Pennsylvania has been a leader in tech-based economic development for more than two decades. With more than $208 million for tech-based economic development initiatives, the 2001-02 Budget Request submitted by Governor Tom Ridge this week shows why the state remains at the forefront of the field.

It is widely argued in the tech-based economic development community that New Economy businesses, specifically computers and information technology, account for the tremendous economic growth of the last half of the 1990s. But does the data support this?

Many tech-based economic development programs recognize the importance of having seed and venture capital accessible to their start up tech firms and entrepreneurs. Some practitioners, though, see a challenge in encouraging equity investment in more conservative, risk adverse regions and localities. The dot-com “correction” of last year probably did not help.

An increasingly recognized and critical component of building a tech-based economy is the integration of university or college research and training capabilities into the local economic development strategy. While considerable attention is paid to the regional impact of large research institutions, not every community is home to an MIT, University of Texas, or Stanford.

Continuing to rest on past academic excellence and research achievement would be costly to Greater Philadelphia, according to a new report prepared by the Pennsylvania Economy League. The region's "knowledge industry" must compete with other regions and states to succeed in the New Economy.

Americans say they take pride in our nation's leadership role in science and technology and believe the U.S. needs to continue investing in scientific research and development (R&D) in order to remain at the forefront of discovery and innovation, according to a Gallup survey conducted on behalf of the Bayer Corporation in partnership with the National Science Foundation.

The next U.S. supercomputing system operating at speeds well beyond a trillion calculations per second will reside at the Pittsburgh Supercomputing Center (PSC) through an expected $45-million award from the National Science Foundation (NSF). Last week, the National Science Board (NSB), NSF's governing body, authorized the three-year award following a national competition.

The July-August issue of Technology Review, MIT's Magazine of Innovation, includes a special report on university research. The TR University Research Scorecard, written by TR associate editor Rebecca Zacks, ranks the top U.S. universities for their performance in patent quality (called "technological strength") and licensing revenues.

Oklahomans need “to make fundamental changes in the way we see ourselves and the way we do things...to prevent us from slipping farther and farther behind, languishing on the sidelines of the New Economy,” according to a 14-member committee of public and private sector leaders. 

The Oklahoma Center for the Advancement of Science and Technology (OCAST) is seeking a chief executive officer. OCAST's statutory mandate is to contribute to the public policy goals of expanding and diversifying Oklahoma=s economy, providing new and higher quality jobs to improve Oklahoma's per capita income and encouraging the development of new products, new processes, and whole new industries in Oklahoma. Yahoo! Internet Life magazine has named its 1999 list of the "100 most wired" colleges and universities.  This is the third year in which the magazine has published the list. Listed  in the top five are: Case Western Reserve University (OH); Massachusetts Institute of Technology; Wake Forest University (NC); the New Jersey Institute of Technology;  and, Rensselaer Polytechnic Institute (NY).

Two new, free resources are available that provide access to statistical data that can be used for a wide variety of analytic processes, including impact assessment, regional measurement, strategic planning and program design.

In the state that created the Ben Franklin Centers in the early 1980s - models for several states’ first forays into S&T - Governor Tom Ridge has proposed a wide range of new initiatives to promote R&D investment, technology development, and commercialization within Pennsylvania.

The Massachusetts Technology Collaborative (MTC) released its second annual Index of the Massachusetts Innovation Economy earlier this month. The report tracks 31 performance indicators and explores the implications of each indicator on the long-term growth and stability of the Massachusetts economy.

Two of the state-wide issues Oklahomans will decide on November 3 would allow major changes in the way the state conducts technology transfer activities. The purpose of the initiatives is to promote the commercialization of university research and support university innovation.

After nearly two years of discussion between the state legislature and the Governor’s office, Pennsylvania has enacted a plan for its $11 billion share of the national tobacco settlement. The final plan includes $160 million in one-time outlays for research and commercialization of life science technologies and a formula ensuring research gets nearly one-fifth of the total money received over the 25-year span of the settlement agreement.

With the establishment of a $1 million trust fund to serve as seed money, the new Oklahoma Institute of Technology intends to position the state as a national leader in information technology, engineering, and biotechnology. Governor Frank Keating signed Senate Bill 694 into law June 8, creating the public-private collaboration. Tulsa World news reports indicate supporters of the institute anticipate raising a $100 million endowment for the project and securing additional state support.

Is a strong university research component critical to local tech-based economic development? Many argue this position, including SSTI (Using Research and Development to Grow State Economies). Using data on royalties, licenses, and job creation figures, others have demonstrated the economic contributions of university R&D.
