Evan Barrett was named chief business officer of The Governor's Office of Economic Opportunity in Montana.

Led by Govs. Bill Richardson and Arnold Schwarzenegger, the Western Governors' Association (WGA) announced last week it would support opportunities to develop a clean, secure and diversified energy system for the West and to capitalize on the region's energy resources. The New Mexico and California governors, respectively, are among those represented by the nonprofit WGA.

David Gibson, chief business officer of The Governor's Office of Economic Opportunity in Montana, has accepted a new position as associate commissioner for economic development. Beginning Jan. 3, Gibson will serve under Commissioner of Higher Education Sheila Stearns.

Montana Gov.-elect Brian Schweitzer tapped Tony Preite to serve as director of the state Department of Commerce. Priete is currently director of the office of commercialization and economic development outreach at the University of Montana and is a former regional director for the Colorado office of the Economic Development Administration.

James Souby, executive director of the Western Governors' Association for the past 13 years, is resigning to become president and CEO of a new private think tank.

The Montana Department of Commerce has announced that it will provide $2.5 million in grants to support bio-medical research. Montana-based, private nonprofit research institutions are eligible to apply for the funding, which may be used to expand, renovate and purchase equipment for biomedical research. The grants also may be used to expand infrastructure that will enhance scientific collaborations within the Montana University System.

The Montana Legislature adjourned last week after passing an $8 billion biennial budget for FY10 and FY11. The state Department of Commerce was allocated $74.9 million over the biennium, $1.7 million more than the governor's request. Newly funded initiatives within the department include $3.7 million over the biennium for workforce training grants through the New Worker Training program, $1.6 million for tribal economic development projects, $2 million for high-performance computing and $2.5 million in FY10 for biomedical research grants.

Gov. Jim Douglas plans to merge the Vermont Departments of Economic Development and Housing and Community Affairs.

The Small Business Administration (SBA) announced a new pilot program that will to support more than 1,000 startup and earlystage firms across the country. The goal of the Entrepreneurial Mentor Corps' (EMC) is to mobilize members of the current generation of successful business owners to mentor and support startups and entrepreneurs to help them become the next generation of great American companies. In February, SBA Administrator Karen Mills announced one of the EMC's first initiatives to match approximately 100 clean energy startups with mentors.

Bob Crowley, president of the Massachusetts Technology Development Corp., will step down June 30. Crowley has held the position since 2002 and has been with the quasi-public agency since its beginning in 1978.

Mitch Adams, executive director of the Massachusetts Technology Collaborative is resigning after leading the agency for nearly a decade.

Connecticut Gov. Dannel Malloy named ING executive Catherine Smith to lead the Department of Economic and Community Development.

New York Gov. Andrew Cuomo nominated Julie Shimer, the president and CEO of Welch Allyn, a medical diagnostics equipment manufacturer, to chair the Empire State Development Corp. She would join Kenneth Adams, ESCD's president, at the agency.

As the cost of a college education continues to rise and good paying jobs are seemingly scarcer than ever before, many Americans are questioning the value of a college degree. A recent survey from the Pew Research Center found 57 percent of Americans believe the U.S. fails to provide good value for the money students and their families spend, and about four in ten college presidents say the system is headed in the wrong direction. At the same time, however, studies find the lifetime earnings of college graduates to be much higher than those of high school graduates.

Maine Gov. Paul LePage has nominated George Gervais, the acting commissioner of the Maine Department of Economic and Community Development as commissioner. His nomination must be reviewed by the Joint Standing Committee on Labor, Commerce, Research and Economic Development and confirmed by the Senate.
