region's ranking is based on the Regional Entrepreneurship Index, a measure intended to standardize assessment of entrepreneurship within and across regions.

The U.S. Bureau of Economic Analysis (BEA) recently released its preliminary 2004 figures for per capita income, revealing average income received by persons grew by 4.7 percent between 2003 and 2004. The change in income was not evenly distributed across the country.

The Kauffman Foundation recently launched "Giving Back to Entrepreneurship," a website dedicated to informing entrepreneurs how they can use their energy and creativity to support their communities and help jumpstart the next generation of entrepreneurs.

By nature, angel investing is a risky endeavor. Angels are often involved with unproven seed- and early-stage companies and are frequently the first outside investors to become involved in a new venture. Despite these risks, a report released by the Ewing Marion Kauffman Foundation and the Angel Capital Education Foundation argues that angel investors working through investor groups often achieve attractive returns.
