It is no coincidence that every article in this issue of the SSTI Weekly Digest touched on some aspect of higher education's role in promoting economic growth. Knowledge-based economies driven by innovation require strong and successful institutions of higher learning. Those same types of economies, particularly when applied on a global scale, present unique challenges to sustaining educational and research excellence with academia based on older models of financing and leadership.

The North Carolina Biotechnology Center selected John Chaffee and Randall Johnson as directors of the center's new eastern and southeastern regional offices.

With the passage of the state's biennial budget, North Carolina's small businesses are now eligible for follow-on support from the state for research projects funded under the federal Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs.

While some state legislatures debate banning public funds for some or all stem cell research, others are using whatever funding tools they have available to advance the controversial science. The South represents 20 percent of the nation's economic activity but attracts only 9 percent of the total U.S. venture capital invested. In an effort to bring those numbers closer together, the Southern Growth Policies Board recently announced the creation of a multi-state task force dubbed VentureSouth. Virginia Gov.

As low-skill, labor intensive jobs are increasingly replaced by technology or outsourced in the emerging knowledge-based economy, a two-tiered labor market has emerged, thus presenting a challenge for workers to either work cheaper or work smarter, says a new report from the Southern Growth Policies Board. Diane Duff, former director of economic development and commerce for the National Governors Association, is the new executive director of the Southern Governors' Association.

The Advanced Technology Program (ATP) within the National Institute of Standards and Technology is accepting applications for three leadership positions: the Deputy Director for ATP, the Director of the Economic Assessment Office, and Director of Information Technology and Applications. Less than two years into his first term, Illinois Governor George Ryan has made tech-based economic development a leading priority. The cornerstone of the state's new commitment to science and technology is the $1.9 billion five-year Illinois VentureTech initiative, which was profiled in the February 18, 2000 edition of the SSTI Weekly Digest (see http://www.ssti.org/Digest/2000/021800.htm)

This summer, North Carolina joined a growing handful of states and regions that have completed innovation assessments or report cards to aid in the development and implementation of state’s science and technology policies. Tracking Innovation: North Carolina Innovation Index 2000 was released in conjunction with a high-tech cluster analysis and a new S&T strategic plan for the state entitled Mapping the Vision.

It won’t come to any surprise to Digest readers that there’s a connection between universities and economic prosperity. In addition to educating students and advancing science and technological innovation, the localized economic impact of institutions, alone, provides a buffer to economic swings for many mid-sized and smaller cities and college towns. How best to incorporate universities into regional tech-based economic development strategies without compromising core missions is an art not every community has mastered.

In his recent combined State of the State and budget address on March 7, Illinois Gov. Rod Blagojevich proposed the formation of the Illinois Community Assets Fund (ICAF), a $100 million venture designed to increase access to capital and financing to economically distressed communities and populations that have had inadequate access to mainstream capital markets within the state. The assets of ICAF would be contained within the State Treasury, and the Illinois Department of Commerce and Economic Opportunity (DCEO) would administer the fund.
