Gov. Jim Doyle last week unveiled his plan to jumpstart the Wisconsin economy. The plan, "Grow Wisconsin," calls for a series of executive actions, private sector partnerships and legislative steps to create high-wage jobs and achieve other goals. Some of the tech-based economic development items outlined in "Grow Wisconsin" are:

Most technology-based economic development programs recognize the need to have more people in their states or communities who have received bachelor degrees or higher. Bringing low-income populations into a knowledge-based economy is particularly difficult because of the two significant obstacles low-income students face for college access: insufficient financial aid and inadequate academic preparation.

Kristin Jones recently was hired as senior manager for life sciences under the Indy Partnership, an economic development organization for the Indianapolis region.

Steve Bryant has been named the project director for the Bloomington Life Sciences Partnership in Indiana.

On July 16, both houses of Wisconsin’s state Legislature passed a state budget including numerous incentives for technological development. The budget covers state spending for a two-year period that began July 1. Gov. Scott McCallum has until August 30 to approve the budget; several of the tech-related items were in the Governor's first state of the state and executive budget addresses.

Indiana 

The Indiana legislature approved a $50 million appropriation over the next biennium for Indiana's 21st Century Research and Technology Fund. The program supports the development and commercialization of advanced technology. Created in 1999 (see related 9/10/99 Digest story), the fund received $50 million in the 2000-2001 biennium. 

Joseph Hornett has been selected to serve as senior vice president and treasurer of the nonprofit Purdue Research Foundation (PRF). Hornett currently is COO for Sport Service, Inc. in Indianapolis. PRF holds more than 130 properties and 10,000 acres of Indiana farmland near Purdue University, including the Purdue Research Park.

Larry Kline has resigned as president of the Wisconsin Technology Council to take a position as chief financial officer and vice president for business development with a biotech firm.

The six-month-old Information Technology Association of Wisconsin selected Jim Rice to serve as the organization's first president and CEO.

The Indiana Technology Partnership named Jim Wheeler as its new president. A former partner with Andersen LLP, Wheeler takes the position vacated by Tom Miller last fall.
