The board of directors of Mid-America Manufacturing Technology Center (MAMTC) has appointed Lavon Winkler as its new president and CEO.

A minimum $500 million 10-year investment to encourage biotech and entrepreneurship may soon become a reality for Kansas. With Gov. Kathleen Sebelius' approval of the Kansas Economic Growth Act, Kansas will set in motion a variety of new programs to encourage research, innovation and technology commercialization.

Gov. Phil Bredesen’s budget proposal for 2007-2008 includes more than $100 million in new funding for several new education and high-tech development initiatives and a strategy to spur the state’s alternative fuels industry.

Gov. Kathleen Sebelius made public on Wednesday the details of a statewide economic revitalization plan designed to stimulate and strengthen the Kansas economy. Included in the plan are several items that could help boost tech-based economic development (TBED) in the state:

The Kansas Technology Enterprise Corporation (KTEC), the state's lead corporation to promote advanced technology economic development, has developed a new investment program to help early-stage technology companies get the capital boost they need.

Michael Terry, president and CEO of EmergeMemphis, has announced he will resign at the end of the year.

Kenneth Lynn has been appointed president of KCCatalyst. Lynn formerly was a consultant to biotechnology companies assisting in technology acquisition, strategic planning, and commercial development.

Kansas Gov. Kathleen Sebelius named Howard Fricke to serve as secretary of the state's Commerce Department.

Eric Cromwell has been appointed to serve as Director of Technology for the Tennessee Department of Economic & Community Development.

Flanked by the Kansas Senate President and House Speaker, Republican legislators unveiled on Tuesday a two-pronged agenda to encourage entrepreneurship and biotechnology across the state. The plan calls for the state to invest at least $500 million over the next 10 years through a variety of new programs to encourage research, innovation and technology commercialization.

Referring to his fiscal year 2008-09 budget recommendation as “back to basics,” Gov. Phil Bredesen proposed significant investments in research and workforce initiatives while vowing not to tap into reserves or raise taxes.

Jeff Wadsworth has been named the next director of the Oak Ridge National Laboratory. Wadsworth was a former deputy director of Lawrence Livermore National Laboratory.

Fred Tompkins, professor and interim dean of the University of Tennessee (UT) College of Engineering, has been named interim executive director of the UT Research Foundation.

Tim Witsman recently resigned as president of the Wichita Area Chamber of Commerce to pursue other opportunities in the community. Witsman headed the area's lead economic development agency for 15 years.

Andrew Kim is the new policy director for Tennessee Governor Phil Bredesen.

Bill Madia is leaving his position as director of Oak Ridge National Laboratory to oversee all Department of Energy business for Battelle Memorial Institute.

Chris Matthews is the president of the new Chattanooga Technology Council, which held its official kickoff event earlier this month.

The Senate unanimously confirmed Anne B. Pope of Tennessee as Federal Co-Chairwoman of the Appalachian Regional Commission. Pope currently serves as Commissioner of the Tennessee Department of Commerce and Insurance.

Lt. Gov. Gary Sherrer has left his position as secretary of the Kansas Department of Commerce and Housing to become executive vice president with GoldBanc Corp. Sherry Brown, who had retired from the department, will return to serve as interim secretary.

Sandy Johnson, interim CEO of the Mid-American Manufacturing Technology Center, was appointed to the position on a permanent basis.
