The Institute for Government Innovations has announced it is accepting applications for the 17th Annual Innovations in American Government Awards, ultimately to identify outstanding examples of creative problem solving in the public sector.

Most practitioners who have been in the tech-based economic development field long enough know the presence of a strong research university can make the job much easier. New innovations and technologies to commercialize through licensing and spinoff companies, research facilities and experts to partner with local companies, and a constant supply of fresh graduates for the workforce are just a few of the benefits a research institution can offer the local and regional economy.

Massachusetts' high tech economy was hammered by the economic equivalent of a nor’easter throughout much of 2002, according to a report released by the Massachusetts Technology Collaborative (MTC). Louis Soares, project manager for workforce development at the Rhode Island Technology Council (RITEC), is leaving to accept a fellowship at the JFK School of Government at Harvard University.

Caroline Young has been named executive director of the Tennessee Biotechnology Association and director of the Tennessee Technology Development Corporation's life science initiative.

Alex Fisher, chief of staff for Tennessee Governor Don Sundquist, is leaving to become the director of technology transfer and economic development at Oak Ridge National Laboratory.

Douglas Foy, Secretary for Commonwealth Development for Massachusetts, announced his resignation effective in March.

The Institute for Government Innovation at Harvard University's John F. Kennedy School of Government recently announced open competition for its 2002 annual awards program.

Construction is underway for the Cool Springs Life Sciences Center (CSLSC), a $74 million biomedical research facility planned for Franklin, TN, 15 miles south of Nashville. When completed, the 10-acre center will be home to life sciences-focused R&D facilities for biotech, pharmaceutical and medical device companies.

A Massachusetts Institute of Technology faculty committee has suggested that the university provide off-campus facilities to help faculty perform classified public service or research involving the nation’s security. In the Public Interest, a report of the Ad Hoc Faculty Committee on Access To and Disclosure of Scientific Information of MIT, presents recommendations for the university in handling classified work in the wake of the September 11 attacks.

The Tennessee Technology Development Corporation (TTDC), the lead organization in Tennessee for technology-based economic development, is seeking a president and chief executive officer (CEO). This position is responsible for the overall direction and management of TTDC and its programs, including resource development, finances, contracts, compliance reporting and operational policies. He or she will work with a 22-member board of directors to establish and successfully implement a work plan that fulfills the organization's mission.

It is widely argued in the tech-based economic development community that New Economy businesses, specifically computers and information technology, account for the tremendous economic growth of the last half of the 1990s. But does the data support this?

Many tech-based economic development programs recognize the importance of having seed and venture capital accessible to their start up tech firms and entrepreneurs. Some practitioners, though, see a challenge in encouraging equity investment in more conservative, risk adverse regions and localities. The dot-com “correction” of last year probably did not help.
