One of the continuing challenges for TBED organizations is successfully documenting how their investments and activities influence the economic landscape of their states and regions. SSTI has selected a few recent state reports as examples of impact assessment, each identifying and utilizing certain measurements to help them tell their story. Their approaches may be of interest to other TBED organizations looking to gauge and share their impact with others.

It won’t come to any surprise to Digest readers that there’s a connection between universities and economic prosperity. In addition to educating students and advancing science and technological innovation, the localized economic impact of institutions, alone, provides a buffer to economic swings for many mid-sized and smaller cities and college towns. How best to incorporate universities into regional tech-based economic development strategies without compromising core missions is an art not every community has mastered.

In his recent combined State of the State and budget address on March 7, Illinois Gov. Rod Blagojevich proposed the formation of the Illinois Community Assets Fund (ICAF), a $100 million venture designed to increase access to capital and financing to economically distressed communities and populations that have had inadequate access to mainstream capital markets within the state. The assets of ICAF would be contained within the State Treasury, and the Illinois Department of Commerce and Economic Opportunity (DCEO) would administer the fund.

As you begin to fill in your 2007 calendar, remember to mark Oct. 18-19, 2007 to attend SSTI's 11th annual conference in Baltimore! Past attendees know SSTI's conference is the perennial premiere professional development event for the TBED community. And 2007 will be no exception. Three I's neatly sum up the 22 recommendations recently released by Maryland Governor Robert Erlich's Commission on Development of Advanced Technology Business — Investment, Innovation, and Image. The year-long study looked at the state's existing physical, financial and intellectual infrastructures to support the state's research and technology sectors, making specific recommendations in three groupings to foster continued growth.

Advanced Technology Program

The Advanced Technology Program (ATP) within the National Institute of Standards and Technology is accepting applications for three leadership positions: the Deputy Director for ATP, the Director of the Economic Assessment Office, and Director of Information Technology and Applications. Less than two years into his first term, Illinois Governor George Ryan has made tech-based economic development a leading priority. The cornerstone of the state's new commitment to science and technology is the $1.9 billion five-year Illinois VentureTech initiative, which was profiled in the February 18, 2000 edition of the SSTI Weekly Digest (see http://www.ssti.org/Digest/2000/021800.htm)

After many years with the variously named New York offices for science & technology, Bruce Layton is moving to Illinois to become the Director of Government Relations for Northwestern University.

Connecticut Lt. Gov. M. Jodi Rell was sworn in as the state’s 87th governor on July 1, taking over from former Gov. John Rowland, who resigned amid a federal corruption investigation and a threatened impeachment for allegedly accepting gifts from employees and state contractors. Senate President Pro Tem Kevin Sullivan was sworn in as Lieutenant Governor. Rell is a Republican, while Sullivan is a Democrat.

A new agreement between the State of Maryland and the National Security Agency (NSA) is expected to lead to new technologies for both. The two formalized a partnership earlier this month, signing a memorandum of understanding at the Maryland State House.

Bill Badger announced he will resign as president and CEO of the Anne Arundel County Economic Development Corp. to take an executive position with M&T Bank.

Toucan Capital announced the appointment of Dr. Phillip Singerman as a new Venture Partner.

The NanoBusiness Alliance has named Sean Murdock to serve as its new executive director.

A new report from the Advanced Technology Program (ATP), A Toolkit for Evaluating Public R&D Investment, provides useful information to anyone interested in evaluating publicly-sponsored research and development (R&D) programs. While the report focuses on more than 40 evaluations that have been performed for ATP, it offers one of the most comprehensive and understandable overviews of evaluation methods and applying those approaches.

Hydrogen and fuel cell technologies in Illinois could produce sustainable economic growth and environmental benefits for years to come, suggests a report recently released by the Illinois Coalition. Prepared by the Illinois 2 H2 Partnership, The Hydrogen Highway: Illinois’ Path to a Sustainable Economy and Environment looks to establish the state as an international leader in the fuel cell industry.

Secretary Aris Melisssaratos of the Maryland Department of Business and Economic Development recently announced two new appointments. Leslie Sipes-Pachol will serve in the position of executive director for the Maryland Economic Development Commission, and Paul Mauritz has been promoted to become Assistant Secretary for Technology Strategy and Business Development.

Connecticut Gov. Jodi Rell named Marie O'Brien to oversee the Connecticut Development Authority.

Jay Tieber is the new president of the National Association of Seed and Venture Funds.

Maryland Gov. Robert Ehrlich has appointed Robert Brennan to succeed Hans Mayer as executive director of the Maryland Economic Development Corporation. Mayer retired after holding the position for 17 years.

Gov. Jodi Rell recently announced the results of a study of the strengths and weaknesses of Connecticut’s infrastructure for innovation, technology transfer and development of new businesses. A report prepared for the Connecticut Technology Transfer and Commercialization Advisory Board of the governor's Competitiveness Council presents the results.

Julie Coons is the new president of the Technology Council of Maryland. Coons most recently served as executive vice president of PCIA -- the Wireless Infrastructure Association.

The Maryland Technology Development Corp. has appointed Renée Winsky as its new executive director.
