Policymakers and practitioners continually seek new ideas to integrate into their overall TBED strategies in order to capitalize on innovative approaches and remain a competitive force in the global marketplace. Over the last few months, two new concepts in TBED aimed at supporting higher education have surfaced in New York and Wisconsin with two distinct goals: achieving the status of a world-renowned research capital and increasing college graduates to raise per capita income.

Michael Relyea has been named executive director of New York State Foundation for Science, Technology and Innovation, the public benefit authority that oversees the New York State Office of Science, Technology and Academic Research (NYSTAR). Dr. Russell Bessette, executive director of NYSTAR, will serve as chief science advisor for the foundation and its board.

Delaware Selects Three Centers

The State of Delaware has selected its first three Advanced Technology Centers (ATCs), public/private partnerships designed to bolster the state's technology base and to create and retain quality high-tech jobs. The centers will receive $2.31 million from the state's 21st Century Fund for their first year of operation and are eligible for two more years of state funding given satisfactory performance.

According to the Associated Press and local news sources, among those relieved of their duties were Janet Wurtzel, chief operating officer, and Rob Propes, entrepreneurial and small business support director.

NY S&T Office to Become Public Foundation

New York's lead agency for promoting tech-based economic development (TBED) in the state soon will have a new name, if not a complete makeover. Under enacted budget legislation, the New York Office of Science, Technology and Academic Research (NYSTAR) will become the New York State Foundation for Science, Technology and Innovation by Jan. 1, 2006.
