Two States Consider Paying Tech School Tuition
In what could be the beginning of a new trend in state economic development incentive/inducements, bills receiving bi-partisan support in the Michigan and Delaware state legislatures would address businesses= needs for more technically skilled workers by having the states pick up the students' tab for community college tuition and technical training.
PRESIDENT’S BUDGET DRAWS MIXED REVIEWS FROM CONGRESS
Senators Bill Frist (R-TN) and Joe Lieberman (D-CT), Co-chairs of the Science & Technology Caucus, issued a joint statement reacting to the Clinton Administration’s FY 2000 budget request for R&D. Calling the President’s request a "mixed blessing," the senators praised the commitment to civilian R&D, while disagreeing with proposed cuts for defense research of nearly six percent.

Sue Rhoades, formerly of Delaware, has taken a new position with Pennsylvania's Ben Franklin Partnership as State Coordinator. She will be working with the four regional Ben Franklin Technology Centers on a variety of statewide collaborative and strategic initiatives. The Delaware Economic Development Office (DEDO) is seeking a Manager of Technology Programs to fill Sue’s position. The DEDO is the state agency responsible for economic development in Delaware.

NGA Leadership --- At its 1998 Annual Meeting in Milwaukee, the National Governor’s Association (NGA) named its new leadership to steer the initiatives and agenda for the association.Delaware Governor THOMAS R. CARPER was named NGA’s chairman, and Utah Governor MICHAEL O. LEAVITT vice chairman. The positions are for a term of one year.

After seven years of serving as the first president of the Connecticut Technology Council, Laura Kent is resigning her position at the end of June. The Council now boasts over 400 members.
Connecticut Releases Draft Plan for IT Workforce Development
With 26 percent more of its workforce involved in information technology (IT) than the national average and with IT-producing industries growing faster in the state than the national average, Connecticut has possibly felt the pinch of the IT worker shortage more than other parts of the country. Add to that the fact that the number of IT-related graduates from the state’s universities and community colleges declined during the late 1990s.
New Wyoming Laws Encourage Tech-based Economic Development
The Wyoming legislature wrapped up its 2001 General Session on March 1. Several laws and supplemental appropriations were made that affect local efforts to grow a stronger tech-based economy.
Senate Enrolled Act (SEA) 10 permits the Wyoming Business Council to use state funds to provide bridge financing to businesses, not to exceed 35 percent of the total cost of any particular project.

Delaware Funds Two New Centers
The Delaware Economic Development Office recently announced the selection of two new Advanced Technology Centers (ATC). The Centers will focus on semiconductors and advanced optics.
The Centers are public/private partnerships designed to bolster Delaware's technology base and to create and retain quality high-tech jobs. The State of Delaware is investing $4 million over three years in these two Centers through grants from the 21st Century Fund.
Connecticut Releases State Technology Study
The Role of Technology in the Connecticut Economy, a new report produced by the Connecticut Technology Council (CTC), provides a comprehensive analysis of the role of technology in the state's economy. Overall, the report reveals both a strong technology contribution to the Connecticut economy, as well as the state's dependence on technology for achieving its economic potential.
National Governors' Association Has New Chairman
Ohio Governor George V. Voinovich, began his term as the National Governors' Association (NGA) Chairman at the association's annual meeting in Las Vegas this week. He succeeded Nevada Governor Bill Miller.
Governor Tom Carper, a Democrat from Delaware, has been chosen as the Association's Vice-Chairman. Governor Carper will become Chairman of NGA next summer when Governor Voinovich's term expires.

$1 M from AT&T to Support Tech Capacity at Historically Black Colleges
AT&T has made a $1 million grant to support the development of technological expertise in 13 institutions of higher education in Virginia, North Carolina, Delaware, Maryland and West Virginia.
The grant was made to the Virtual Institute for Technology Advancement in Education and Historically Black Colleges and Universities (VITAE- HBCU). The VITAE-HBCU program is a partnership to foster collaboration between Virginia Tech and the HBCUs.
Connecticut Innovations Nets $21 Million In FY 1999
After only ten years of investments, Connecticut Innovations, Inc. achieved a net income of $21.4 million in 1999, according to Connecticut Innovations’ latest annual report. The corporation reversed a deficit of over $20 million in retained earnings accumulated through 1995 to a positive $24.7 million by June 30, 1999. The corporation's record provides one of the strongest examples of successful state-funded, technology-based seed and venture capital investment to date.
2000 Connecticut Legislature Focuses on Technology
The 2000 session of the Connecticut legislature proved to be an active and favorable one for the state’s technology community and Connecticut Innovations, Inc. The Connecticut Technology Council summarized the session this way, “For the first time in recent memory, the debate at the Capitol was not over whether legislation affecting tech companies would pass, but which legislation affecting tech companies would pass.”

They may be separated by more than 6,000 miles, but tech-based economic development initiatives in Hawaii and Connecticut have adopted similar strategies to encourage the commercialization of alternative energy technologies: they're buying them.

Geringer Appoints Wyoming Business Council
Wyoming has begun the process of restructuring its economic development programs. Nine state programs and boards will be transferred to the Wyoming Business Council by July 1. The Council, created by the legislature earlier this year, is a 15-member private sector board of directors that will direct economic development activities in Wyoming. Governor Jim Geringer announced the board appointments earlier this month.

Connecticut's BioScience Cluster Gains Momentum, Report Shows
Connecticut-based bioscience research and development (R&D) investment in 2001 totaled $3.6 billion, an 18 percent increase over 2000, according to the Seventh Annual Economic Report of Connecticut United for Research Excellence (CURE), Connecticut's bioscience Cluster.
