New and re-elected Governors gave inaugural addresses in Alabama, Oklahoma, Pennsylvania, South Dakota, Tennessee and Texas during the past 10 days. Additionally, State of the State addresses were made in Hawaii, Montana, Nevada, New Mexico, Ohio, South Carolina, South Dakota and Utah. Building tech-based economies remains a high priority for many Governors, as evidenced in the following:

Nevada

Nearly $1.5 million in grants from the OneGeorgia Authority will go toward specific initiatives promoting technology-based economic development in Georgia. The awards are part of almost $7.5 million in grants and loans being awarded to 16 of the state's most economically distressed communities.

At the University of New Mexico, Avi Shama has been named Special Advisor to the President on Economic Development. The new position will encourage, coordinate and promote economic development activities of various UNM units.

Jack Spencer is the new president of the Georgia Biomedical Partnership.

The Georgia Research Alliance (GRA) is facilitating the expansion of VentureLab at the state’s research universities. Piloted at the Georgia Institute of Technology, VentureLab is a strategy for enhancing and accelerating the process of spinning new technology-based enterprises out of university research.

Stephen Jeffery has been appointed the new president/executive director of the Technology Association of Georgia.

Noreen Scott, former economic development division director for the New Mexico Department of Economic Development, is the executive director for the Rio Rancho Economic Development Corp.

As states and communities consider how to build a tech-based economy, the prospects of centering efforts around hydrogen fuel cell technology has become an increasingly appealing option. Fuel cells may have huge implications for the future, and the technology already is the focus of some states' multi-billion economic development strategies.

Gov. Bill Richardson has appointed his chief of staff, David Harris, to serve as executive director of the New Mexico Finance Authority.

Bill Todd, former CEO of the Georgia Research Alliance, has joined the staff of Gov. Sonny Perdue to work on special projects.

The FY 2004 budget passed by the Georgia Senate last week eliminates all $32 million the House approved for the OneGeorgia Authority, the state's loan and grant program targeting rural tech-based and traditional economic development. Created in 2000, the OneGeorgia Authority was anticipated to spend $1.6 billion over 25 years (one-third of the state's tobacco settlement funds) to assist the state's most economically challenged areas based on unemployment and poverty rates.

Increased funding for equity investments and a new university-industry R&D partnership program are among the pieces of legislation New Mexico Governor Bill Richardson signed this week, greatly expanding New Mexico's portfolio of programs to grow a tech-based economy. Most of the initiatives were included in the economic development agenda Gov. Richardson outlined during his first State of the State address in January. They are:

Baton Rouge 

Tech firms in New Mexico received happy tax news on April 4 as Gov. BIll Richardson signed several bills to encourage economic growth across New Mexico.

The Georgia Department of Economic Development announced William Boone is the first director for the new Agricultural Center of Innovation.

Gov. Sonny Perdue recently announced the creation of the state's fourth Center of Innovation. Located in Augusta, the Life Sciences Innovation Center (LSIC) will assist with business incubation and securing matching grants for applied R&D with industry partners through the Georgia Research Alliance.

The Advanced Technology Development Center (ATDC) within the Georgia Institute of Technology announced its affiliated companies have received more than $1 billion in venture capital funding since 1999. Amassed from 160 separate deals, the amount represents 15 percent of the total venture capital in Georgia, about one out of its every five deals in the state.
