Larry Cox is the new director of the Ball State University Entrepreneurship Program, effective Aug. 22.

The new director of the Burton D. Morgan Center for Entrepreneurship at Purdue University will be Jerry Woodall.

A massive state budget deficit, partisan squabbles, and a longstanding need to restructure the state's tax code almost derailed Indiana's largest commitment toward building a technology-based economy.

Few private foundations across the country have made a comparable commitment in size or duration toward improving a single state's ability to participate in a knowledge-based economy as the Lilly Foundation has for Indiana. The latest round, reported in this week's online Chronicle of Higher Education, promises a total of $138 million to match donations received by Indiana's accredited colleges and universities.

For the second time in three years, the Lilly Endowment is demonstrating its strong commitment to Indiana University's role in life sciences education and research by awarding $50 million to advance the Indiana Genomics Initiative (INGEN).

Increased funding for equity investments and a new university-industry R&D partnership program are among the pieces of legislation New Mexico Governor Bill Richardson signed this week, greatly expanding New Mexico's portfolio of programs to grow a tech-based economy. Randy Burge has announced his resignation as director of the New Mexico Department of Economic Development's Office of Science and Technology. Mike Orshan will serve as acting director beginning Sept. 29.

SSTI extends its sympathies to the family of Indiana Governor Frank O'Bannon. During his interrupted term in office, Gov. O'Bannon proved to be a strong friend of tech-based economic development efforts in the state.

Cameron Carter is serving as interim president and CEO of Indiana's TechPoint, following Donna Gastevich's resignation to spend more time with her family.

Karl Koehler is returning to the Indiana 21st Century Research and Technology Fund to serve as its director.

TechPoint, Indiana's statewide technology council, has named Cameron Carter to serve as president and chief executive officer.

The Association of University Research Parks has recognized Sandia National Laboratories for the 2003 Excellence in Technology Transfer Award. Over the past five years, Sandia has participated in 183 new cooperative research and development agreements with industry partners to jointly develop technology that is incorporated into commercial products.

Congratulations to Del Schuh and his staff at the Indiana Business Modernization and Technology Corp. (BMT), honored as the Project of the Year in the Economic Development category from the National Association of Management and Technical Assistance Centers. The award, BMT's second in as many years from the group, was for a program entitled, "Moving from Distress to Commerce through Collaboration."

The first director for the new Indiana Venture Center will be Steve Beck.

Indiana Governor Joe Kernan has nominated Katherine Lyon Davis to serve as Lieutenant Governor. Among her past positions, Davis served as manager of Indiana's 21st Century Research and Technology Fund in 1999.

Most technology-based economic development programs recognize the need to have more people in their states or communities who have received bachelor degrees or higher. Bringing low-income populations into a knowledge-based economy is particularly difficult because of the two significant obstacles low-income students face for college access: insufficient financial aid and inadequate academic preparation.

Kristin Jones recently was hired as senior manager for life sciences under the Indy Partnership, an economic development organization for the Indianapolis region.

Deborah Fleischaker has been appointed deputy secretary for the New Mexico Department of Economic Development.
