David Harmer, executive director of the Utah Department of Community and Economic Development (DCED), announced his retirement. Chris Roybal, senior advisor to Gov. Jon Huntsman Jr. for economic development, will take on many of Harmer's responsibilities.

It is an unfortunate and annoying consequence of politics that sometimes, with the change of gubernatorial administrations even within parties, excellent people with enviable records of delivering results for tech-based economic development programs lose their positions. SSTI has learned that Rod Linton and Michael Keene were among 33 "at-will" economic development staff at the Utah DCED fired en masse last Thursday. Gov. Dr. Russell Bessette has been appointed to the Federal Homeland Security Science and Technology Committee. Dr. Bessette currently is the executive director of the New York Office of Science, Technology and Academic Research (NYSTAR).

Nearly every region engaged in building a tech-based economy wants more access to seed and venture capital money. It's particularly useful when your largest employer announces it will lay off up to 23 percent of its workforce – as many as 5,000 people in your community and 15,000 across the globe – during the next three years.

Connecticut Lt. Gov. M. Jodi Rell was sworn in as the state’s 87th governor on July 1, taking over from former Gov. John Rowland, who resigned amid a federal corruption investigation and a threatened impeachment for allegedly accepting gifts from employees and state contractors. Senate President Pro Tem Kevin Sullivan was sworn in as Lieutenant Governor. Rell is a Republican, while Sullivan is a Democrat.

Although their courses of action may differ, competing proposals sponsored by the New York State Senate and Assembly would seem to have the same goal — create jobs, support small businesses, and transform the state's manufacturing sector.

Legislators in Utah have passed a constitutional amendment that, with approval by voters, would allow the state's universities to take ownership in private businesses in exchange for intellectual property. The proposed amendment cleared the Utah State Legislature with relative ease, despite some concerns it will thwart the incentive of researchers wanting to commercialize their results.

Jeff Edwards recently was named interim president and CEO of the Economic Development Corp. of Utah (EDCU). Edwards replaces Christopher Roybal, who will serve as the senior adviser for economic development for Gov. Jon Huntsman Jr., starting next year.

Gov. Jodi Rell recently announced the results of a study of the strengths and weaknesses of Connecticut’s infrastructure for innovation, technology transfer and development of new businesses. A report prepared for the Connecticut Technology Transfer and Commercialization Advisory Board of the governor's Competitiveness Council presents the results.

The Center for Economic Growth has selected F. Michael Tucker as its new president and CEO. Tucker replaces Kelly Lovell, who left the position in December to become president and CEO of International Business Development Group.
