As more states settle into their 2003 legislative sessions, fewer Governors are giving Inaugural or State-of-the-State addresses. During the past 10 days, the Governors of Alaska, Delaware, Georgia, Maryland, Massachusetts, Vermont and Wisconsin offered outlines of their priorities for the coming year(s). The following excerpts are directly relevant to building a technology-based economy.

Georgia

W. Glenn Cornell has been named commissioner of the Georgia Department of Industry, Trade and Tourism.

Nearly $1.5 million in grants from the OneGeorgia Authority will go toward specific initiatives promoting technology-based economic development in Georgia. The awards are part of almost $7.5 million in grants and loans being awarded to 16 of the state's most economically distressed communities.

Jack Spencer is the new president of the Georgia Biomedical Partnership.

Manufacturing jobs in rural Minnesota numbered almost 120,000 in 2000, a 25 percent increase since 1990, according to a recent study by the Center for Rural Policy and Development and Minnesota Technology Inc., two agencies dedicated to helping industry in Greater Minnesota.

Minnesota's technology sector remains a diverse, well developed and stable anchor to the state's economy, according to a new report released by Minnesota Technology, Inc. (MTI), Minnesota's tech-based economic development organization.

The Georgia Research Alliance (GRA) is facilitating the expansion of VentureLab at the state’s research universities. Piloted at the Georgia Institute of Technology, VentureLab is a strategy for enhancing and accelerating the process of spinning new technology-based enterprises out of university research.

Stephen Jeffery has been appointed the new president/executive director of the Technology Association of Georgia.

Sandy Layman was named commissioner of the Iron Range Resources and Rehabilitation Agency (IRRRA) earlier this month. IRRRA promotes economic development in Northeastern Minnesota.

Bill Todd, former CEO of the Georgia Research Alliance, has joined the staff of Gov. Sonny Perdue to work on special projects.

The FY 2004 budget passed by the Georgia Senate last week eliminates all $32 million the House approved for the OneGeorgia Authority, the state's loan and grant program targeting rural tech-based and traditional economic development. Created in 2000, the OneGeorgia Authority was anticipated to spend $1.6 billion over 25 years (one-third of the state's tobacco settlement funds) to assist the state's most economically challenged areas based on unemployment and poverty rates.

Minnesota Governor Tim Pawlenty recently announced the formation of a Biodiesel Task Force to accelerate development of the state's biodiesel industry. The nine-member group will advise the Minnesota Department of Agriculture (MDA) on methods to increase production and use of biodiesel in Minnesota.

Baton Rouge 

A group of community leaders bent on revitalizing the Duluth, Minn., economy and ensuring economic opportunities for the city recently moved one step closer toward accomplishing its goals. 



The Bridge Syndicate, a non-profit with more than 300 members, recently made public its plan for economic growth, issuing A Positive Vision for Duluth's Economy. 

Minnesota manufacturers are cutting payrolls, bidding low and scrambling to compete with the giant threat of cheap labor and enhanced manufacturing facilities offered in China, according to a recent survey of Greater Minnesota manufacturing companies.

Minnesota Governor Tim Pawlenty recently unveiled a plan to help make Minnesota a leader in biosciences. Governor Pawlenty says the state's history, expertise and economic infrastructure make it better prepared than most other states to capitalize on the bioscience industry.

Despite an economic slowdown, the Twin Cities is more competitive than it was a year ago, according to a study released by the Great North Alliance, a regional civic leadership organization. Conducted annually, the Great North Opportunity Forecast uses regional productivity and innovation to predict future competitiveness and opportunity.

The Georgia Department of Economic Development announced William Boone is the first director for the new Agricultural Center of Innovation.

For 20 years, small tech firms and researchers in Minnesota called on Minnesota Project Innovation (MPI) for assistance in developing competitive proposals for the federal Small Business Innovation Research or Small Business Technology Transfer (SBIR/STTR) programs. On Feb. 28, the MPI Board of Directors voted to officially transfer program operations to the state Department of Employment and Economic Development (DEED).

Gov. Sonny Perdue recently announced the creation of the state's fourth Center of Innovation. Located in Augusta, the Life Sciences Innovation Center (LSIC) will assist with business incubation and securing matching grants for applied R&D with industry partners through the Georgia Research Alliance.

While wider market opportunities have led to increased exporting and lower costs for business operations in some Minnesota companies, others are facing difficult operational challenges as a result of the rapid integration of global business practices, according to a new Issue Brief from the Minnesota Department of Employment and Economic Development (DEED) and Minnesota Technology, Inc.

The Advanced Technology Development Center (ATDC) within the Georgia Institute of Technology announced its affiliated companies have received more than $1 billion in venture capital funding since 1999. Amassed from 160 separate deals, the amount represents 15 percent of the total venture capital in Georgia, about one out of its every five deals in the state.
