Summer camps focusing on science, technology, engineering and mathematics (STEM) fields are typically designed to spark youth interest and introduce students to career options in these critical areas. However, a vital component of these programs is exposure to scientific challenges that many classroom settings cannot provide.

• Tony Armstrong, Indiana University executive director for engagement, has been chosen as the Indiana University Research and Technology Corporations new president and CEO.
• Jeff Costantine will retire this fiscal year as president of the Nashville Technology Council. The board of directors has begun the search for a new president.

David was a good friend not only of SSTI's, but also of the tech-based economic development community across the nation. The Beaver County (Pa.) CO-OP announced it will change its name to StartingGate. The incubator will continue to assist entrepreneurs and new business start-ups and help expand existing businesses.

Brian DuBoff was named the director of Maryland's southern region Small Business Development Center, which is hosted by the College of Southern Maryland.

Legislators in Alaska, Iowa and Oklahoma recently approved funding for several TBED-related initiatives within state operating and capital budgets for the upcoming fiscal year.

Two weeks ago, Idaho Gov. C.L. “Butch” Otter vetoed legislation to repeal state R&D income tax credits for Idaho companies. Among his reasons for the veto, Gov. Otter claimed removing the credits would put Idaho at a competitive disadvantage because surrounding states over similar incentives. Was he right?

An initiative in Iowa to disperse tax credits worth 20 percent of equity investments into pre-qualified businesses or seed capital funds has reached its $10 million cap and will not be continued in the next fiscal year. The Iowa Venture Capital Credit – Qualified Business or Seed Capital Fund was started in 2002 with a cap of $10 million, and as monitored by the Iowa Department of Revenue, all credits have been issued.
 

Larry Cox is the new director of the Ball State University Entrepreneurship Program, effective Aug. 22.

The new director of the Burton D. Morgan Center for Entrepreneurship at Purdue University will be Jerry Woodall.

With the number of startups on the rise, several states and cities are reaching out to entrepreneurs to connect them with the assistance and capital they need to survive.

Indiana

Recruiting bioscience faculty to universities and investing in R&D infrastructure tops the list of strategies recommended for Iowa to capitalize on a growing bioscience economy. A report commissioned by Innovate Iowa also finds that while significant progress has been made in growing the state's bioscience industry over the last 10 years, declining state funds to build research capacity and provide seed and venture capital remains a challenge for bioscience companies and entrepreneurs to compete regionally and globally.

Iowa Gov. Terry Branstad signed Iowa House File 590 into law, establishing a new economic development public-private partnership. The Iowa Partnership for Economic Progress (IPEP) will be comprised of two separate entities — the Iowa Economic Development Authority and the Iowa Innovation Corporation. IPEP replaces the embattled Iowa Department of Economic Development.

Jill Kline has been named the State director of the Wyoming Small Business Development Center.

Daniel Hasler has been named the Indiana Secretary of Commerce, effective Sept. 16. He will replace Mitch Roob who is leaving the post to accept a position in the private sector.

The National Governors Association named David Moore as the director of its NGA Center for Best Practices.

As budgets for economic development tighten across all sectors, measuring and reporting impact becomes even more crucial for sustaining support. The Association of University Research Parks points to three impressive impact reports released this year from Indiana's Purdue Research Park, Nebraska Technology Park and North Dakota State University Research and Technology Park.

SSTI's Tech Talkin' Govs series has returned for its 12th annual edition. The series highlights new and expanded TBED proposals from governors' State of the State, Budget and Inaugural addresses across the nation. The first installment includes excerpts from speeches delivered in Georgia, Iowa, New York, Kentucky, South Dakota, Vermont, and Virginia. Georgia Gov. Nathan Deal, State of the State Address, Jan. 10, 2012 "... I want to announce two ambitious goals.

The Iowa Innovation Council, a 29-member state advisory board, released a strategic plan focused on entrepreneurship and targeted industries (e.g., advanced manufacturing, biosciences and information technology) to grow the state's innovation economy. The council believes this plan will create high-skilled, high-wage jobs through several new initiatives including:

• A private seed capital investment fund;
• New strategies to accelerate technology transfer and commercialization; and,

Deep cuts to higher education and reorganizing economic development efforts are common themes in executive budget proposals across most of the country as governors seek to both reduce spending and create jobs.
