In a follow-up to Maine Governor Angus King’s call for every 7th grader to have a laptop computer that they would use in school and could take home, the Task Force on the Maine Learning Technology Endowment has recommended that every student and teacher in the 7th through 12th grades be provided with computers that would be wireless and portable. The computers could be used in the classroom and, pending school district permission, be taken home.

It is widely argued in the tech-based economic development community that New Economy businesses, specifically computers and information technology, account for the tremendous economic growth of the last half of the 1990s. But does the data support this?

Many tech-based economic development programs recognize the importance of having seed and venture capital accessible to their start up tech firms and entrepreneurs. Some practitioners, though, see a challenge in encouraging equity investment in more conservative, risk adverse regions and localities. The dot-com “correction” of last year probably did not help.

The Maine Science & Technology Foundation (MSTF) has issued a request for proposals to conduct an "Initial Evaluation of Maine's Public Investments in Research and Development." The study, to be completed by July 1, 2001, will provide baseline data for the first comprehensive evaluation MSTF is required by law to prepare for the state legislature and Governor by July, 2006. Subsequent comprehensive evaluations are to be completed every five years. The effort will:

The July-August issue of Technology Review, MIT's Magazine of Innovation, includes a special report on university research. The TR University Research Scorecard, written by TR associate editor Rebecca Zacks, ranks the top U.S. universities for their performance in patent quality (called "technological strength") and licensing revenues.

Delaware increased its commitment to technology businesses recently with two new initiatives: the creation of the Delaware Biotechnology Institute and the passage of a state research and development tax credit.

In what could be the beginning of a new trend in state economic development incentive/inducements, bills receiving bi-partisan support in the Michigan and Delaware state legislatures would address businesses= needs for more technically skilled workers by having the states pick up the students' tab for community college tuition and technical training.

Yahoo! Internet Life magazine has named its 1999 list of the "100 most wired" colleges and universities.  This is the third year in which the magazine has published the list. Listed  in the top five are: Case Western Reserve University (OH); Massachusetts Institute of Technology; Wake Forest University (NC); the New Jersey Institute of Technology;  and, Rensselaer Polytechnic Institute (NY).

Two new, free resources are available that provide access to statistical data that can be used for a wide variety of analytic processes, including impact assessment, regional measurement, strategic planning and program design.

The Maine Science & Technology Foundation (MSTF) has released the 1998 Maine Science and Technology Report Card, a first look at the state’s performance across twenty science and technology related indicators. MSTF will use the report’s findings to develop benchmarks for the next revision of the state’s biennial strategic science and technology plan, due out this fall.

The Massachusetts Technology Collaborative (MTC) released its second annual Index of the Massachusetts Innovation Economy earlier this month. The report tracks 31 performance indicators and explores the implications of each indicator on the long-term growth and stability of the Massachusetts economy.

Mainers will vote on Election Day on a research and development bond issue that if passed would allocate $20 million to improve the Maine economy by supporting innovative research and development in the fields of biotechnology, computers and other information technology, aquiculture and marine technology, forestry and agriculture, and advanced materials.

If passed, funding from the bond issue would be allocated to the following:

Sue Rhoades, formerly of Delaware, has taken a new position with Pennsylvania's Ben Franklin Partnership as State Coordinator. She will be working with the four regional Ben Franklin Technology Centers on a variety of statewide collaborative and strategic initiatives. The Delaware Economic Development Office (DEDO) is seeking a Manager of Technology Programs to fill Sue’s position. The DEDO is the state agency responsible for economic development in Delaware.

NGA Leadership --- At its 1998 Annual Meeting in Milwaukee,  the National Governor’s Association (NGA) named its new leadership to steer the initiatives and agenda for the association.Delaware Governor THOMAS R. CARPER was named NGA’s chairman, and Utah Governor MICHAEL O. LEAVITT vice chairman. The positions are for a term of one year.

To strengthen Maine’s ability to compete in a knowledge-based economy, Governor Angus King proposed last year that the state create a $65 million endowment that would annually purchase and place a laptop in the hands of every seventh grade student in the state. A one-time $50 million state appropriation was to be matched by $15 million in private contributions. Interest off the endowment would have allowed every 7th-12th grader to own a laptop PC by 2007.

Is a strong university research component critical to local tech-based economic development? Many argue this position, including SSTI (Using Research and Development to Grow State Economies). Using data on royalties, licenses, and job creation figures, others have demonstrated the economic contributions of university R&D.

The Center for Environmental Enterprise (CEE) in South Portland, Maine announced the hiring of a new executive director. John Ferland assumed leadership of CEE in late April.
