The guidelines it gives for designing a strategic plan could benefit communities across the country interested in similar initiatives.

It caught the attention of quite a few people when it was first proposed in early 2001, but Maine's investment in 2002 to provide every seventh and eighth grader with a new laptop - approximately 32,000 students and 4,000 teachers - continues to provide a useful example of the size and type of commitment and risk that elected leaders have to be willing to make to transform the outlook for a state or regional economy. Maine Governor Angus King, Jr. and Acting Under Secretary of Commerce for Technology Gary Bachula signed a letter of partnership last week that links the National Institute of Standards & Technology (NIST) with a variety of organizations in Maine. Bachula heads the Department of Commerce's Technology Administration (TA), which includes NIST.

Increasingly states are making it easier for high school students to participate in college courses while still attending high school. The goal of dual enrollment is to encourage more students to attend college, giving them a leg up on a degree. A new report by the Kentucky Council on Postsecondary Education suggests the efforts are not working in Kentucky.

The Kentucky Science and Technology Corp. (KSTC) has released Kentucky's Science and Technology Strategy, a plan outlining ten specific recommendations in four strategic areas to guide the Commonwealth's future R&D investments. If implemented, the recommendations are expected to have significant impact in just a few years.

Massachusetts Manufacturing Extension Partnership is seeking an Executive Director, who will oversee a staff of approximately 20 and a budget of more than $3 million. The successful candidate will be able to create a vision for the growing organization, the leadership skills to achieve that vision, and a strong interest in the growth and success of manufacturing. In a period of tightening budgets, it is important for stakeholders to know that the investments they are making in tech-based economic development are yielding positive economic results - and returning revenue to the state. Recent impact assessments to examine comprehensive TBED programs in three states show how smart these investments have been. More telling, different evaluation models were used in all three states and they each reached similar conclusions: strategic TBED investments can stimulate economic growth.

State governments are poised to play a vital role in the economic recovery through their use of federally-appropriated funds and through their internal policy responses to the global crisis. Several states are focusing on innovation as a means of recovery. Massachusetts and Maine both recently released the latest editions of their annual innovation indices. These annual publications have long helped to clarify trends in the innovation economy and provided assessment of their performance relative to other states.
