A group of Kansas City bi-state community development organizations, led by KCCatalyst and the Kansas City Area Life Sciences Institute (KCALSI), released a report Friday that illustrates Kansas City’s bi-state life sciences initiative and lays out how the region can become a national and global center for life sciences research and commercialization.

Gov. Kathleen Sebelius made public on Wednesday the details of a statewide economic revitalization plan designed to stimulate and strengthen the Kansas economy. Included in the plan are several items that could help boost tech-based economic development (TBED) in the state:

The Kansas Technology Enterprise Corporation (KTEC), the state's lead corporation to promote advanced technology economic development, has developed a new investment program to help early-stage technology companies get the capital boost they need.

While rural regions strive to establish basic high-speed Internet connections, larger cities such as St. Louis, Oklahoma City and Roanoke, Va., are looking to establish free, wireless Internet access across several blocks to encourage economic development. Recent reports show efforts are underway to speed the technology's deployment in each of the metro areas.

Two bills passed by the Missouri General Assembly last week include more than $32 million to support new initiatives to promote TBED activities in the state. Programs to support bio-agricultural research, technology commercialization and business growth won the lion's share of the new appropriations.

Arizona taxpayers paid at least $100 million for the TGen Institute. The east coast version of Scripps cost Florida a cool $500-plus million. How much should Kansas City expect to pay the Stowers Institute for Medical Research to double the size of its 600,000 sq. ft. research facility instead of locating a second campus elsewhere?

Not a dime.

Flanked by the Kansas Senate President and House Speaker, Republican legislators unveiled on Tuesday a two-pronged agenda to encourage entrepreneurship and biotechnology across the state. The plan calls for the state to invest at least $500 million over the next 10 years through a variety of new programs to encourage research, innovation and technology commercialization.

Kelvin Simmons is the new director of the Missouri Department of Economic Development, replacing Joe Driskell who held the position for 10 years. Simmons had been serving as chairman of the state's Public Service Commission.

The Ewing Marion Kauffman Foundation awarded on Monday $25 million in grants to eight U.S. universities that pledged to make entrepreneurship education available across campus. The selected universities, shown with their award amounts, are:

Offering some good news for universities and companies looking for funding, the National Science Board (NSB) has recommended the elimination of any evidence of voluntary cost share from most grant proposals to the National Science Foundation (NSF). However, the board recommended mandatory cost matching should be reinstated in a handful of initiatives, including its Engineering Research Centers (ERC) program, its Industry/University Cooperative Research Centers (I/UCRC) program, and its EPSCoR program.

The newly-created Clean Energy Leadership Council, convened by the Washington governor's office and a state-wide public-private clean energy alliance, held its first meeting. The council will deliver a clean energy strategy and recommendations by December 1, 2010.
