A minimum $500 million 10-year investment to encourage biotech and entrepreneurship may soon become a reality for Kansas. With Gov. Kathleen Sebelius' approval of the Kansas Economic Growth Act, Kansas will set in motion a variety of new programs to encourage research, innovation and technology commercialization.

It only seems natural that SSTI celebrate the premiere professional development event for the nation's tech-based economic development community in 2009 in a state that, for 20 years, has pioneered innovative approaches to transform regional economies -­ Kansas. SSTI's 13th annual conference and pre-conference workshops will be held at the Sheraton Overland Park Hotel on Oct. 20-22, 2009.

Gov. Kathleen Sebelius made public on Wednesday the details of a statewide economic revitalization plan designed to stimulate and strengthen the Kansas economy. Included in the plan are several items that could help boost tech-based economic development (TBED) in the state:

The Kansas Technology Enterprise Corporation (KTEC), the state's lead corporation to promote advanced technology economic development, has developed a new investment program to help early-stage technology companies get the capital boost they need.

Kenneth Lynn has been appointed president of KCCatalyst. Lynn formerly was a consultant to biotechnology companies assisting in technology acquisition, strategic planning, and commercial development.

Securing the multi-year funding needed to properly ramp up technology-based economic development (TBED) initiatives can be difficult in states with annual budget cycles and tight revenue streams. Fortunately, there is one federal agency that provides financial assistance increasingly toward local and regional projects matching the interests of the nation's TBED community.

Kansas Gov. Kathleen Sebelius named Howard Fricke to serve as secretary of the state's Commerce Department.

Flanked by the Kansas Senate President and House Speaker, Republican legislators unveiled on Tuesday a two-pronged agenda to encourage entrepreneurship and biotechnology across the state. The plan calls for the state to invest at least $500 million over the next 10 years through a variety of new programs to encourage research, innovation and technology commercialization.

North Dakota Governor John Hoeven dedicated the lion's share of his State of the State Address to promoting a vision of economic growth for the state based entirely on technology-based economic development. The proposals centered on more than a dozen new university-based Centers of Excellence and new tax credits.

The Grand Forks Region Economic Development Corp. has named Klaus Thiessen as its new president.

Tim Witsman recently resigned as president of the Wichita Area Chamber of Commerce to pursue other opportunities in the community. Witsman headed the area's lead economic development agency for 15 years.

In the final week of its 2003 Legislative Session, the North Dakota State Legislature passed sweeping legislation that favors tech-based economic development in the state. The Greater North Dakota Association (GNDA), serving as the state's Chamber of Commerce, subsequently issued a summary of those bills targeted toward job growth. Some highlights of GNDA's summary are presented below:

To build the state’s economy and create opportunity, North Dakota Governor John Hoeven is launching Smart Growth, a host of programs linking education, job creation and career development to build the state’s economy and communities. The Governor announced his plan with release of the 2003-2005 executive budget.

Lt. Gov. Gary Sherrer has left his position as secretary of the Kansas Department of Commerce and Housing to become executive vice president with GoldBanc Corp. Sherry Brown, who had retired from the department, will return to serve as interim secretary.

Sandy Johnson, interim CEO of the Mid-American Manufacturing Technology Center, was appointed to the position on a permanent basis.

Ken Berlack, formerly communications director for the National Commission on Entrepreneurship, has joined KCCatalyst, a regional organization dedicated to encouraging technological innovation and entrepreneurship in the Greater Kansas City area.

Matthew McClorey is the new president and chief executive officer of Kansas Innovation Corp. McClorey formerly served as vice president for business development & portfolio management at KTEC, a position now filled by Michael Peck.

The U.S. Small Business Administration has named Heath Copp as the Young Entrepreneur of the Year. Mr. Copp, 24, is a resident of Grand Forks, North Dakota.
